A semantic network analysis was conducted to investigate how national political culture shapes news frames for international political coverage. Specifically, the Associated Press framed the Arab Spring as a process of pursuing democracy, a core value of American political culture, whereas Xinhua News Agency framed it as a crisis that challenged authority and the related stability, the central concerns of Chinese political culture. The results of the analysis of coevolution of cultural symbols indicate that competition between the two different cultural frames happened with the purpose of negotiating the meaning of the Arab Spring on the global stage.
The effects of government subsidies to corporate R&D on firms' innovation outputs still remain inconclusive in existing studies. Moreover, little is known how the screening system of the public R&D programs influences the effect of such programs. This study examines the effects of Innofund (one of the largest Chinese government programs supporting corporate R&D activities) on firms' innovation outputs in China. In particular, the project screening mechanism was changed due to policy amendments in 2005. This exogenous policy shock allows us to estimate how the project screening system affects the influence of public R&D subsidies. Based on a panel dataset of Chinese manufacturing firms, we find Innofund-backed firms outperform their non-Innofund-backed counterparts in innovation, measured by the number of patents, new product sales, and the volume of exports after they gained funding. The magnification effects of Innofund are larger after 2005, when the project-screening scheme became more decentralized indicating that decentralized screening functions better in public R&D investment. Finally, the effects of Innofund and the effects of the decentralized screening system that occurred in 2005 vary substantially across markets. The more economically and institutionally developed the market is, the stronger the Innofund effects and the project selection decentralization effects appear. The sweeping change in political economy associated with the spectacular growth of the private sector in China is not much studied in economics literature. This paper fills in this gap. The central subject of this paper is the political economy nature of the Chinese private sector and of the CPC. Empirically, we examine the dynamics of rent creation from the party membership and other political connections when the regime is changed from anti-capitalistic to pro-capitalistic. Endogeneity problems are addressed. We identify the causality of rents and private entrepreneurs' political connections, and explore the implications of these political elites' rents for social welfare in terms of productivity. ; postprint

Although the coal expansion has been slowed down due to the cancellation of and delay in new construction, coal-based power was responsible for over one third of China's energy-related CO2 emissions by 2018. Moreover, with a technical lifetime of over 30 years, current investment in coal-based power could hinder CO2 mitigation until 2050. Therefore, it is important to examine whether the current coal-based power planning aligns with the long-term climate targets. This paper introduces China's Nationally Determined Contribution (NDC) goals and an ambitious carbon budget along with global pathways well-below 2 degrees that are divided into five integrated assessment models, which are two national and three global models. We compare the models' results with bottom-up data on current capacity additions and expansion plans to examine if the NDC targets are in line with 2-degree pathways. The key findings are: 1. NDC goals alone are unlikely to lead to significant reductions in coal-based power generation. On the contrary, more plants may be built before 2030; 2. this would require an average of 187–261 TWh of annual coal-based power capacity reduction between 2030 and 2050 to achieve a 2 °C compatible trajectory, which would lead to the stranding of large-scale coal-based power plants; 3. if the reduction in coal power can be brought forward to 2020, the average annual coal-based power reduction required would be 104–155 TWh from 2020 to 2050 and the emissions could peak earlier; 4. early regulations in coal-based power would require accelerated promotion of alternatives between 2020 and 2030, with nuclear, wind and solar power expected to be the most promising alternatives. By presenting the stranding risk and viability of alternatives, we suggest that both the government and enterprises should remain cautious about making new investment in coal-based power sector.

Although the reorganisation of actin filaments during stomatal closure is documented, the underlying mechanisms responsible for dark-induced cytoskeletal arrangement remain largely unknown. We used genetic, physiological and cell biological approaches to show that reorganisation of the actin cytoskeleton is required for dark-induced stomatal closure. The opal5 mutant does not close in response to darkness but exhibits wild-type (WT) behaviour when exposed to abscisic acid (ABA) or CaCl2 . The mutation was mapped to At5g18410, encoding the PIR/SRA1/KLK subunit of the ArabidopsisSCAR/WAVE complex. Stomata of an independent allele of the PIR gene (Atpir-1) showed reduced sensitivity to darkness and F1 progenies of the cross between opal5 and Atpir-1 displayed distorted leaf trichomes, suggesting that the two mutants are allelic. Darkness induced changes in the extent of actin filament bundling in WT. These were abolished in opal5. Disruption of filamentous actin using latrunculin B or cytochalasin D restored wild-type stomatal sensitivity to darkness in opal5. United Nations Secretary General Ban Ki-moon has invited world leaders to come to the Climate Summit on September 23, 2014 to deliver "bold pledges" to tackle climate change. This paper was prepared at the request of the Republic of Nauru, Chair of the Alliance of Small Island States, as part of their answer to that call.1 We believe the path to the global low-carbon transformation needed to tackle the climate crisis is within reach, but requires decisive political action from leaders around the world, now. This paper is unabashedly prescriptive on the need for action, but recognizes that there are multiple approaches and models from around the world that can be scaled up and adapted to national circumstances. Cost-effective technologies for a low-carbon economy are being implemented throughout the world, but at nowhere the scale and speed necessary. Emissions continue to rise. With every year of delay, human suffering, biodiversity loss, and the costs of mitigation and adaptation increase. We are running out of time.
Stabilizing greenhouse gas (GHG) concentrations at any level will require deep reductions in GHG emissions. Net global CO2 emissions, in particular, must eventually be brought to or below zero. Emissions reductions of this magnitude will require large-scale transformations in human societies, from the way that we produce and consume energy to how we use the land surface. The more ambitious the stabilization goal, the more rapid this transformation must occur. A natural question in this context is what will be the transformation pathway toward stabilization; that is, how do we get from here to there? The topic of this chapter is transformation pathways. The chapter is motivated primarily by three questions. First, what are the near-term and future choices that define transformation pathways including, for example, the goal itself, the emissions pathway to the goal, the technologies used for and sectors contributing to mitigation, the nature of international coordination, and mitigation policies? Second, what are the key decision making outcomes of different transformation pathways, including the magnitude and international distribution of economic costs and the implications for other policy objectives such as those associated with sustainable development? Third, how will actions taken today influence the options that might be available in the future? Two concepts are particularly important for framing any answers to these questions. The first is that there is no single pathway to stabilization of GHG concentrations at any level. Instead, the literature elucidates a wide range of transformation pathways. Choices will govern which pathway is followed. These choices include, among other things, the long-term stabilization goal, the emissions pathway to meet that goal, the degree to which concentrations might temporarily overshoot the goal, the technologies that will be deployed to reduce emissions, the degree to which mitigation is coordinated across countries, the policy approaches used to achieve these goals within and across countries, the treatment of land use, and the manner in which mitigation is meshed with other policy objectives such as sustainable development. The second concept is that transformation pathways can be distinguished from one another in important ways. Weighing the characteristics of different pathways is the way in which deliberative decisions about transformation pathways would be made. Although measures of aggregate economic implications have often been put forward as key deliberative decision making factors, these are far from the only characteristics that matter for making good decisions. Transformation pathways inherently involve a range of tradeoffs that link to other national and policy objectives such as energy and food security, the distribution of economic costs, local air pollution, other environmental factors associated with different technology solutions (e.g., nuclear power, coal-fired carbon dioxide capture and storage (CCS)), and economic competitiveness. Many of these fall under the umbrella of sustainable development. A question that is often raised about particular stabilization goals and transformation pathways to those goals is whether the goals or pathways are "feasible". In many circumstances, there are clear physical constraints that can render particular long-term goals physically impossible. For example, if additinional mitigation beyond that of today is delayed to a large enough degree and carbon dioxide removal (CDR) options are not available (see Section 6.9), a goal of reaching 450 ppm CO2eq by the end of the 21st century can be physically impossible. However, in many cases, statements about feasibility are bound up in subjective assessments of the degree to which other characteristics of particular transformation pathways might influence the ability or desire of human societies to follow them. Important characteristics include economic implications, social acceptance of new technologies that underpin particular transformation pathways, the rapidity at which social and technological systems would need to change to follow particular pathways, political feasibility, and linkages to other national objectives. A primary goal of this chapter is to illuminate these characteristics of transformation pathways.
