Governance can either support or hinder the sustainability of socio-ecological systems. Like socio-ecological systems, governance is also a complex adaptive system, featuring path dependency, surprises, thresholds, and cascades. Frameworks characterize the dynamics of socio-ecological systems and include governance or some of its components. However, governance is often portrayed in a simplistic and static manner that does not reflect the complexity of governance. This paper presents a new framework that considers the governance system as a "political reactor" between politics and policies in open-ended cycles of action and reaction. The political reactor consists in iterations of politics, action, policy, and reaction, whose metabolism depends on the configuration, influence, interaction, and impact of actors, ideas, instruments, and ecosystems across space, time, and sectors. The Political Reactor Framework (PRF) adopts a systems approach, opening new avenues for research, including new typologies, for instance, of "fluid" and "jammed" governance systems, of political processes and implementation policies as subsystems, and of collective action and reaction as feedback loops. This framework allows better understanding the inertia and path dependency of governance systems and subsystems. Their partial self-referentiality, especially at the level of the political process and implementation policies, complicates the assessment of effectiveness. The framework also allows identifying drivers of systemic transformation, including ideas and environmental change. Lastly, this framework suggests that the analysis of the components of the governance systems is an interdisciplinary exercise that requires sustainability science to understand the governance of socio-ecological systems as a whole. This Christmas we commemorate the thirtieth anniversary of the Beagle Channel crisis. This contributíon reconstructs this piece of history, from its beginning in 1977 to the menace of war, the Vatican mediation and finally the ratification of the Treaty of Peace and Friendship by Argentina in 1984. Dismissing simplistic analogies with the Falklands war, the reduction of the crisis to a populist manoeuvre of the Argentine Military Junta is refuted and the hypothesis of a bluff called by Chile with the support of the Vatican is proposed. The treaty is approached intertwining the mediation's dynamics with the broader context of the Argentine transition and the economic conjuncture. This reconstruction is based on puhlished material as well as on hitherto unpublished interviews. ; En esta Navidad, se cumplen treinta años de la crisis del Canal de Beagle. La presente contribución reconstruye esta historia, desde sus comienzos en 1977 a la amenaza de guerra, la mediación vaticana y fundamentalmente la ratificación por Argentina del Tratado de Paz y Amistad, en 1984. Rechazando fáciles analogías con la guerra de las Malvinas, se refuta la reducción de la crisis a una maniobra populista de la Junta Militar argentina, proponiendo la hipótesis de un bluff llamado por Chile con el concurso del Vaticano. Llegamos al tratado enlazando las dinámicas propias de la mediación con el contexto más amplio de la transición argentina y de la coyuntura económica. Esta reconstrucción se funda tanto en material publicado como en entrevistas inéditas.

International audience ; Climate Action Planning is one of the top priorities of cities in order to reduce greenhouse gas emissions and strengthening climate-resilience, as pointed out by the New Urban Agenda and the Paris Agreement. This study aims at assessing the development of climate change mitigation and adaptation planning in Italian cities. To this end, we analysed the availability of Local Climate Plans (LCPs) in 76 cities, which are included in the Eurostat Urban Audit (UA-2015) database. In a further step, we analysed the content of the urban climate change mitigation and adaptation plans available in a smaller sample of 32 Italian cities of 2007 Eurostat Urban Audit database (UA-3), looking at the single actions undertaken for addressing mitigation and adaptation to climate change. Results show the almost total absence of comprehensive and stand-alone urban climate change adaptation plans in Italy (except for two cities, Ancona and Bologna), whereas we found that in 61 out of 76 cities municipal civil protection plans are the instruments that deal with local emergencies associated to extreme weather events. On the other hand, 56 out of 76 urban climate change mitigation plans (i.e. Sustainable Energy Action Plans) are being developed in the framework of the Covenant of Mayors, which is a transnational network of local governments created by the European Union (EU) in 2012. The results obtained on the mitigation side point out that, in absence of a national law that imposes Italian cities to develop LCPs, transnational networks are an effective boost to voluntary commitment to reach EU climate and energy objectives.

A typology and analysis framework was developed that classifies local climate plans in terms of their spatial (alignment with local, national and international policy) and sectoral integration (alignment into existing local policy documents). We document local climate plans that we call type A1: non-compulsory by national law and not developed as part of international climate networks; A2: compulsory by national law and not developed as part of international networks; A3: plans developed as part of international networks. This most comprehensive analysis to date reveals that there is large diversity in the availability of local climate plans with most being available in Central and Northern European cities. Approximately 66% of EU cities have an A1, A2, or A3 mitigation plan, 26% an adaptation plan, 17% joint adaptation and mitigation plans, and about 30% lack any form of local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but mitigation does not always precede adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 70% of the cities above 1 million inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1 or A2). Countries with national climate legislation (A2), such as Denmark, France, Slovakia and the United Kingdom, are found to have nearly twice as many urban mitigation plans, and five times more likely to produce urban adaptation plans, than countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in countries where local climate plans are compulsory, especially in France and the UK. Finally, local climate plans of international climate networks (A3) are mostly found in the many countries where autonomous, i.e. A1 plans are less common. The findings reported here are of international importance as they will inform and support decision-making and thinking of stakeholders with similar experiences or developments at all levels and sectors in other regions around the world.
