The International Law Commission (ILC or Commission) held its seventy-fourth session at its seat in Switzerland from April 24 to June 2 and from July 3 to August 4, 2023, and met fully in person for the first time since the COVID-19 global health pandemic. The Commission, which has had a gender imbalance in its composition, was chaired for the first time by two successive female chairs: Nilüfer Oral (Türkiye) for the first half session; followed by Patrícia Galvão Teles (Portugal) for the second half session.

On October 9, 2014, the Appeals Chamber of the International Criminal Court (ICC or Court) unanimously held that, under the ICC Statute, a trial chamber has the power to order witnesses to appear before it to give testimony in pending proceedings, which imposes legal obligations on the individuals concerned to comply. In so ruling, the appellate chamber upheld a controversial trial chamber decision granting the ICC prosecutor's request to summon eight witnesses to testify in the joint trial of Kenya's vice president, William Samoei Ruto, and former journalist Joshua arap Sang, both of whom faced charges of crimes against humanity for their alleged role in "post-election violence" that led to the deaths of over twelve hundred people (para. 9).

The Special Court for Sierra Leone was established through signature of a bilateral treaty between the United Nations and the Government of Sierra Leone in early 2002, making it the third modern ad hoc international criminal tribunal. It has tried various persons, including former Liberian President Charles Ghankay Taylor, for serious violations of international humanitarian law committed during the latter half of the Sierra Leonean armed conflict. It completed its work in December 2013. A new Residual Special Court for Sierra Leone, based in Freetown and with offices in The Hague, has been created to carry out its essential "residual" functions. This volume, which consists of three books and a CD-ROM and is edited by two legal experts on the Sierra Leone Court, completes the set of edited Law Reports started in 2012. Together, the Law Reports fill the gap of a single and authoritative reference source of the tribunal's jurisprudence. The law reports are intended for national and international judges, lawyers, academics, students and other researchers as well as transitional justice practitioners in courts, tribunals and truth commissions, and anyone seeking an accurate record of the trials conducted by the Special Court for Sierra Leone.
