Este artículo analiza la situación del trabajo social de proximidad en España. En la primera parte describimos sus orígenes y evolución, desde los inicios, con las primeras iniciativas de desarrollo comunitario, hasta la aparición y expansión de los Servicios Sociales de proximidad. Nos detenemos también en el estudio de los elementos normativos y metodológicos que dan forma al modelo de intervención profesional de proximidad. En la segunda parte (apartados tercero y cuarto del artículo), recurrimos a los resultados del Proyecto Inclusive (I+D+i) para definir los límites metodológicos e institucionales presentes en el momento actual y para desarrollar algunas prácticas innovadoras que tratan de revertir estos condicionantes. El reto central del trabajo social de proximidad se concreta en el uso de metodologías que complementen intervenciones de acompañamiento social, con enfoques de red que potencien el capital social comunitario.

AbstractThis article, the result of a research and development project funded by the Spanish administration, analyzes the impact of the dynamics of social inclusion carried out by the Municipal Social Services Centers in the region of Andalusia (Spain). The research follows a qualitative methodology, centered on the analysis of normative, operative, and discursive dimensions. This research shows how the social intervention carried out in these centres is conditioned by two very different realities. On the one hand, there is a set of regulations that, from a theoretical point of view, is committed to social integration. On the other hand, a daily context with a high level of interferences and assistance demands that hinder a real labour activation and social integration. This situation generates great organisational pressure and conditions professional praxis. Several factors play a role in this situation: The ideas held by the people involved in the professional intervention, knowledge management, networking, and the relationship between client and professional. The study concludes that to reinforce the inclusive capacity of social services increasing the resources and number of professionals is not enough, focusing on the models of management and intervention in a collaborative fashion is also necessary.

AbstractThis article explores how narratives and their discursive elements construct the idea of rebelliousness in subjects who followed different pathways through politics and activism after the Spanish 15-M movement. Methodologically, two representative examples of narratives have been selected on the basis of interviews with participants in the movement. To study these cases, the concept of rebel narratives is proposed from the perspective of narrative as social practice. The analysis applied here is based on a dialogue between the two cases studied, as discourses in which the activity of their tellers develops in certain contexts of discourse production. Based on this analysis, it is suggested that rebelliousness, in addition to manifesting subjective affiliations, fulfils a performative function with which the subjects legitimise their chosen path and constitute themselves, motivating, in the cases presented, revisions of the past or the rhetoric characteristic of a hero.

The problematisation of migration has intensified in Europe over the last decade, as the Financial Crisis of 2008 dealt a major blow to social welfare instruments. This context has reinforced the idea that immigrants would consume a disproportionate share of socio-economic resources available through social services, thus displacing the local population. This article examines the case of Spain, analysing the dynamics of accessing socioeconomic inclusion policies developed by public Social Services among immigrants and non-immigrants at risk of social exclusion, based on different secondary sources. The paper shows that is there no evidence that social services resources are being displaced for the socio-economic inclusion of the immigrant population.
