AbstractIt is now widely acknowledged that climate change will have a considerable impact on various aspects of human existence, and this includes happiness and satisfaction with life. This study adds to the existing literature on the contribution of climate to well-being by exploring the interaction of various climate variables at the national and local levels while controlling for socioeconomic factors. Using climate data covering a 20-yr period and demographic data from the Household Income Labor Dynamics in Australia surveys, several ordinary least squares (OLS) models of interaction are developed to test the proposition that climate does influence life satisfaction. Geographically weighted regression is then applied to explore how the relationship between explanatory variables and life satisfaction varies across different regions of Australia. We find that overall rainfall, temperature, and sunshine have a small but significant effect on individual life satisfaction. The spatial analysis reveals a high level of nonstationarity in the way climate variables impact life satisfaction, suggesting that regional climate type may be an important element influencing the relationship. The understanding of this relationship may assist policy makers who develop resilience and adaptation strategies as we face the impacts of climate change.Significance StatementTo the best of our knowledge, this study is the first investigation of contributions of a wide range of climate factors to individual life satisfaction across a continent-size country that provides a novel spatial analysis of the variations in climate factor impact. The study shows that in regions with climatic conditions of high temperatures and prolonged dry periods, additional heat will adversely affect individual well-being. In view of the anticipated effects of climate change, this finding does not bode well for residents of areas that already have a hot and dry climate, as increasing temperatures and potentially longer droughts are likely to compromise their well-being. This study can inform policy making that considers adaptive climate change strategies for community well-being.

AbstractThroughout the world, there is growing recognition of the important role Indigenous people play in natural resource management and conservation. Indigenous Land and Sea Management Programs (ILSMPs; which provide funds to Indigenous people to support Indigenous land management activities) are also known to generate social and economic benefits, although relative few of these co‐benefits have been quantified. Using northern Australia as a case study, we analysed data on ILSMP expenditure within three regional input–output tables, learning more about the size and distribution of their associated regional economic benefits. We found ILSMPs make a significant contribution to regional economies—with multipliers commonly exceeding that of other key regional industries such as agriculture and mining. We also found ILSMP expenditures make a larger contribution to Indigenous household incomes than they do to non‐Indigenous incomes—thus helping to close the (income) gap. They will continue to do so, provided the proportion of ILSMP money spent on Indigenous (compared to non‐Indigenous) incomes does not fall below a threshold amount. Rather than finding evidence of a trade‐off between socio‐ecological and financial/economic goals, our results suggest ILSMPs, known for their ecological importance, can also make a vitally important contribution to economic development in rural areas.

The critical role that Indigenous people play in natural resource management is globally recognized, with such endeavors frequently supported by Government and non-government funded programs. We explore the perceived impact of the knowledge-exchange opportunities arising from these programs, using data from a survey of Indigenous people from northern Australian communities involved in Indigenous land and sea management programs (ILSMPs). We find that ILSMPs are perceived as opportunities for exchange of both western and Indigenous-generated knowledge, with more people reporting opportunities to learn and share traditional rather than western generated knowledge. Aspects of life perceived as improved by learning and sharing were in relation to self, to others (community and family) and the Indigenous culture overall. Learning is having a positive impact on wellbeing; sharing is predominantly positive, but survey responses also reveal some negatives: mostly related to examples of sharing undertaken in culturally inappropriate exchanges, which not only impacts wellbeing, but also erodes the quality of the information exchanged. Reducing the negative sentiments related to sharing will not only improve the wellbeing of Indigenous people, but will also improve the quality of knowledge exchanged with consequent positive outcomes for the environment and society as a whole.

Indigenous land and sea management (ILSM) has been the focus of large government investment in Australia and globally. Beyond environmental benefits, such investments can deliver a suite of social, cultural and economic co-benefits, aligning with the objectives of Indigenous communities and of governments for culturally appropriate socio-economic development. Nevertheless, there have been very few studies done on the spatial distribution of this investment and the extent to which its associated co-benefits address socio-economic disadvantage, which is unevenly distributed across Australia. This study draws on Australian ILSM programmes to examine the spatial and temporal distribution of investment for ILSM between 2002–2012 and considers implications for the distribution of associated co-benefits. Mapping and analysis of 2600 conservation projects revealed that at least $462M of investment in ILSM projects had occurred at 750 discrete sites throughout Australia. More than half of this investment in ILSM has been concentrated in northern Australia, in disadvantaged remote and very remote areas where a high percentage of the population is Indigenous, and Indigenous land ownership extensive. Our research has shown that ILSM investment has successfully been spatially distributed to areas with high needs for multiple social, economic, environmental and health and well-being co-benefit outcomes.

This paper focuses on Indigenous business development, an under-researched co-benefit associated with investment in Indigenous land and sea management programs (ILSMPs) in northern Australia. More than 65% of ILSMPs undertake commercial activities that generate revenue and create jobs. In addition to generating environmental benefits, ILSMPs thus also generate economic benefits (co-benefits) that support Indigenous aspirations and help to deliver multiple government objectives. We outline key features of northern Australian economies, identifying factors that differentiate them from Western urbanised economies. We discuss literature highlighting that, if the aim is to stimulate (short-term) economic development in northern Indigenous economies, then the requirement is to stimulate demand for goods and services that are produced by Aboriginal and Torres Strait Islander people (herein referred to as Indigenous people), and which generate benefits that align with the goals and aspirations of Indigenous people. We also discuss literature demonstrating the importance of promoting a socio-cultural environment that stimulates creativity, which is a core driver of innovation, business development and long-term development. ILSMPs have characteristics suggestive of an ability to kick-start self-sustaining growth cycles, but previous research has not investigated this. Using 8 years of data relating to Indigenous businesses that are registered with the Office of the Registrar of Indigenous Corporations (a subset of all Indigenous businesses), we use statistical tests (Granger causality tests) to check whether ILSMP expenditure in the first year has a positive impact on Indigenous business activity in subsequent years. This analysis (of admittedly imperfect data) produces evidence to support the proposition that expenditure on ILSMPs generates positive spillovers for Indigenous businesses (even those not engaged in land management), albeit with a 3-year lag.
