Both proponents and detractors of central bank independence (CBI) view granting central bank independence as a domestic decision made for domestic economic reasons after domestic political consideration. However, postcommunist independent central banks began their lives burdened with a dual democratic deficit. Not only were they predominantly developed by and for international actors, but this rapid process occurred without building significant domestic support for these institutions. This paper explores the problematic implications of this democratic deficit and discusses how central banks might be better incorporated into democratic polities without compromising their countries' economic health.

Die zahlreichen Parallelen zwischen Rußland und China legen die Frage nahe, welche Bedeutung die Wirtschaftsreformen in China als Modell für Rußland haben. Rußlands Schwanken zwischen einem chinesischen und einem westlichen Modell spiegelt theoretische Auseinandersetzungen zwischen Befürwortern einer Schock-Therapie und Befürwortern einer graduellen Transformation sowie über das Verhältnis von wirtschaftlichen und politischen Reformen wider. Die Verfasserin zeigt, daß das chinesische Modell keinen gangbaren "dritten Weg" für die Wirtschaftsreform in Rußland weist, wenn auch der Transformationsprozeß in Rußland langsamer verlaufen muß als Befürworter der Schock-Therapie vorschlagen. Ausschlaggebend hierfür sind die besondere politische Situation Rußlands, wirtschaftliche Zwänge sowie die Auswirkungen, die sich aus einem kombinierten Aufbau von Demokratie und Marktwirtschaft ergeben.
