The potential social consequences that may arise as a result of the development and widespread use of ICT are of increasing interest to the general public, policymakers and researchers. Prominent examples include transformations of our concept of privacy when using social networking and other websites, ownership and control of personal data, and the ways crowd-sourced information transform how events are coordinated and how they unfold in real-time. Although there is broad acceptance that questions of professional responsibility are relevant to ICT it is often unclear how this could be achieved or how responsibilities should be defined and managed when considering the potential social consequences of ICT. 'Responsible Research and Innovation' (RRI) has emerged in Europe proposing approaches for researchers to identify and consider the potential social consequences and impact of their research outputs within the entire research and innovation lifecycle. First, it asks researchers to take on a practice of critical reflection considering the potential societal impacts of their research outputs, and second to include the general public in a dialogue around the development of research goals and strategy. We discuss findings from interviews conducted with a broad range of stakeholders regarding challenges to identifying, debating and resolving social and ethical concerns associated with ICT research and practice. We also consider how we might extend existing or develop new approaches that facilitate both critical reflection and wider participation within the entire research and innovation lifecycle.

At a time when increasingly potent technologies are being developed that have the potential to transform society, investigators in all fields, including ICT, are under growing pressure to consider and reflect on the motivations, purposes and possible consequences associated with their research. This pressure comes from the general public, civil society and government institutions. In parallel with these demands, there is a growing recognition that current ethics review procedures within ICT may not address broader concerns such as the potential societal consequences of innovation.

Social media exhibits the core characteristics of emergent technologies. It is disruptive of established ways of organising social relations, is evolving at an exponential pace and its effects, including the production of new 'goods' and 'bads', are highly uncertain. Interest in understanding these effects has intensified in the context of fears over so-called 'digital wildfire', a policy construct referring to rapid propagation of harmful communications, particularly those involving children and other vulnerable social groups but also those threatening the integrity of the political process in liberal democracies. Even so, proponents of social media are anxious to protect its potential for enhancing freedom of speech and revitalising civil society through the redistribution of editorial powers to shape public debate and facilitate the democratic scrutiny and oversight of elites. This article reports findings of the 'Digital Wildfire policy Delphi', which asked key informants to consider the political and technical feasibility of regulating harmful social media communications and to forecast likely scenarios for their prospective governance. Key forecasts are that forms of enforcement are limited, stimulating 'self-regulation' will become increasingly important but, more controversially, the likelihood is that harm to vulnerable groups will be 'accommodated' in liberal democracies as a price to be paid for the perceived political and economic benefits of unmoderated social media. The article concludes with conjectures about future directions in the policing of social media and their implications for shaping the emerging research agenda.

This study aims to capture the online experiences of young people when interacting with algorithm mediated systems and their impact on their well-being. We draw on qualitative (focus groups) and quantitative (survey) data from a total of 260 young people to bring their opinions to the forefront while eliciting discussions. The results of the study revealed the young people's positive as well as negative experiences of using online platforms. Benefits such as convenience, entertainment and personalised search results were identified. However, the data also reveals participants' concerns for their privacy, safety and trust when online, which can have a significant impact on their well-being. We conclude by recommending that online platforms acknowledge and enact on their responsibility to protect the privacy of their young users, recognising the significant developmental milestones that this group experience during these early years, and the impact that algorithmmediated systems may have on them. We argue that governments need to incorporate policies that require technologists and others to embed the safeguarding of users' well-being within the core of the design of Internet products and services to improve the user experiences and psychological well-being of all, but especially those of children and young people.

Highly automated systems are becoming omnipresent. They range in function from self-driving vehicles to advanced medical diagnostics and afford many benefits. However, there are assurance challenges that have become increasingly visible in high-profile crashes and incidents. Governance of such systems is critical to garner widespread public trust. Governance principles have been previously proposed offering aspirational guidance to automated system developers; however, their implementation is often impractical given the excessive costs and processes required to enact and then enforce the principles. This Perspective, authored by an international and multidisciplinary team across government organizations, industry and academia, proposes a mechanism to drive widespread assurance of highly automated systems: independent audit. As proposed, independent audit of AI systems would embody three 'AAA' governance principles of prospective risk Assessments, operation Audit trails and system Adherence to jurisdictional requirements. Independent audit of AI systems serves as a pragmatic approach to an otherwise burdensome and unenforceable assurance challenge.
