Seit dem letzten Jahrhundert ist Bildung nicht mehr ein vom Rest der Wirtschaft isolierter Bereich. Die Entwicklung der höheren Bildung in Frankreich zeigt, dass die jüngste Periode ein Wendepunkt in der Geschichte der Bildung war. Die Zahl der Bachelor-Abschlüsse hat in den letzten dreißig Jahren, vor allem aber im letzten Jahrzehnt ein noch nie da gewesenes Wachstum erfahren. Auch wenn dieses Wachstum vor allem Ergebnis einer gesellschaftlichen Nachfrage war, ging die Bildungspolitik davon aus, dass sich die Entwicklung der höheren Bildung positiv auf die Wirtschaft auswirkt. Die Frage nach der Verbindung zwischen höherer Bildung und Wirtschaftswachstum ist nicht zuletzt deshalb interessant, weil die tatsächliche Richtung dieser Korrelation noch unbestimmt ist. Das Verhältnis zwischen höherer Bildung und Wirtschaftswachstum in Frankreich nach dem Zweiten Weltkrieg wird hier mit kliometrischen Methoden untersucht, um eine Kausalbeziehung zwischen beiden Variablen aufzudecken. Es zeigt sich eine hohe Korrelation zwischen Bildung und wirtschaftlichem Erfolg. ; In the past century, education was no longer an area isolated from the rest of the economy but something more important. The evolution of higher education in France reveals that the recent period was a turning point in the history of education. Indeed, the number of bachelor's degrees increased in an unprecedented growth in the past thirty and especially the past ten years. Although this increase was mainly the result of social demand, educational policy has been strongly guided by the fact that the development of higher education has a beneficial effect on the economy. At the beginning of the twenty-first century, higher education and the dissemination of knowledge depended essentially on the universities. It might therefore be of interest to address the issue of the links between higher education and economic growth, because the real direction of the correlation between these ones remains undetermined. Cliometric tools are used here to shed light on the relationship between higher education and economic growth in France after the Second World War. The evolution of the education standard and its link with the growth process were examined quantitatively in order to verify the fore a causality relationship. Two approaches were used: - an approach with diploma, - a socio-economic approach.

Recent models of growth, such as Romer (1986,
1990) and Lucas (1988), following Arrow (1962) and
Uzawa (1965), emphas ise human capital investment as an
important factor contributing to long-run growth. In the literature,
human capital investment takes several forms (educational
attainment, learning by doing, etc.). Our focus in
this paper is on human capital accumulation through the
formal schooling. It is our thesis that education is more an
accompanying investment than a "driving force" behind
growth. We test this argument with the concept of the
causal relationship formulated by Granger. All the tests are
performed on the basis of the aggregate series of public expenditures
on education (EXPEDU), total public expenditures
(EXPTOT), population (Population) and Gross domestic
product (GDP) in Portugal and Spain before World
War II.

This research approach is applied to the evolution of the weight of French higher education in the total numbers of school enrolment during the period 1964-2000. Depuis le début du XIXe siècle, le développement de l'éducation (de l'instruction primaire essentiellement) a été considéré comme un processus majeur, particulièrement caractéristique des sociétés capitalistes développées. Ceci étant, malgré l'abondante littérature consacrée depuis plus de cinquante ans à ce sujet si délicat, il n'existe pas encore de recherche approfondie et quantitative sur l'origine de ce phénomène et surtout sur le processus historique qui l'a conduit. Les recherches françaises qui, depuis la fin de la Seconde Guerre mondiale notamment, ont renouvelé le domaine des études sur l'enseignement se sont généralement contentées de prendre acte de ce développement, et en ont tenu l'interprétation pour évidente. Notre conception est différente. Nous pensons que la croissance de la scolarisation en France nécessite un renouvellement conceptuel et un travail neuf de validation empirique et théorique. Pour ce faire, notre étude cliométrique du processus de convergence de l'instruction primaire par département en France avant les Lois Ferry s'appuie sur les méthodes de la comptabilité nationale rétrospective et de l'économétrie.

Die Verfasser vertreten hier eine unterschiedliche Ansicht und diskutieren neue empirische und theoretische Perspektiven auf die wachsende Bildungsbeteiligung in Frankreich.
