Since its passage in January 2009, the American Recovery and Reinvestment Act has been either heralded as a critical jump start to the ailing national economy or decried as a band-aid. Federal agencies were prompted to expeditiously release funding to state and local governments; however, with the new reporting requirements, questions are beginning to surface as to how effective these funds have been in creating jobs and stimulating economic recovery. The findings of this study based on a survey of officials from 10 local governments suggest that although most cities appreciate the influx of federal funding, they have had little flexibility in directing the funds toward their most pressing fiscal needs.
