To sustainably eradicate corruption, extraordinary efforts are needed particularly in the context of construction projects. In this study, the state losses in government-funded construction projects in Indonesia is analyzed. Research data were collected through field observations for types of work that were not completed per technical specifications. Data analysis was performed using descriptive statistics. The results indicate that structural work was responsible for 98.70% of total state losses. The top three state losses were found to be associated with concrete, roads, and front stonework, and the values are 40.40%, 28.43%, and 18.23% respectively. Loss in architectural work was the smallest (1.30%). The outcomes of this survey offer a knowledge basis for law enforcement authorities and construction project supervisors to pay more attention to projects involving concrete structures, rigid pavement structures during road construction, and stonework.

Numerous fast-growing coastal cities in the Global South are exposed to coastal, fluvial and pluvial floods, as a consequence of decades-long rapid urbanisation and weak enforcement of planning regulations. Integrating Blue&ndash ; Green Infrastructure (BGI) concepts into the development of the urban landscape has the potential to increase flood resilience and offer broader environmental benefits. BGI is an innovative approach that combines water management and green infrastructure to maintain natural water cycles and enhance environmental and urban renewal. This paper identifies socio-economic, cultural and political challenges influencing BGI adoption in Semarang city in Indonesia. Data was collected from residents of three communities through interviews (n=30), questionnaires (n=180) and focus groups with policymakers and community representatives. The combined quantitative and qualitative data provide an understanding of the specific socio-economic, cultural and political issues at play and reveal flood experience as well as perceptions of community members regarding flood management. Challenges are presented from the point of view of residents and local policymakers and are based on a framework for facilitating local BGI adoption, setting the principles of &ldquo ; inclusive&rdquo ; &ldquo ; appropriate&rdquo ; and &ldquo ; proactive&rdquo ; as pre-conditions for enhancing community resilience to flooding.

By nature, government and private projects have different characteristics, which influence client performance. This research aims to compare performance of government and private clients in construction projects as perceived by contractors. Six client performance indicators were used, i.e. understanding of project requirements, financial, decision making, management skills, supports for contractor, and client's attitude. Data were collected through questionnaire surveys filled in by 117 respondents. The results show that there is a significant difference between both types of client performance. Three variables related to financial indicators, i.e. timely payment, owner value estimate, and payment approval, rank in the bottom three of the government client performance, but in contrast rank in the top three of the private ones. These results suggest that the government clients' performance is perceived inferior to the private ones. Establishing a clients' forum for sharing knowledge and best practices would be a strategic solution to enhance clients' capacities.

Flood is a disaster that has the biggest threat, in terms of the number of victims or losses. Semarang City is a city that is classified as a flood prone area, this is due to the geographical location in the lowlands and highlands. The impact of the flood disaster caused damage and losses from various sectors of public infrastructure including the education service sector and health services. Damage and loss of public infrastructure will burden the government in the post-flood recovery phase. An assessment of infrastructure damage and losses from flooding is needed in order to help the Semarang City Government prepare a budget plan and manage rehabilitation and reconstruction. The purpose of this research is to explore the loss of public infrastructure due to the impact of the flood disaster, so that it can accelerate the post-disaster recovery process and management strategies for the risk of further flood disasters. The valuation method used is ECLAC (Economic Commission for Latin American and the Caribbean) Method. This method can identify damage and estimate the losses caused by floods. The results of this study are that each public infrastructure building has a different level of damage and loss and the budget allocation for disaster management each year is still inadequate. A risk transfer strategy is needed with an insurance financing scheme based on the level of risk in each infrastructure building.
