Desde los años sesenta, la evolución interna española comenzó a despertar en el régimen salazarista serias inquietudes por tres razones básicas: por la evolución política que parecía dibujarse, por la aparición de los conflictos nacionalistas periféricos y por la línea de mayor apertura adoptada, especialmente en la política de información, al temerse que pudiera generar en Portugal demandas semejantes. Esta nueva realidad fue considerada por los sectores duros del salazarismo como una desviación de la esencia del régimen español, provocando claros signos de prevención e incluso de rechazo. En este estudio se hace una aproximación a esa evolución política desde la mirada de los representantes diplomáticos portugueses, utilizando para ello una documentación original que pone de manifiesto cómo éstos vieron y percibieron una dictadura que era, al mismo tiempo, sentida como próxima en unos aspectos, pero lejana en muchos otros.

Si hasta 1919 esa percepción se basó en indudables tentaciones anexionistas españolas, a partir de esa fecha la política portuguesa de España se caracterizó por el respeto y la no injerencia en los asuntos internos lusos. Primo de Rivera afianzó esta evolución con una política basada en ese ideal aliancista que el pensamiento conservador y reaccionario español y portugués estaba definiendo como base de un proyecto político e ideológico de regeneración interna e internacional, de clara tendencia autoritaria. The idea of a Customs Union has always been part of the symbolic and imaginary universe of Iberianism, as a project for a politically unified Iberian Peninsula. Even if in the nineteenth century, this Iberianism became a dynamic of convergence, however, it did not lead to any concrete results; in the case of Portugal, the project was never more than an elitist and unpopular proposition, linked to the modernization failures and the frequent crises of national identity. The dictatorships of Franco and Salazar were a structural break in the relationship between the two countries that allowed the resurgence of the ideas of an Iberian common market. The replacement of the concept of Iberianism for that ofpeninsular alliance opened a new possibility in the frame of the Salazar´s increasing nationalism. But, in any case, the lack of maturity of the Spanish and Portuguese backward economies and other conjuctural factors broke down that possibility as well. ; La idea de una unión aduanera siempre ha formado parte del universo simbólico e imaginario del iberismo como proyecto articulador de una Península Ibérica políticamente unitaria. En el siglo xix este iberismo asumió una dinámica de convergencia que, sin embargo, no llevó a ningún resultado concreto pues, sobre todo en Portugal, nunca pasó de ser un proyecto elitista e impopular asociado a los deseos incumplidos de modernización y a las frecuentes crisis de conciencia nacional que sufrió el país. Las dictaduras de Franco y Salazar introdujeron un corte estructural en las relaciones entre los dos países que permitió la reaparición de las ideas sobre el mercado común ibérico. La sustitución del iberismo por el concepto de alianza peninsular propició una novedosa apertura a esta idea, especialmente significativa dada la hipertrofia nacionalista del salazarismo. Pero la falta de madurez de dos economías muy atrasadas y demasiado concurrentes entre sí impidió avanzar por ese camino.

La benévola percepción exterior del salazarismo, mantenida hasta los años sesenta, constituyó un factor esencial de legitimación interna del régimen autoritario. Esta imagen positiva derivó básicamente de la personalidad del dictador y de su inevitable comparación con la dictadura española. A partir de los años sesenta, el salazarismo asistió a un lento pero irremediable declive de su imagen exterior, debido sobre todo a su inflexible política colonialista. Sin embargo, la percepción externa de Portugal no varió sustancialmente, repitiéndose los tópicos de país pobre y atrasado, incapaz de articular una democracia estable y viable. De ahí que en términos generales la solución autoritaria fuera internacionalmente bien tolerada, a pesar, incluso, de que en determinados momentos se pensara en la conveniencia de una solución colonial muy diferente a la opción militar mantenida por Lisboa. The outside benevolent perception of Salazarisme, maintained until the sixties, was a key factor in internal legitimacy of the authoritarian regime. This positive image derived basically from dictator's personality and its unavoidable comparison with the Spanish dictatorship. Since the sixties, the Salazarism was suffering a slow but inexorable decline of its image abroad, mainly due to its rigid colonialist policy. However, the external perception of Portugal did not vary substantially, repeating the topics of poor and backward country, unable to articulate a stable and viable democracy. Hence, the Portuguese authoritarian solution was well tolerated internationally, despite even that in certain moments pondering the advisability of a solution very different colonial military option held by Lisbon.

Las diferentes vías de los procesos de transición a la democracia en Portugal y España hunden sus raíces en la diversa suerte que corrieron los proyectos de liberalización del autoritarismo en cada país. El marcelismo constituyó una serie de oportunidades perdidas porque en realidad siempre fue difícilmente compatible con el poder personal que Salazar en todo momento reclamó. Fracasó en los años cuarenta y primeros cincuenta porque se presentó como alternativa y porque apareció demasiado pronto, cuando el régimen seguía inmerso en una fuerte tensión política. Fracasó a inicios de los sesenta porque no pudo resistir la presión derivada de las necesidades de Salazar de acudir a una permanente tensión política e ideológica - es decir, nacionalista- para cohesionar de nuevo la dictadura en torno él. El desarrollismo español triunfó porque se presentó como solución adecuada para satisfacer las necesidades de estabilidad y equilibrio del franquismo y del propio Franco, en un momento de evolución de la dictadura hacia un marco más burocrático y progresivamente menos ideologizado y politizado.The different ways from the transition processes from the democracy in Portugal and Spain sink their roots in the diverse luck that ran the projects of liberalization of the authoritarianism in each country. The «marcelismo» constituted a series of lost opportunities because in fact was hardly compatible with the personal power that Salazar always claimed. It failed in the Forties and first fifies, because it appeared as an alternative and because it turned out too much soon; when the regime was still immersed in a strong political tension. It failed at beginnings of the sixties because it could not resist the pressure derived from Salazar's needs of coming to a permanent political and ideological tension -that's to say, nationalist- to draw together the dictatorship around him. The Spanish development policy prevailed because it appeared as suitable solution adapted to satisfy the needs of stability and balance of the Franco's regime and of the own Franco, in a while of evolution of the dictatorship towards an ideologized and politicized more bureaucratic frame and progressively fewer ideologism and despoliticided one.

RESUMEN: El sistema internacional jugó para la Portugal de Salazar un papel esencial al actuar como fuente privilegiada de la que extraer los recursos materiales (económicos, tecnológicos o financieros) e inmateriales (factores de legitimación) que garantizaron el programa de reforma política de la dictadura y que permitieron al país desempeñar un papel internacional desproporcionadamente relevante si consideramos su condición de pequeña potencia periférica europea. La novedad del salazarismo respecto a períodos anteriores consistió en la adecuación de esas necesidades de apertura al exterior con una fuerte percepción de los intereses nacionales, dentro de una estrategia pragmática que le permitió acomodarse a la acelerada evolución del sistema internacional y, sobre todo, al cambio que se produjo en el sistema internacional de acuerdo a la dinámica de la Guerra Fría y sus distintas fases. ABSTRACT: The international system played for the Portugal of Salazar an essential role when acting like privileged source of which to extract the material resources (economic, technological or financial) and immaterial (legitimation factors) that guaranteed the program of political reform of the dictatorship and that allowed the country to play very out of proportion excellent a role international if we considered its condition of small European peripheral power. The newness of the salazarism with respect to previous periods consisted of the adjustment of those necessities of opening to the outside with a strong perception of the national interests, within a pragmatic strategy that allowed to comply him to the accelerated evolution of the international system and, mainly, to the change that took place in the international system according to the dynamics of the cold war and its different phases.
