LoGov aims to provide solutions for local governments that address the fundamental challenges resulting from urbanisation. To address this complex issue, 18 partners from 17 countries and six continents share their expertise and knowledge in the realms of public law, political science, and public administration. LoGov identifies, evaluates, compares, and shares innovative practices that cope with the impact of changing urban-rural relations in five major local government areas: (1) local responsibilities and public services, (2) local financial arrangements, (3) structure of local government, (4) intergovernmental relations of local governments, and (5) people's participation in local decision-making. This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both "making" federalism and "unmaking" it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country's constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter's comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

Italien erlebt seit Jahrzehnten einen Prozess der Regionalisierung, der den Regionen eine größere Autonomie einräumt und dadurch unter anderem auch immer wieder aufflammenden Sezessionsbestrebungen entgegenwirken soll. Vor allem das Beispiel Südtirol zeigt, dass der Grat zwischen Autonomiebestreben und Sezessionismus schmal sein kann. Obwohl die gegenwärtige Form der Autonomie durch krisenbedingte Sparzwänge und separatistische Tendenzen in anderen Teilen Europas unter Druck gerät, ist eine Abspaltung Südtirols im Moment aber dennoch eher Utopie als realistische Option. Résumé Cet article s'intéresse à la tendance générale d'accroissement de l'autorité intra-étatique dans la gouvernance de problèmes complexes, et analyse dans quelle mesure cette tendance est également valable dans le domaine de l'immigration et de l'intégration des migrants dans des sociétés multiculturelles. L'article considère qu'une distinction analytique doit être faite entre la question de « l'immigration », comme simple régulation des flux internationaux de migration, et la question beaucoup plus complexe et multidimensionnelle de « l'intégration des migrants ». Plus précisément, les multiples dimensions de l'intégration – sociale, économique et politique – relèvent d'une responsabilité intersectorielle et constituent une question qui prend en compte plusieurs niveaux de gouvernement. Le domaine de l'immigration, par contraste, est à de rares exceptions près le domaine exclusif du gouvernement central. L'article démontre comment ces différentes logiques entraînent d'importants dysfonctionnements dans la coordination de l'immigration et de l'intégration des migrants, car l'interconnectivité intrinsèque de ces politiques est négligée.

Warum sind stabile multinationale Demokratien regelmäßig föderal organisiert? Diese Frage bildet den Ausgangspunkt des Buches und wird aus der Sicht der allgemeinen Staatslehre behandelt. Dabei wird argumentiert, dass ein multinationaler Staat nur dann stabil sein kann, wenn er Minderheiten einen Status der inneren Selbstbestimmung garantiert und so auch aus deren Perspektive als legitim gelten kann. Ein solcher Status erfordert neben Demokratie und Menschenrechten auch die durch den multinationalen Föderalismus vermittelte territoriale self-rule.Auf dieser theoretischen Basis beschäftigt sich der Autor dann aus der Sicht der Verfassungsvergleichung mit der Frage, welche Elemente des multinationalen Föderalismus in den stabilen Demokratien Kanada, Belgien und Spanien diese self-rule fördern bzw. beeinträchtigen. Untersucht werden die legislative, exekutive, konstitutionelle und finanzielle Dimension der territorialen self-rule. Der Vergleich stützt sich dabei neben der Analyse von Rechtsnormen und Sekundärliteratur insbesondere auf 164 verfassungsgerichtliche Entscheidungen. Die Ergebnisse werden in zehn Schlussthesen übersichtlich zusammengefasst

Der deutsch-französische Konstrukteur und Unternehmer (1884-1969) war ein Wegbereiter des Metallflugzeugbaus und wurde in den 1920er- und 1930er-Jahren durch seine Flugboote wie die gewaltige "Do X" berühmt. Im 3. Reich stellte die Firma zunehmend Militärmaschinen bis hin zum schnellen Jagdflugzeug "Do 355" her. Der Typenkatalog enthält außerordentlich gründliche, durch umfangreiche Tabellen ergänzte Porträts der Dornier-Konstruktionen und ist eine Fundgrube für Leser, die sich für die Geschichte der Flugzeugtechnik interessieren. Wer schon die Biografien von Kazenwadel-Drews (BA 5/08, lag nicht vor) oder Joachim Wachtel (ID 52-53/09) besitzt, braucht den großformatigen Band aber nur bei großer Nachfrage. Der ebenfalls technisch orientierte Wachtel hat zudem den Vorteil, dass er die Firmengeschichte bis nach dem 2. Weltkrieg verfolgt. Ist keiner der beiden Titel vorhanden, kann "Dornier" großen Bibliotheken als Erstanschaffung über das Thema empfohlen werden.
