The Distribution of Environmental Justice: A Comment

Comments on John A. Hird & Michael Reese's (1998) analysis of the distribution of environmental quality in the US, which found (1) a positive & significant relationship between income & environmental quality, & (2) an association between race/ethnicity & elevated pollution levels (except for the case of airborne particles). Findings are presented here of a similar study in 240 cities representing 22 states that achieved results generally consistent with those of Hird & Reese. Contrary to their results, however, regression analysis indicates that higher levels of income are associated with lower levels of environmental quality. In addition, a significant positive relationship is found between % of nonwhites in a city & mean particulate matter, supporting Hird & Reese's finding of an association between race & pollution levels. 1 Reference.
