The theory of public administration offers a wide range of paradigms or approaches that are developed as a consequence of various triggers from internal and external environment. The classical model of bureaucratic organization as outlined by Weber is no longer appropriate in modern countries, although it still remains the basis of public administration because of numerous transformations and upgrades. The first major reforms were introduced to public administration via the more modern and market-oriented New Public Management. However, Post-New Public Management approaches have recently developed as a reflection of social and political changes. In this paper, we offer an overview of modern approaches, which do not appear in pure form, but in the form of hybrids. There is no consensus, either in science or in practice, on the optimal direction of public administration development or on the preferential approach. This decision is left to the governments, bearing in mind that each public administration reform and hybridization of approaches affect the complexity of public administration. Analysing the reform of the Slovenian public administration, we have found that the current Strategy of Public Administration Development for 2015-2020 is based on modern elements and values of Post-New Public Management approaches and that reforms strive for modernization, but (as shown by the current crisis) a serious effort will be required in the future to achieve this goal.

"Since 2010 the European Union has been plagued by the crises of the rule of law and democracy, which has been spreading from Central and Eastern Europe and has caught many by surprise. Unjustly so. This book argues that the professed success of the 2004 big bang enlargement was in many respects mirroring only the Potemkin village erected in the new member states on their way back to Europe. The spearheading country of the Potemkin village has been Slovenia. Since its independence and throughout the accession process, Slovenia was portrayed as the best disciple and as a poster-child of the New Europe. This book claims that the widely shared narrative of the Slovenian EU dream has, unfortunately, been just a myth. In many ways, Slovenia fares even worse than its contemporary constitutionally-backsliding CEE counterparts. The understanding of the depth and breadth of the rule of law and democracy crises in Slovenia, the authors of this book hope, will also contribute to a critical intellectual awakening and better comprehension of the real causes of the present crises across the other CEE member states, which threaten the viability of the EU and the Council of Europe projects as such. It is only on the basis of such better understanding that the causes of the crises could be more accurately identified and, consequently, also more appropriately addressed on the national, transnational and supranational level"--

Based on the sample of all municipalities in Slovenia from 2008 to 2014, the authors answered how austerity measures affect the expenditure side of the revenue and expenditure account of municipalities. The authors used a statistical program to process the data. The research intends to anticipate timely action in the next economic crisis. The results showed that the austerity measures represent a reduction in annual holiday pay abundantly visible in the first year. Other savings measures in wages and expenses for employees are less visible in the first year and more visible in the following years. There is a positive correlation between the variables payroll and other employee expenditure and the number of employees. The authors propose to change the legislation in the area of financing of municipalities.

Municipalities are self-governing local governments established for the purpose of providing and improving social and economic life. However, the financial resources of the municipalities are limited, which is why they provide additional funds for the implementation of investments, among other things by taking out loans. The debt level of municipalities can be influenced by a variety of factors. In this paper, the authors limit themselves to a selection of factors, which have been divided into three areas - legislation, organisation and economy. As far as the legislative factor is concerned, we provide an insight into whether the total debt of municipalities has decreased with the adoption of the Constitutional Act amending Article 148 of the Constitution of the Republic of Slovenia (UZ148) and how this affects investment. With regard to the organisational factor, the authors try to find out, on the basis of correlation analysis, how the size of municipalities, divided into three classes according to the number of inhabitants, affects debt, current expenditure and total expenditure. With regard to the economic factor, the authors examine the impact of the municipalities' own revenues on their debt.
