Despite increased effort from non-governmental organisations, academics and governments over recent decades, several threats continue to cause species declines and even extinctions. Resource use by a growing human population is a significant driver of biodiversity loss, so conservation scientists need to be interested in the factors that motivate human behaviour. Economic models have been applied to human decision making for many years; however, humans are not financially rational beings and other characteristics of the decision maker (including attitude) and the pressure that people perceive to behave in a certain way (subjective norms) may influence decision making; these are characteristics considered by social psychologists interested in human decision making. We review social-psychology theories of behaviour and how they have been used in the context of conservation and natural-resource management. Many studies focus on general attitudes towards conservation rather than attitudes towards specific behaviours of relevance to conservation and thus have limited value in designing interventions to change specific behaviours (e.g. reduce hunting of a threatened species). By more specifically defining the behaviour of interest, and investigating attitude in the context of other social-psychological predictors of behaviour (e.g. subjective norms, the presence of facilitating factors and moral obligation), behaviours that have an impact on conservation goals will be better understood, allowing for the improved design of interventions to influence them.

While this has many benefits, forest use restriction may bring costs to farmers at the forest frontier. We explored this through a series of surveys in five sites around the Corridor Ankeniheny Zahamena new protected area and adjacent national parks. In phase one a stratified random sample of 603 households completed a household survey covering demographic and socio-economic characteristics, and a choice experiment to estimate the opportunity costs of conservation. A stratified sub-sample (n = 171) then completed a detailed agricultural survey (including recording inputs and outputs from 721 plots) and wild-harvested product survey. The data have been archived with ReShare (UK Data Service). Together these allow a deeper understanding of the household economy on the forest frontier in eastern Madagascar and their swidden agricultural system, the benefits households derive from the forests through wild-harvested products, and the costs of conservation restrictions to forest edge communities.

Major developments, such as mines, will often have unavoidable environmental impacts. In such cases, investors, governments, or even a company's own standards increasingly require implementation of biodiversity offsets (investment in conservation with a measurable outcome) with the aim of achieving 'no net loss' or even a 'net gain' of biodiversity. Where conservation is achieved by changing the behaviour of people directly using natural resources, the offset might be expected to have social impacts but such impacts have received very little attention. Using the case study of Ambatovy, a major nickel mine in the eastern rainforests of Madagascar and a company at the vanguard of developing biodiversity offsets, we explore local perceptions of the magnitude and distribution of impacts of the biodiversity offset project on local wellbeing. We used both qualitative (key informant interviews and focus group discussions) and quantitative (household survey) methods. We found that the biodiversity offsets, which comprise both conservation restrictions and development activities, influenced wellbeing in a mixture of positive and negative ways. However, overall, respondents felt that they had suffered a net cost from the biodiversity offset. It is a matter of concern that benefits from development activities do not compensate for the costs of the conservation restrictions, that those who bear the costs are not the same people as those who benefit, and that there is a mismatch in timing between the immediate restrictions and the associated development activities which take some time to deliver benefits. These issues matter both from the perspective of environmental justice, and for the long-term sustainability of the biodiversity benefits the offset is supposed to deliver.

In many countries wildlife species are threatened by hunting for meat or collection for the pet trade. Wildlife laws which control where these activities can occur, limit the timing of exploitation, or provide strict protection for some species are therefore an important component of the conservation strategy. However it is important that these wildlife laws reflect the ecology and threat status of the species concerned, and that they are aligned with any relevant international conventions. In this article we discuss the legal framework for exploiting and protecting tetrapod species in Madagascar. We review the 2006 update to wildlife legislation with respect to international treaties, other national legislation and the IUCN Red List of Threatened Species. We also present a summary of the different categories of hunting (sport, commercial, scientific, and subsistence) and the control of hunting in protected areas. Madagascar has a sound legal framework for the use and protection of wildlife and the classification of species into protected, pest and legally hunted is clear and mostly fits well with the species' classification according to the IUCN Red List and CITES. A revision of the protected species list managed is needed however to (i) include marine mammals that are protected by fisheries law and the Convention on Migratory Species and to (ii) better reflect the rights of people whose livelihoods rely heavily on the income or protein derived from hunting animals. Renewed effort to communicate and enforce wildlife legislation is needed, especially regarding the illegal hunting and export of protected species. This would also support the ongoing initiative to expand the protected area system and could be integrated into a revised National Biodiversity Strategy and Action Plan that Madagascar should produce for 2011-2020 as part of its commitment to implementing the Convention on Biological Diversity. RÉSUMÉLes lois et règlements déterminant les niveaux de protection des espèces de la faune et de la flore sauvages sont des indicateurs importants de l'importance qu'accorde un pays à la conservation de sa biodiversité. Dans cette revue, nous évaluons la cohérence entre les lois et règlements portant sur la gestion de la faune sauvage à Madagascar, en considérant la législation nationale, les conventions internationales ratifiées et la Liste Rouge de l'UICN pour les confronter aux réalités locales. Suite à nos analyses, nous pouvons conclure que Madagascar dispose d'un cadre juridique adéquat pour réglementer la protection et l'exploitation des animaux sauvages. Cependant, des révisions et mises à jour sont nécessaires, particulièrement en ce qui concerne la liste des espèces dans les différentes catégories et la facilitation de la mise en application de la loi.

Protected areas may impose local welfare costs through the enforcement of use restrictions. Predicting their welfare impacts before their establishment could help with the design of compensation schemes. Discrete choice experiments (DCEs) are increasingly used for ex ante evaluations but their validity is largely untested in low-income settings. Using a case study of a new REDD+ (Reducing Emissions from Deforestation and forest Degradation) project in eastern Madagascar, we explore the validity of DCEs in two ways: (i) whether the estimates of welfare costs derived from DCE are affected by respondents' prior experience of conservation (ii) whether DCE results have high theoretical and content validity. We surveyed households who have varying degrees of experience of restrictions to swidden agriculture. We also qualitatively debriefed a sub-sample of respondents to better understand their thought processes. Latent class analysis shows that DCE outcomes vary with conservation experience. Households more experienced with forest protection are less willing to trade-off rights to clear forest for swidden agriculture with any compensatory interventions whereas less experienced households highly favor support for alternative agricultural techniques and a secure right to clear one hectare of forest. Although the results show apparent non-attendance to some attributes (e.g., cash payments), qualitative debriefings suggest that respondents infact do expect relatively low or no utility from the given attributes and hence have theoretically valid preferences. Similarly, the DCE has generally high content validity. Although DCE can elicit current preferences in this context, using ex ante DCE to estimate the welfare costs of such a long-term intervention requires caution. We conclude that it is difficult to robustly estimate compensation in advance of an intervention, there is therefore a need to rethink conservation approaches, and the feasibility of achieving fair compensations for conservation-imposed restrictions.
