This paper presents comparative review of existent (inter-)national approaches to e-government projects evaluation with the stress on intangible/hidden costs and public value dimension which are the two components usually missed out in traditional investments evaluation methods (e.g., net present value, cost/benefit analysis, return on investment). Based on the literature review and weaknesses identified through comparative review, the authors developed models for ex-ante and ex-post evaluation of e-government projects for Slovenian public administration. The models were developed together with representatives of Ministry of Public Administration.

The article presents users' views on the development of e-government, addressing two interrelated questions that have not been sufficiently answered thus far: (1) How to increase the current low level of e-government use, and (2) How to advance the current practice of analyzing data from e-government satisfaction surveys in order to arrive at guidelines for decision-makers when shaping future actions of e-government development. For this purpose, a cause-and-effect model was developed and operationalized by a set of indicators observed by a citizen satisfaction survey carried out in Slovenia between 2005 and 2006. The model was then estimated using the PLS (Partial Least Squares) regression method. Finally, an improvement-priority matrix was applied to prioritize significant factors. The proposed manner of analyzing data from user surveys offers a universal tool for analyzing drivers and consequences of user satisfaction and the use of e-government, and prioritizing them in order to assist decision-makers in preparing future strategies, action plans, or guidelines for further developments. Points for practitioners 1. Methodological implications: • guidelines on how to conduct e-government user satisfaction surveys; • guidelines on how to analyze user survey data in order to formulate guidelines for future development of e-government. 2. Empirical implications: •results of e-government user satisfaction survey in Slovenia and other countries; • guidelines for future development of e-government services in Slovenia and beyond.

The expansion of the scope and significance of co-creation in public policy and governance prompts the integration of different theoretical strands that together can help us illuminating the antecedentconditions, the processes of multi-actor collaboration, the creation of innovative solutions, and the assessment of their public value. Exploring the affinities and complementarities of relevant perspectives such as theories of co-creation, public value management, public innovation, collaborative governance, network governance, strategic management and digital era governance may foster a more comprehensive framework for studying the co-creation of public value outcomes such as needs-based services, effectivegovernance and democratic legitimacy. This introduction seeks to explain why we must transform the public sector in order to spur co-creation, how strategic management and digital platforms can support this transformation, and why we must bring together and synthesize different bodies of theory when studying the complex processes of co-creation and their drivers, barriers and outcomes

Part 5: Evaluation ; International audience ; Methodologies for evaluation of e-government policies do not provide enough valuable information to policy makers in conducting quality planning of e-government initiatives. Consequently, user acceptance of e-government services is below government anticipations, while the expected effects in terms of reducing costs and increasing the effectiveness of public administration are still in early stages. Paper presents an overview of existing methodologies for evaluation of e-government policies, identifies characteristics of recent evaluations and conceptualizes a theoretical framework for their comparative analysis. Analysis of more than 50 evaluation methodologies offers an insight into the current evaluation practice, enables detection of its deficiencies as well as their mitigation and could facilitate a significant contribution to more evidence-based evaluation of e-government policies.
