Processes of de-qualification, de-professionalisation and precarisation in the social work area have further increased in the course of the 'agenda' policy. The neo-liberal guiding principles of more self-responsibility, of privatisation, competition, low taxes and a lean state led to drastic reductions in funds in the social area as well as to the decline and devaluation of professional social services. The essay criticises the implications from a trade union perspective. More pressure and the compression of work for those employed in the social area mean that the quality of social work comes under pressure and necessary things remain undone. The author also looks at how professional and honorary actors, volunteers and civilian servants in lieu of military service and those precariously employed in the low wage sector or labour market measures unsuccessfully work side by side. Against this background, volunteer engagement has become instrumentalised. The author notes disconcerting tendencies of a two-class-education in social work; the social work carried out by recognised independent associations on the one hand and basic care for the poor as carried out by charity institutions and volunteers with soup kitchens and organisations for the free distribution of food and clothing for people in need on the other hand. He proposes a re-politicisation of such engagement which points out current deficits and calls for change. The author argues for making a distinction between volunteer engagement and good, existence-securing work -- as a basis for more and better social services. Adapted from the source document
