In 2010, the Joint Support Service (JSS) approaches its tenth year of its activation. For the majority of the young servicewomen and servicemen of the Bundeswehr the existence of the JSS with its structures and capabilities is as normal and present as that of the classical Services. The services and contributions of the JSS for both the basic duties at home and for the missions/operations are being experienced by themselves every day and are recognized and appreciated because of their quality. A Bundeswehr without the JSS is just not existent in the military world of imagination of these soldiers. Most of our soldiers have a plain and positive conception of that what the JSS is doing for the basic duties of the armed forces at home. But many of them still find it difficult to clearly describe the contribution the JSS makes to the missions of the Bundeswehr. The differentiation of the contributions made by the Army, Air Force, and Navy is not selective. And, in principle, this is alright so, because the JSS was established on the perception that missions/operations of the Bundeswehr will take place in a joint and combined mode only. The decision made in 2000 to gear the Bundeswehr to the new missions resulted, among other things, in a consolidation of cross-sectiolial tasks in the Joint Support Service. It was essential -and still is - to close the capability gaps and to visibly strengthen the units and elemelits for the missions. As a Force Provider and Force Enabler the Joint Support Service creates the central preconditiolis for the missions and mission-type commitments of the Bundeswehr at home and abroad. To that end, it provides special joint and combined forces, means and capabilities. In the past weeks and months, the Joint Support Service has made considerable progress in the main fields of action of the transformation. Not only the crucial tests conducted within the scope of the certification of our units for the standby phases of NRF 8 and the EU Battle Group were excellently mastered, but the comparably "unspectacular" tasks like the harmonization of the personnel concepts and the standardization of the career models for the servicewomen and servicemen were also possible to be clearly advanced. TIhis is, last but not least, thanks to the commitment and dedication of all the military and civilian members of the Joint Support Service, an effort which ultimately benefits the armed forces altogether. The Bundeswehr has reacted to the current security challenges with the setup of the new territorial network. Today, almost two decades after the end of the Cold War the Bundeswehr is successfully contributing to the protection of Germany and its citizens. The chief responsibility rests with the civilian side.The Bundeswehr is now seconding the communal administrations on all levels by assigning them military partners which can co-act and advise them not only in the event of a disaster, but in the civil emergency planning already. The concept has proved well in its first crucial test duriqg the birds flu in the island of Ruegen last year and partly also during the soccer world championship in summer 2006 already. Now it is about to consistently continue on the once taken course by resortiqg to the reservists 'from all Federal States. (Europäische Sicherheit / SWP)
