Viele Studien zeigen, dass die Beteiligung an politischen Protesten in mittel- und osteuropäischen Ländern geringer ausfällt als in Westeuropa. Das Ausmaß und die Ursachen dieser Ost-West-Partizipationslücke werden jedoch immer noch debattiert. Diese Dissertation untersucht die Ursachen dieses europäischen Protestgefälles. Inspiriert von den Theorien politischer Sozialisation wird untersucht, inwiefern ein frühes Erleben von (1) Repression und (2) Mobilisierung während der Transition zur Demokratie das Protestverhalten verschiedener Generationen in Mittel- und Osteuropa geprägt hat. Hierfür werden mehrebenen Alters-Perioden-Kohorten-Modelle mit wiederholten länderübergreifenden Umfragedaten genutzt. Studie 1 zeigt, dass ein frühes Erleben von Repression einen nachhaltigen Effekt auf die Teilnahme an Demonstrationen hat, nicht aber auf Petitionen und Boykotte. Darüber hinaus beeinflusst die Art der erlebten Repression die Richtung des Effekts: Personen, deren Bürgerrechte während ihrer Jugend eingeschränkt wurden, scheinen in ihrem späteren Leben häufiger an Demonstrationen teilzunehmen. Das Gegenteil ist der Fall für Personen, die Verletzungen persönlicher Integrität erlebt haben. Studie 2 zeigt, dass das Erleben der Mobilisierung während der Transition zur Demokratie diese Ost-West-Protestlücke nicht moderiert. Studie 3, eine Analyse des Protestverhaltens von Ostdeutschen, bestätigt, dass die Erfahrung der bottom-up Transition die mit gewaltsamer Repression verbundene Demobilisierung nicht kompensiert. Durch diese neu gewonnen Erkenntnisse zum Verhältnis von Regimewechsel und Zivilgesellschaft, verbindet und bereichert diese Dissertation die Forschungsfelder zu politischem Verhalten, sozialen Bewegungen und Demokratisierung. ; Many studies have shown that protest participation is lower in Central and Eastern Europe than in Western Europe. Yet, the extent of and causes underlying the East-West participation gap are still debated in the literature. This thesis sheds new light on the sources of the European protest divide. Inspired by political socialization theories, it examines how early exposure to (1) repression and (2) mobilization during the transition to democracy has shaped the protest behavior of different generations in postcommunist democracies. This projects applies multilevel age-period-cohort models on data from repeated cross-national surveys to measure the effects of these types of exposure. Study 1 reveals that early exposure to repression has a lasting effect on demonstration attendance but not on participation in petitions and boycotts. Furthermore, the direction of this effect depends on the type of repression experienced by citizens: early exposure to civil liberties restrictions increases citizens' participation in demonstrations while exposure to personal integrity violations depresses their participation. Study 2 demonstrates that exposure to mobilization during the transition to democracy does not moderate the East-West protest gap. Study 3, an analysis of East Germans' protest behavior, confirms that the experience of a bottom-up transition does not compensate for the demobilization associated with violent repression. By generating new insights into the relation between regime change and civil society, this project bridges and contributes to the fields of political behavior, social movements, and democratization.

The results demonstrate that participation in demonstrations, petitions, and boycotts is lower for East Germans socialized under communism in comparison with West Germans from the same cohorts. This participation deficit remains stable over time and even increases for certain protest activities.

Die Region der ehemaligen DDR zeichnet sich durch zwei politische Vermächtnisse aus: Einerseits ein politisches Erbe aus Zeiten des sozialistischen Regimes, anderseits - der friedlichen Revolution von 1989 folgend - ein Erbe politischen Umbruchs und Neuanfangs. Mittels Alter-Perioden-Kohortenmodelle basierend auf Daten des European Social Surveys (ESS) kann die Entwicklung des Protestverhaltens verschiedener Generationen und in verschiedenen Zeiträumen im Vergleich von Ost- und Westdeutschen untersucht werden. Die Ergebnisse zeigen, dass die Teilnahme an Demonstrationen, Petitionen und Boykotts für Ostdeutsche, die in der ehemaligen DDR sozialisiert wurden, niedriger ist als für Westdeutsche derselben Kohorte. Das Teilhabedefizit bleibt über die Zeit bestehen und steigt für einige Protestformen sogar leicht an.

This article analyzes how the post-Cold War era has led to a transformation of the United Nations (UN) human rights ideology. The first part examines the United Nations discourse, and explains how it has been influenced by the objective of making human rights more universal and indivisible. The second section focuses on a set of global policies that illustrate how the UN has sought to put in practice the principle of "all human rights for all." Although the impact of UN ideology remains limited, this study demonstrates that the world body has shown growing determination in introducing human rights considerations into global politics.

Abstract
Affective polarization has been primarily studied as a phenomenon between partisans. Recently, Hobolt, Leeper, & Tilley (2021) showed in the context of Brexit that affective polarization can also materialize around opinion-based groups, that is, political identities that form around extraordinary issues and cut through partisan lines. We generalize their findings by documenting the emergence of affective polarization around a new political conflict in a national context of low partisan discord. Specifically, we study divisions around the government response to the COVID-19 pandemic in Germany, a multiparty system where all established parties supported certain freedom restrictions to contain the pandemic. Drawing on numerous indicators and a survey experiment from a representative online panel study, we explored the (a) prevalence, (b) consequences, and (c) context of affective polarization between supporters and opponents of COVID-19 containment policies. We found that the majority of supporters and a minority of opponents showed indications of affective polarization. Affectively polarized citizens showed various group biases that make productive political and social interactions less likely. Affective polarization was stable over time and different from partisan and sociostructural conflicts. We raise questions for future research and discuss what it means for democracy when deep political rifts are not captured by main parties in a party system.

Aktuell ist die Debatte um die Corona-Impfpflicht in vollem Gange. Die Entscheidung im Deutschen Bundestag steht unmittelbar bevor. Hinter welchem Gesetzesvorschlag sich dort eine Mehrheit versammeln wird, ist offen. Die Abstimmung wurde zur Gewissensentscheidung der Abgeordneten erklärt und wird daher nicht entlang von Partei- und Fraktionslinien fallen. Doch wie stehen die Bürger*innen eigentlich zur einer allgemeinen Corona-Impfpflicht? Um diese Frage zu beantworten, nutzen wir in diesem Policy Brief repräsentativ erhobene Daten aus dem Projekt "RAPID-COVID". Die Daten stammen zwar aus dem bereits vergangenen Jahr 2021; dafür wurde allerdings ein identischer Personenkreis zu drei verschiedenen Zeitpunkten befragt, sodass wir ein präzises Bild der zeitlichen Entwicklung der öffentlichen Meinung zur allgemeinen Impfpflicht in Deutschland nachzeichnen können. Im Kern lassen sich vier Erkenntnisse festhalten: Erstens hat die Zustimmung zu einer allgemeinen Corona-Impfpflicht im Verlauf des Jahres 2021 zugenommen. Zweitens gibt es trotzdem bis zum Jahresende in der Bevölkerung keine Einigkeit zur Frage, ob eine allgemeine Impfpflicht eingeführt werden sollte oder nicht. Drittens besteht diese Uneinigkeit auch innerhalb der Anhänger*innenschaft von Parteien, nicht nur zwischen diesen. Einzige Ausnahme ist das AfD-Lager, das die Impfpflicht recht einhellig ablehnt. Viertens erweist es sich als grundsätzlich schwierig zu erklären, wer für oder gegen die Einführung einer Impfpflicht ist. Am besten kann noch die eigene Betroffenheit die Einstellung zu einer generellen Impfpflicht erklären: Personen, die entweder selbst zu einer Hochrisikogruppe zählen oder eine solche Person in ihrem Umfeld haben, stimmen der Einführung einer Impfpflicht eher zu als andere. Ungeimpfte lehnen sie eindeutig ab. Unter den Geimpften zeigt sich dagegen erneut ein eher diffuses Bild, was letztlich zu einer strukturellen Asymmetrie in der Impfpflicht-Debatte führt.

This report provides for the first time a detailed quantitative description based on survey data of those doctoral researchers who work and perform their research at one of the 91 Leibniz Institutes and Research Museums. In November 2017, the Leibniz PhD Network sent out invitations via PhD representatives and works councils to the doctoral researchers within the Leibniz Institutes and Leibniz Research Museums to participate in the survey's online questionnaire. The present report and the underlying survey are the products of a collaborative process within the Survey Working Group of the Leibniz PhD Network.
