Abstract— Bolivia adopted a drastic trade liberalisation in 1985 as part of its neo‐ liberal New Economic Policy. The paper discusses the theoretical arguments which underlie such a policy and the main neo‐structuralist criticisms. It then looks at the effects of liberalisation on resource allocation, productivity growth and export performance. It concludes that the results have been disappointing which gives rise to some scepticism concerning the advantages of a wholesale policy of trade liberalisation in a low income country such as Bolivia.

IN INDIA'S ELEVENTH GENERAL ELECTION, CONDUCTED IN APRIL AND MAY 1996, PRIME MINISTER NARASIMHA RAO LED HIS CONGRESS PARTY TO ITS WORST-EVER PERFORMANCE AT THE POLLS. WHETHER RAO COULD HAVE DONE ANYTHING TO REVERSE THE PARTY'S DECAY AS AN ORGANIZATION IS A QUESTION THAT IS STILL UP IN THE AIR. WHAT IS CLEAR IS THAT THE DISMAL ELECTORAL STATISTICS POINT TO A FUTURE OF CONTINUED DECLINE FOR THE CONGRESS PARTY. THIS ARTICLE TAKES A TOUR THROUGH INDIA'S REGIONS IN ORDER TO EXAMINE THE FACTORS THAT BROUGHT ABOUT CONGRESS' DEMISE. IN ADDITION, IT DISCUSSES SOME OF THE EFFECTS THAT THIS DEMISE WILL HAVE ON INDIA'S POLITICAL FUTURE. FINALLY, THE ARTICLE DISCUSSES THE POLITICS OF ECONOMIC REFORM.

THESE INCLUDE THE SIGNIFICANCE OF INDUSTRIAL RELOCATION, THE FACTORS UNDERLYING INDUSTRIAL GROWTH IN THE SEMI-INDUSTRIALIZED COUNTRIES, THE ROLE PLAYED BY TRANSNATIONAL CORPORATIONS AND THE IMPACT ON BOTH THE ADVANCED CAPITALIST COUNTRIES AND THE SEMI-INDUSTRIALIZED COUNTRIES THEMSELVES. THE PAPER EXAMINES THESE ISSUES IN THE CONTEXT OF A STUDY OF THE INTERNATIONAL MOTOR INDUSTRY.

A n was applied to a representative sample of a British & a Danish Easter 'peace march' in 1965. Many of the questions were identical with ones asked of nat'l samples in Poland, Norway & France on another project. The analysis compares the distributions of responses from the 5 pop's, & concludes that Easter marchers are on the whole both more knowledgeable about foreign affairs, & more absolutist in their attitude to soc change than are the nat'l samples. Most of the marchers are soc'ly disequilibrated; & the knowledge, att, & aggression consequences of this soc position are worked out with reference to the data. The marchers are found to consist of absolutists & gradualists whose soc cosmologies are very diff. It is concluded that cooperation between absolutists across nat'l boundaries will be more fruitful than attempts at cooperation between absolutists & gradualists within their own nations. IPSA.
