AbstractChina's old model of growth was heavily energy intensive, with energy overwhelmingly reliant on coal. This imposed immense pressures on the global and domestic environment. Since 2012, there has been decisive change in the trajectory of coal use and emissions. Renewable energy has been encouraged by a wide range of policies. Increased scale and innovation have radically reduced renewables costs and China has become the main generator of renewable energy and source of wind turbines and solar panels for the world. The whole of the increase in China's electricity since 2012 is from low emissions sources, making attainment of global climate goals possible.

This book analyzes China's climate and environmental change facts, impacts and vulnerabilities, and mitigation strategies. On basis of synthesis assessment, through comprehensive integration, it focuses on four aspects: climate change and ecological environment evolution, future climate change and risk prediction, technical measures and action results for adaptation and mitigation, and development path with climate resilience. In terms of change facts, it focuses on extreme climate events, large-scale factors affecting China's climate change, and the impact of climate change on China's social and economic system. In terms of future risks, it focuses on key variables such as temperature, precipitation and other key variables and the prediction of future changes in extreme climate events. Potential risks in resources, agriculture, cryosphere, ecology, human settlements, health and major projects are also discussed. In terms of adaptation and mitigation, this book systematically sorts out and summarizes the effects, policy choices and synergies of climate change adaptation and mitigation from two perspectives, global and Chinese. Finally, from the perspectives of carbon emission path, sustainable development, and building a community with a shared future for mankind, it explains the essentials of choosing a development path with climate resilience

Introduction. Observed Climate Change and Ecological Environment Evolution and Their Causes -- Projections of Future Climate Change and Risks -- Adaptation and Mitigation: Measures, Actions and Effects -- The Development Pathways with Climate Resilience.

Projected change in climate in the coming decades adds a layer of complexity in the search for sustainability. Warming temperatures, rising sea levels, changing precipitation patterns and their impacts on natural and human systems could threaten the attainment of development goals. Many countries in Asia and the Pacific are among the most vulnerable to the impacts of climate change and there is growing recognition that climate change adaptation must be tackled as an integral part of the development process, for example in mainstreaming climate change adaptation into national plans and programmes. The aim of Chap. 6 is to explore linkages between sustainable development and efforts to address climate change in Asia and the Pacific, particularly focussing in two areas of low carbon development (LCD) pathways for the region, and the importance of natural ecosystems in sustaining the delivery of ecosystem services that are essential for climate change adaptation and mitigation. The challenges posed by climate change will be felt in the coming decades in Asia and the Pacific. In parallel, nations in the region will continue to aspire for sustainable development. Policy makers and development workers must find ways to ensure that both these concerns are addressed synergistically while avoiding negative outcomes. One way to mitigate climate change while pursuing sustainable development is through LCD, which will require negotiations across many stakeholders of governments, non-government agencies, industry and broader communities. In Asia and the Pacific natural ecosystems will continue to play a critical role in addressing climate change adaptation and mitigation. Nations in the region will have to find innovative ways to manage and rehabilitate natural ecosystems for a multiplicity of functions and services. This will involve greater collaboration and communication between scientists and policy makers as well as between natural and social scientists. In many developing countries, there is still very limited empirical information and research needs to be ramped up. North-South and South-South partnerships could help fill the gap.

One key aspect of the Paris Agreement is the goal to limit the global average temperature increase to well below 2 °C by the end of the century. To achieve the Paris Agreement goals, countries need to submit, and periodically update, their Nationally Determined Contributions (NDCs). Recent studies show that NDCs and currently implemented national policies are not sufficient to cover the ambition level of the temperature limit agreed upon in the Paris Agreement, meaning that we need to collectively increase climate action to stabilize global warming at levels considered safe. This paper explores the generalization of previously adopted good practice policies (GPPs) to bridge the emissions gap between current policies, NDCs ambitions and a well below 2 °C world, facilitating the creation of a bridge trajectory in key major-emitting countries. These GPPs are implemented in eleven well-established national Integrated Assessment Models (IAMs) for Australia, Brazil, Canada, China, European Union (EU), India, Indonesia, Japan, Russia, South Korea, and the United States, that provide least-cost, low-carbon scenarios up to 2050. Results show that GPPs can play an important role in each region, with energy supply policies appearing as one of the biggest contributors to the reduction of carbon emissions. However, GPPs by themselves are not enough to close the emission gap, and as such more will be needed in these economies to collectively increase climate action to stabilize global warming at levels considered safe.

Governments worldwide have agreed that international climate policy should aim to limit the increase of global mean temperature to less than 2oC with respect to pre-industrial levels. The purpose of this paper is to analyse the emission reductions and related energy system changes in various countries in pathways consistent with the 2oC target. We synthesize and provide an overview of the national and regional information contained in different scenarios from various global models published over the last few years, as well as yet unpublished scenarios submitted by modelling teams participating in the MILES project (Modelling and Informing Low-Emission Strategies). We find that emissions in the mitigation scenarios are significantly reduced in all regions compared to the baseline without climate policies. The regional cumulative CO2 emissions show on average a 76% reduction between the baseline and 450 scenario. The 450 scenarios show a reduction of primary energy demand in all countries of roughly 30-40% compared to the baseline. In the baseline scenario, the contribution of low-carbon energy technology remains around 15%, i.e. similar as today. In the mitigation scenario, these numbers are scaled up rapidly towards 2050. Looking at air quality, sulphur dioxide and black carbon emissions are strongly reduced as a co-benefit of greenhouse gas emission reductions, in both developing and developed countries. However, black carbon emissions increase in countries that strongly rely on bioenergy to reach mitigation targets. Concerning energy security, energy importing countries generally experience a decrease in net-energy imports in mitigation scenarios compared to the baseline development, while energy exporters experience a loss of energy export revenues.
