Familia y socialización política: La transmisión de orientaciones ideológicas en el seno de la familia española

La socialización política básica tiene lugar en el seno de la familia. Los estudios clásicos desocialización política han mostrado que los hijos tienden a reproducir las orientaciones ideológicasde sus padres. Los datos para el caso español muestran una gran similitud entre la posiciónpolítica de la generación actual y la anterior. A este respecto, cabe señalar que, a pesar de lastransformaciones experimentadas por la familia española en las últimas décadas, ésta sigue siendouna instancia eficaz en el proceso de socialización política. Finalmente se analiza la influencia dealgunas variables sobre la distancia ideológica entre padres e hijos.
Actitudes cívicas y dimensiones de la ciudadanía democrática en Europa

La idea de democracia es, probablemente, una de las que más consenso suscita en las sociedades contemporáneas, al tiempo que existen síntomas claros de desafección política. Las interpretaciones de este fenómeno de desafección política son muy diferentes. Mientras para unos la falta general de implicación política es una consecuencia del individualismo y el «privatismo cívico», que amenaza con romper los lazos de la comunidad política, para otros es la consecuencia de la crisis de la política dirigida por las élites que da paso a nuevas formas de participación política impulsadas desde la base. En el fondo de estas interpretaciones contrapuestas subyace el debate sobre el concepto normativo de ciudadanía o del «buen ciudadano». En este trabajo se analizan empíricamente las diferentes concepciones de ciudadanía en Europa, a partir de la importancia que los individuos atribuyen a los diferentes deberes cívicos que constituyen la definición de la ciudadanía desde un punto de vista normativo. Para ello se distingue una dimensión de compromiso normativo y otra dimensión de compromiso comunitario. Y se explica la valoración de cada una de estas dimensiones en el nivel individual utilizando técnicas de análisis multinivel.
Public opinion and the reform of the pension systems in Europe: the influence of solidarity principles

The demographic changes that have occurred in European countries in recent decades have made the policies of the public pension system one of the most debated issues of the welfare state. In this paper, I focus on preferences for three pension policy reforms with different distributive consequences: raising contributions, raising the age of retirement, and allowing free choice between public and private pension plans. I use multilevel models to analyse how individual attachment to different solidarity principles (universalistic, conservative, liberal and familistic) affects attitudes toward pension system reforms while controlling for institutional factors. The empirical results strongly support the hypothesis that solidarity principles have a significant influence on individual preferences. I find that individuals who adhere to universalistic or conservative principles are more in favour of increasing contributions in order to maintain the level of pensions, whereas they oppose a postponement of retirement age. In contrast, those who adhere to liberal or familistic principles are against increasing contributions and prefer extending retirement age. The findings at least partially support the 'regime hypothesis', as a more generous pension system appears to increase support for raising contributions while decreasing support for a raise in the age of retirement.

Préférences pour la redistribution en Europe : Inégalité sociale, État-providence et dispositions fiscales

Résumé Le modèle classique de Metlzer et Richard (1981) défend l'idée que globalement une augmentation des inégalités doit se traduire par une plus grande demande de redistribution, tandis que les points de vue institutionnalistes prétendent selon eux que les préférences pour la redistribution dépendent des principes de solidarité inspirant les différents modèles d'État providence. Cependant, les données empiriques de part et d'autre sont peu concluantes. Dans cette étude on a utilisé une méthodologie multiniveaux, à partir d'une association de facteurs individuels et collectifs, pour expliquer les choix préférentiels en faveur de la redistribution. Les résultats démontrent que les préférences individuelles pour la redistribution sont tributaires de facteurs individuels eux-mêmes, comme la classe sociale et les convictions à propos de l'origine de la richesse, ainsi que de facteurs nationaux comme le degré existant d'inégalité sociale et la pression fiscale directe. L'explication réside dans le fait que les classes moyennes supérieures seraient disposées à accepter un plus grand niveau de redistribution des revenus, à partir du moment où il ne s'accompagne pas d'une augmentation de la pression fiscale directe.

The classical model proposed by Meltzer and Richard (1981) defends the idea that, overall, an increase in inequality translates into a greater demand for redistribution. They contrast this with institutionalist points of view that, according to them, link preferences for redistribution to the principals of solidarity at the base of each of the models of the welfare state. Empirical evidence for one side or the other of this debate, however, is inconclusive. This study makes use of a multi-level methodology that takes both individual and collective factors into account to explain preferential choices in favor of redistribution. The results show that individual preferences for redistribution depend both on individual factors such as social class and opinions concerning the origins of wealth, and on national factors such as the degree of existing inequality and the pressure of direct taxation. The explanation lies in the fact that the upper-middle classes are disposed to accept a greater level of redistribution if this is not accompanied by an increase in direct fiscal pressure. Generación y transformación de las instituciones sociales: Los procesos morfoestáticos y los procesos

En este artículo se analizan las dinámicas de generación y transformación de las instituciones sociales. Se estudiany confrontan dos paradigmas fundamentales. Las teorías utilitaristas o de la elección racional, según lascuales las instituciones son un intento de superación de los fallos del mercado a través de mecanismos institucionalesque conduzcan a situaciones socialmente óptimas, en el sentido de ser preferibles para los actoresindividuales implicados. Las teorías de carácter más sociológico o culturalista, por el contrario, ponen de relieveel componente cultural de las instituciones, así como sus determinantes sociohistóricos que se decantan através de procesos sociales complejos. Mientras las primeras proveen soluciones contrastables teóricamentepara un rango de problemas limitados, las segundas analizan problemas de mayor calado aun a riesgo de producirresultados menos concluyentes. En particular, las diferencias entre ambas concepciones de las institucionessociales se hacen evidentes al analizar los factores que dan origen al desarrollo de las instituciones,así como de los procesos a través de los cuales cambian y evolucionan los marcos institucionales en respuestaa diferentes factores.
Beliefs about Social Fluidity and Preferences for Social Policies

AbstractSeveral studies have shown that attitudes toward social policy are influenced by expectations of social mobility at the individual level and perceptions of social fluidity at the aggregate level. If individuals think of inequalities as the result of inherited disadvantages, they will be more willing to distribute resources from the rich to the poor. However, one important question remains open: How do individuals perceive the distribution of opportunities in society? In this paper we argue that individuals believe a society to be fair if opportunities for reaching the top of the social ladder are equally distributed among the population. That is, the distribution of resources is fair to the extent that individual outcomes do not depend on social origins. To address this issue, we asked a representative sample of individuals in the Spanish region of Andalusia what they think the chances are for persons of different social origins to achieve a high social status. We have found that those who think the chances for reaching the top are unequally distributed are those who support greater government responsibility and oppose meritocracy and competition, as they believe the initial distribution of opportunities to be unfair.
Desafíos del servicio social en el marco de las nuevas políticas sociales
Tras presentar y analizar las transformaciones más recientes del Estado de bienestar, en este artículo se aborda el sentido de la inclusión social, que puede ser interpretada de diversa forma (según diferentes códigos simbólicos). Posteriormente, se observa que el servicio social debe tener presente el actor de la política social, sus lógicas y las diferentes configuraciones de intervención posibles para realizar su actividad. Y, por último, se diseñan las que podrían considerarse líneas guía y palabras clave de las nuevas políticas sociales. ; After presenting and analyzing the most recent transformations in the Welfare State, this article discusses the sense of social inclusion, which can be interpreted in different ways (according to different symbolic codes). Secondly, it is observed that the social service needs to bear in mind the actor of social politics, its logics and the different possible intervention configurations in order to perform its activity. Lastly, the article designs what could be considered as the guidelines and keywords of new social politics.

Political power in Spain: the multiple divides between MPs and citizens
Exploring why some people become politicians, this book examines how they represent citizens in parliaments and what they think about democracy and its institutions. It analyses the results of the first survey of a representative sample of Spanish MPs (580 cases) and citizens. The study covers areas such as: social profiles; recruitment and selection; women in parliaments; motivation for politics; perception of the representative function and how this is affected by corruption, disaffection and mistrust; national and regional identities; ideology; the functioning of parliamentary groups, and perceptions about the EU.
