"Wir müssen endlich im großen Stil abschieben". Diese Aussage, wirkmächtig platziert auf dem Spiegel-Cover vom 21. Oktober 2023, stammt nicht von einem oder einer derjenigen Politiker:innen, von denen es unmittelbar zu erwarten gewesen wäre. Obwohl Forderungen nach Abschiebungen im "großen Stil" eigentlich eine klare politische Heimat am rechten Rand haben, stammt sie von einem Sozialdemokraten, Olaf Scholz. Für viele Beobachter:innen aus den Rechts- und Sozialwissenschaften kommt dieses Spiegel-Cover dennoch nicht überraschend, sondern fügt sich nahtlos ein in die Chronologie des Rechtsrucks der deutschen Politik und Gesellschaft.

This paper explores the policing of vices and offers a critical inquiry into the affective politics of policing practices seen through police and state ethnography, political anthropology, and the 'affective turn' in social and cultural theory. It shows how the moral worlds of policing sex work and performing raids in the red-light 'milieu' are constituted in the making of boundaries through visual, olfactory, somatosensory, and auditory sensations, which can be understood as normative performances in the realm of morality. Police officers do not engage in a neutral gaze but transform the sensuous into sensations that enact these normative distinctions between the 'normal' and the 'abnormal' – the morally questionable red-light 'milieu.' These practices can be read in regard to a morality that is conveyed in and through the officers' sensational performances in an observingly affective and somatic manner. Morality not simply is but is being done—and performing affects and sensations plays a significant role in the making of moral worlds in the realm of policing. Raiding the red-light 'milieu' is a performance on disorder and order, on what is normal and what is not, and thus a deeply political practice that reveals how order- and boundary-making operates through basic sensations and feelings, of the sensuous, the aesthetic, and the somatic.

The wolves are returning to Germany, while German politics are shifting to the right. The rising nationalist Alternative for Germany (AfD) draw much of their support from places that have been referred to as the 'post-traumatic places' in East Germany, structured by realities of disownment, disenfranchisement, and a lack of democratic infrastructure. While nationalist parties are on the rise everywhere in Europe, this is a case study of East German fringe political movements, splinter parties, and agitation against both migrants and wolves. The authors move beyond easy stereotypes and strive to unravel the deep story of why East German politics is shifting to the right. The returning wolves serve both as metaphor and analytical tool to further an understanding of the logics and sentiments that underlie the rise of the right in East German politics.

Emotionen und Affekte haben in der öffentlichen und wissenschaftlichen Auseinandersetzung mit nationalistischer und neurechter Politik Konjunktur. Während Forschung 'aus der Distanz' jedoch häufig dabei stehen bleibt, 'negative' Emotionen zu problematisieren, nimmt ethnografische Forschung die Komplexität affektiver Dynamiken nuancierter in den Blick. Darüber hinaus ist Feldforschung selbst derart affektiv geprägt, dass sie eine erhöhte Sensibilität für affektive Wissensproduktion aufweist: Die situativ auftretenden 'Bauchgefühle' der Forschenden können so zum Gegenstand der Analyse werden. Unser Beitrag widmet sich der affektiven Dimension des Forschungsprozesses anhand eigener ethnografischer Forschung mit neurechten Akteur/-innen in Deutschland. Wir zeigen, wie affekttheoretische Einsichten dazu beitragen können, emotional herausfordernde Begleiterscheinungen wie Unwohlsein, Abstoßung oder Hin- und Hergerissenheit in der Forschung mit neurechten Gruppen in ihren politischen und normativen Dimensionen zu interpretieren. Der Beitrag entfaltet dafür einen zweifachen methodischen Übersetzungsschritt: 'Bauchgefühle' und die eigene Emotionsarbeit werden in 'affective fieldnotes' übersetzt, um dann in einem zweiten Schritt affekttheoretisch gedeutet zu werden. Was als individuelle Bauchgefühle im Forschungsprozess erscheint, lässt sich so als affektiv vermittelte Normativität untersuchen: Politische und forschungsethische Debatten über rechte Gruppen materialisieren sich im Feld als inkorporierte politische Affekte.

ZusammenfassungDer Beitrag analysiert ostdeutsche Identitätsbildungsprozesse bei jungen Erwachsenen im Jahr 2004 und rund zehn Jahre später. Empirische Basis ist ein Intra- und Interkohortenvergleich der Befunde von drei qualitativen Studien basierend auf Leitfadeninterviews und Gruppendiskussionen. Dieser diachrone Vergleich zeigt partielle Kontinuitäten in den Identitätskonstruktionen der ostdeutschen Befragten: Die wahrgenommene Abwertung Ostdeutschlands bildet weiterhin den zentralen Ausgangspunkt der Identifizierung als ostdeutsch und die Reaktionen darauf sind ebenso weiterhin heterogen. Diese Heterogenität wird zu einer Typologie verdichtet: Manche Ostdeutsche zielen auf eine Aufwertung ihrer kollektiven Identität durch Umdeutung und beziehen sich dabei auf kollektivistische Werte oder die gelungene Bewältigung der Systemtransformation. Andere lehnen die Identifikation als ostdeutsch und die Klassifizierung in Ost und West als überholt und illegitim ab. Allerdings lässt der nach 1990 geborene Teil dieser Gruppe zusätzlich individuelle Strategien instrumenteller Identitätsbildung erkennen. Diese Heterogenität ostdeutscher Identität(en) kann auf Kohortenunterschiede und soziale Merkmale der Probanden zurückgeführt werden. Zugleich wird der Einfluss des Forschungsdesigns und insbesondere der Fallauswahl der einbezogenen Studien auf die Ergebnisse methodologisch diskutiert. Die Befunde dienen damit als Ausgangspunkte für zukünftige Intra- und Interkohortenvergleiche, in denen die individuellen und methodischen Einflussfaktoren für Identitätsbildungsprozesse stärker berücksichtigt werden sollten.

By focusing on negative affects, such as anger, fear and hate, a normative critique of affective politics tends to overlook the ambiguity and situated nature of affective politics. This paper suggests embracing the ambivalences that characterise the emotional dynamics in political arenas; therefore, it emphasises the functionality of affects. The study adopts a post-dualistic understanding of political affects based on the conceptual devices of Sara Ahmed and Kathleen Stewart to analyse the affective practices and performances of the German political party Alternative für Deutschland (AfD). An ethnographic lens and analytical focus on the affective politics of far-right agents beyond negativity can permit more subtle nuances and highlight potentially overlooked facets of enactment and performance that have contributed to the successes of far-right political organisations in Europe and the US. The paper ultimately argues that the use of 'ordinary' affects produces legitimacy, renders far-right politics appealing and contributes to the normalisation of far-right discourse.

"Rechtspopulismus", so argumentiert Ruth Wodak (2016, S.5), macht "erfolgreich Angst […] vor verschiedenen realen oder fantasierten Gefahren". Das Schüren bestimmter Affekte sei nicht nur ein wesentliches Merkmal von Politik, sondern verweise auch auf die Funktionalität von Affekten in demokratischen Prozessen. Affekte, so hat es unter anderem Arlie Russell Hochschild (2016) gezeigt, spielen eine zentrale Rolle in Verhandlungsprozessen von (nationaler) Zugehörigkeit und kollektiven Identitäten. Aus demokratietheoretischer Perspektive wird dabei auf ein Paradox verwiesen: Deliberative Demokratietheorien beruhen auf der Annahme, dass Bürger/-innen ihre Repräsentant/-innen interessengeleitet wählen und dass die politische Öffentlichkeit ein Bereich der rationalen Debatte sei (Mouffe 2002; Weber 2007). Und doch wird eine Legitimationskrise liberaler Demokratien beobachtet, wobei das damit verknüpfte Erstarken populistischer Parteien auf die "instrumentelle Mobilisierung von Gefühlen für politische Identitätsbildung und zur Etablierung von Angstregimen" zurückgeführt wird (Penz, Sauer 2016, S.117).In diesem Beitrag stellen wir erste Ergebnisse aus unseren Erhebungen im Forschungsprojekt Fremde im eigenen Land? vor, die auf die Funktionalität von Affekten in der Artikulation nationaler Narrative hinweisen. Zum Beispiel korrelieren Artikulationen von Angst oder Wut in Bezug auf den Zuzug neuer Deutscher seit dem Jahr 2015 mit bestimmten nationalen Schließungswünschen – insbesondere, wenn die Nation als "regelrechtes (und regelkonformes) Dichotomisierungsinstrument" verstanden wird (Pates, Futh 2018, S.187). In unseren ethnografischen Beobachtungen und leitfadengestützten Interviews sehen wir, wie Affektpraktiken als Inklusions- bzw. Exklusionsmechanismen fungieren, um das 'Wir' von den 'Anderen' zu unterscheiden und um soziale Ordnungen herzustellen bzw. zu stabilisieren. Im vorliegenden Beitrag konzentrieren wir uns dabei auf Akteure rechtspopulistischer Parteien und auf die Artikulationen von Personen mit migrationsskeptischen Einstellungen, um die exkludierende und ordnende Funktion von Affekten in Diskursen um die Nation zu extrapolieren – im Zeichen einer 'Krise' der Demokratie.

Entenent el terme "víctima del tràfic de persones" com una classificació, en el sentit proposat per Ian Hacking (1999), estudiem les pràctiques institucionals corrents orientades a la classificació dels treballadors sexuals migrants com a "víctimes del tràfic de persones" tant en comissaries de policia i centres d'atenció a les víctimes com en processos judicials a Alemanya. En la tradició de l'etnografia de l'estat (Lipsky 1980, Dubois 2010) considerem que les pràctiques dels anomenats "buròcrates de carrer" no es limiten a executar polítiques i lleis d'àmbit nacional, sinó que més aviat són les primeres a generar una veritable acció governamental. Així doncs, cal comprendre i analitzar les pràctiques institucionals dins d'un context burocràtic amb cossos emergents i desplegats, de coneixement i discurs híbrids, que són efecte i alhora productores de subjectivacions amb un profund arrelament emocional. Les emocions i creences dels buròcrates donen forma als processos d'identificació i al tracte de les víctimes del tràfic de persones. Així, en lloc de constituir una autoritat racional weberiana, que resol els problemes basant-se exclusivament en directrius organitzatives i jurídiques, el buròcrata del nostre estudi sembla actuar d'acord amb formes de coneixement que sempre estan adscrites a un entorn social específic. Aquest fet canvia, a perer nostre, la imatge de la governança. Per tant, prendrem en consideració pràctiques de governança basades en lògiques de l'emoció i en racionalitats afectives en el marc dels discursos estatals emergents i de la "política de la compassió" (Aradau 2004), pràctiques que, a més, ofereixen una nova perspectiva sobre com cal estudiar el paper de les emocions, els valors i els afectes en les pràctiques jurídiques i burocràtiques de classificació. ; Comprehending the term "victim of human trafficking" as a classification in the sense of Ian Hacking (1999), we studied mundane institutional practices aimed at the classification of migrant sex workers as "victims of human trafficking" in German police offices, victim counselling centres, and in trials. Following the tradition of an ethnography of the state (Lipsky 1980, Dubois 2010), we regard the practices of so called street-level bureaucrats not as merely implementing national policies and legislation, but rather as producing governmental action as such in the first place. In doing so, institutional practices have to be understood and analysed within a bureaucratic context with emergent and deployed bodies of hybrid knowledge and discourse, which are the effect of and at the same time producing subjectifications that are deeply emotionally embedded. The bureaucrats' emotions and beliefs actually inform the identification processes and the management of trafficking victims. Thus, instead of constituting a Weberian rational authority who solves problems exclusively in accordance with organisational and legal guidelines, the bureaucrat in our study appears to act according to modes of knowing that are always already situated within a specific social setting. This, we argue, changes the picture of governance. Thus, we shall theorise practices of governance that draw on emotional logics and affective rationalities within emergent state discourses and the 'politics of pity' (Aradau 2004) and, additionally, offer a new perspective on how to study the role of emotions, values, and affects in legal and bureaucratic classificatory practices. ; Entendiendo el término "víctima de la trata de personas" como una clasificación, en el sentido propuesto por Ian Hacking (1999), estudiamos las prácticas institucionales corrientes orientadas a la clasificación de los trabajadores sexuales migrantes como "víctimas de la trata de personas" en comisarías de policía, en centros de atención a víctimas y en los tribunales en Alemania. Siguiendo la tradición de la etnografía del estado (Lipsky 1980, Dubois 2010), consideramos que las prácticas de los llamados "burócratas de a pie" no se limitan a implementar políticas y leyes nacionales, sino que generan por vez primera una acción gubernamental propiamente dicha. De este modo, las prácticas institucionales deben ser comprendidas y analizadas dentro de un complejo burocrático con cuerpos emergentes y desplegados, de conocimiento y discurso híbridos, que son efecto y al mismo tiempo productoras de subjetivaciones con un profundo arraigo emocional. Las emociones y creencias de los burócratas dan forma, en efecto, a los procesos de identificación y al manejo de las víctimas de la trata de personas. Así, en lugar de constituir una autoridad racional weberiana, que resuelve los problemas basándose exclusivamente en directrices organizativas y jurídicas, el burócrata de nuestro estudio parece actuar de conformidad con formas de saber que siempre están adscritas a un entorno social específico. Esto, según sostenemos aquí, cambia la imagen de la gobernanza. Por consiguiente, consideraremos prácticas de gobernanza que se basan en lógicas de la emoción y en racionalidades afectivas dentro de los discursos estatales emergentes y la de "política de la compasión" (Aradau 2004) y que, además, ofrecen una nueva perspectiva acerca de cómo estudiar el papel de las emociones, los valores y los afectos en las prácticas clasificatorias jurídicas y burocráticas.

"Das deutsche Strafrecht unterscheidet Menschenhandel zum Zweck der Arbeitsausbeutung von Menschenhandel zum Zweck der sexuellen Ausbeutung. Unsere Untersuchungen zeigen, dass das soziale Objekt 'Opfer von Menschenhandel' trotz geschlechtsneutraler Gesetzgebung in popkulturellen Narrativen aber auch in Praktiken der Rechtsprechung stark vergeschlechtlicht ist. An die Zeuginnen bzw. Zeugen werden geschlechtlich codierte Erwartungen herangetragen. Dies ist nicht einfach in einem Sexismus der RichterInnen begründet, sondern ein struktureller Effekt der Logik von Rechtsprechung und institutioneller Pfadabhängigkeiten. So werden Standardnarrative zum weiblichen, unschuldigen Opfer sexueller Ausbeutung in der Prostitution zum Deutungshorizont in Gerichtsverfahren, an dem die realen Personen, die als Geschädigte aussagen, gemessen werden. Zur Arbeitsausbeutung fehlen dagegen verfestigte Narrative, und die Unterstützung von Betroffenen ist weit weniger institutionell verankert. Fälle von Arbeitsausbeutung werden deutlich seltener angeklagt, und die Betroffenen erscheinen vorrangig als ökonomische Subjekte und häufiger als Mitschuldige. In beiden Fällen resultiert dies in einem Verschwinden von Opfern: Im einen Fall aufgrund der Überdeterminierung, im anderen Fall aufgrund von Unterbestimmung." (Autorenreferat)
