As governments spend unprecedented sums of public money on pandemic related rescue and recovery measures, while humankind is facing mounting long-term challenges - and above all the climate crisis -, the question whether and to what extent COVID-19 recovery programmes contribute to countries' commitments to a sustainability oriented recovery is gaining increasing urgency. We argue that overcoming the economic and social impacts of the pandemic require deeper structural changes than a return to a more or less business as usual scenario to limit the impacts of climate change. Recovery packages should therefore be designed in such a way as to avoid fossil lock-in effects and take into account that the social and technological actions taken today will unfold their effects in the climate system with a time lag only. An interesting question in this context is the effectiveness of green recovery measures not only with regard to environmental objectives, but also concerning conventional economic indicators, which are traditionally summarised under the heading "multiplier effects". Evaluations of the economic effects of green recovery measures, e.g. those implemented during the global financial crisis, are in short supply. Most of the existing empirical analyses have an ex ante focus, while ex post evaluations are scarce. This paper aims at contributing to this research gap by providing a review of the empirical evidence of the macroeconomic effects of green recovery measures.

In view of the challenges posed by climate change and the increase in climate targets by 2030 in the EU, as well as Austria's goal of achieving climate neutrality by 2040, the question of effective climate policy instruments is gaining in importance. The pricing of CO2, for instance in the form of a carbon tax, and the question of its effects are therefore attracting increasing attention in the academic as well as economic and environmental policy debate. The paper provides a detailed overview of the theoretical and empirical literature on the effects of carbon taxes. The focus is on the most important impact dimensions of carbon taxes: environmental effectiveness, effects on important macroeconomic variables (especially growth and employment), effects on innovation and competitiveness, distributional effects, and public acceptance.

A comprehensive restructuring of economies and a massive increase of investments in climate-friendly technologies, infrastructures, and R&D is needed for reaching the Paris targets. The EU has launched a process for greening the financial sector emphasising the need for new instruments and financial market regulation for aligning investments to sustainability. This chapter summarises research on two topics: firstly, what are the main political strategies, especially at EU level, to support green finance, and secondly, which are the key supporting factors, barriers and actors for an upscaling of green investments? To assess the relevance of green finance in the financial market and climate policy (with focus on Austria) an expert survey was conducted. It delivers insights on promising policies and strategies for fostering the growth of green finance. Conclusions can be drawn on instruments (like carbon pricing) that should be integrated in post-COVID-19 stimulus packages to ensure a Paris-aligned recovery.

The EU Emission Trading Scheme (EU ETS) is a key instrument in European climate policy. Evidence from the first trading period (2005-2007) and the first year of the Kyoto period 2008 dampened, however, ex-ante enthusiasm: because of substantial over-allocation of emissions allowances in the first trading period the overall emissions cap was not stringent which caused a sharp drop in carbon prices. In 2008 a more stringent cap but still high price volatility was observed. Based on experience from the first years of the EU ETS the design of the EU ETS will be changed for the post-Kyoto period (2013-2020) including an EU-wide cap and the use of auctioning as the main allocation principle. So far, no measures to control price volatility are envisaged. This issue however gains in importance in the political and economic debate as prices are an important signal for investment decisions. More or less stable price signals are essential for the environmental effectiveness of an emissions trading scheme. As evidence shows, this is not necessarily guaranteed by the market process. Based on an analysis of the first trading years the paper provides an argumentation for the implementation of price stabilisation measures in the post-Kyoto period.

The European Emission Trading Scheme (EU ETS) is a key instrument in European climate policy and covers emitters from the energy and manufacturing sector. The ETS pilot phase (2005-2007) was characterised by an oversupply of emission allowances mainly due to the "generous" allocation of allowances by member countries. For the second trading phase (2008-2012) the European Commission aimed at increasing the stringency of the overall emission cap and took a more active role in approving member countries' National Allocation Plans. Due to the decline in economic activity and emissions in the course of the economic crisis, the cap, however, was only stringent in 2008 whereas 2009 and 2010 both showed a long position for EU total. Differences in national and sectoral caps are found for all years. In this paper, we analyse differences in allocation patterns, i.e., in the stringency of the cap and in the spread between installations, until 2010. We focus on general sectoral allocation patterns and perform an in-depth analysis for three emission intensive sectors: "power and heat", "cement and lime" and "pulp and paper". Furthermore, we discuss the impact of the economic crisis on the emissions of these sectors in detail.

The EU Emission Trading Scheme (EU ETS) that covers emitters from industry and the energy sector representing 40 percent of the EU's total greenhouse gas emissions is the biggest implementation worldwide of a cap-and-trade scheme. The EU ETS has been the core instrument of European climate policy since its start in 2005. Based on a database comprising more than 10,000 installations in 26 EU countries, this paper provides a thorough analysis of the performance of the EU ETS in the period 2005 to 2010. In the first part, we analyse allocation patterns - i.e., the stringency of allocation caps and distribution issues - on EU country and sector level comparing the results of the EU ETS pilot phase and the first three years of the Kyoto phase. In the second part of the paper, we assess trading flows of European Allowance Units (EUAs) between EU countries comparing the results for the first and second trading period. Furthermore, we analyse the use of credits from flexible mechanisms - Certified Emission Reductions (CERs) from CDM projects and Emission Reduction Units (ERUs) from JI projects - that installations may surrender since the beginning of the second trading period on country level.
