Das Drei-Schluchten-Projekt am Chang Jiang wird von dem Autor mit drei ähnlichen Projekten während des "Großen Sprungs nach vorn" verglichen, um Parallelen bezüglich der Umsiedlungsproblematik darzustellen. Fehleinschätzungen der Regierung über umzusiedelnde Bevölkerungszahl, angewandte Zwangsmethoden zur Umsiedlung, unangemessene Entschädigungen sowie enorme ökonomische und soziale Schwierigkeiten bildeten bei früheren Projekten Problemschwerpunkte. Angesichts der gegenwärtigen Umsiedlungspolitik prognostiziert der Autor für die Umsiedler des Drei-Schluchten-Projekts ähnliche Folgeprobleme. Diese Problematik versucht die chinesische Regierung über wirtschaftliche und politische Interessenanreize in den Griff zu bekommen. (FUB/APCh-Str)
