La crise de l'euro du premier semestre 2010 a suscité un débat très vif en Europe sur le rôle stabilisateur ou déstabilisateur qu'y a joué l'Allemagne. D'un côté, les marchés financiers perçoivent l'Allemagne comme un pôle de stabilité en raison de ses performances économiques. A l'opposé, de nombreux observateurs ont dénoncé les tergiversations allemandes qui ont précédé la création du Fonds de stabilité financière et le plan d'assistance à la Grèce. La chancelière Angela Merkel a été accusée d'agir de façon irresponsable, c'est-à-dire de mettre en péril l'existence même de l'euro pour des motifs de politique interne (l'opposition de la presse et d'une partie importante de l'opinion publique au plan d'assistance à la Grèce dans un contexte électoral), avant de se résigner au dernier moment et à contrecoeur devant l'insistance de ses partenaires et le risque d'un krach boursier. Ce débat intervient dans un contexte de crise qui a révélé d'importantes divergences, économiques et politiques, au sein de la zone euro. Des divergences économiques d'abord mais aussi des divergences sur la politique à mener face à la crise. L'objet de cet article est de revenir sur la position allemande dans la crise grecque afin d'examiner ce qu'elle révèle du rapport de l'Allemagne à l'Union économique et monétaire (UEM). Il analyse les fondements de l' « éthique » économique allemande et la façon dont elle s'est exprimée pendant la crise. Puis il examine le difficile positionnement de l'Allemagne, entre "normalisation" de sa politique économique européenne – qui reflète désormais les enjeux de politiques internes comme dans les autres États membres – et tentative de prendre le leadership de la réforme de la gouvernance économique européenne.

L'accountability della BCE comprende i vari canali attraverso i quali essa è chiamata a dimostrare di agire in conformità con il suo mandato. Il presente articolo si concentra principalmente su uno di questi canali - la responsabilità democratica. È tuttavia importante tenere presente che questi diversi canali si rafforzano a vicenda. Inoltre, nel discutere il quadro di responsabilità della BCE, l'attenzione principale è rivolta alle funzioni di banca centrale, piuttosto che di vigilanza. Coerentemente con il ruolo decisivo che ha svolto nella crisi, la BCE è stata sottoposta a un maggiore controllo. Il quadro di responsabilità preesistente ha consentito tale maggiore controllo e ha quindi dimostrato la sua solidità. Ciò che è cambiato, in effetti, non è il quadro di responsabilità previsto dal diritto primario, ma l'uso esteso delle sue possibilità. E l'evidenza dimostra che la BCE si confronta favorevolmente con le banche centrali. La responsabilità della BCE continuerà comunque ad essere oggetto di dibattito, visti i vari equilibri possibili sul ruolo dei vari stakeholder, l'intensità del controllo e l'interazione tra i vari canali di responsabilità. Tutti fattori fondamentali per garantire un'interazione di alta qualità nell'adempimento degli obblighi di responsabilità della BCE.

This paper aims to outline a certain number of concrete proposals in view of providing detailed, operational content to the project to strengthen legitimacy and democratic control of European decisions as part of the work towards reforming the Economic and Monetary Union.The legal feasibility of each of the proposals set out here is analyzed by identifying the type of reform it involves: innovation using the treaty as it stands; limited changes to the Treaty under the simplified revision procedure, more important changes to the Treaty under the ordinary revision procedure. ; Este texto pretende articular propuestas concretas con el objetivo de aportar un contenido preciso y operativo al proyecto de unión política dirigido a reforzar la legitimidad y el control democráticos de las decisiones europeas en el marco de los trabajos sobre la reforma de la Unión económica y monetaria. We investigate whether ideology drives the sentiments of parliamentarians when they speak to the central bank they hold accountable. To this end, we collect textual data on the quarterly hearings of the ECB President before the European Parliament from 1999 to 2019. We apply sentiment analysis to more than 1,900 speeches of individual Members of the European Parliament (MEPs) from 128 parties. We find robust evidence that MEPs' sentiments toward the ECB are correlated with the ideological stance predominantly on a pro-/anti-European dimension rather than on a left-right dimension.
