This book, first published in 1986, examines the challenges the United States faced in maintaining a strong nuclear deterrence capability in the Far East without giving rise to political tensions among its allies. The Soviet aggression in the region, shown in the invasion of Afghanistan and the shooting down of a Korean airliner, demonstrated the need for a Western counterbalance, but the Asian nations were wary of becoming pawns in a nuclear power play between the superpowers. This book evaluates the meaning of Moscow's military buildup in the global context; analyses the impact of the buildup from the perspective of China, Korea, Japan, the nations of ASEAN, Australia and New Zealand; explores the interaction of the buildup with the unresolved conflict on the Korean peninsula; and assesses the European experience with the Soviet nuclear threat and examines its implications for Asia. It also evaluates the linkages between European and Asian security.
International Politics and the Search for Peace
Since ancient times, humanity has put its collective wisdom toward the effort of achieving peace in the world. And yet, wars nonetheless occur over and over again. Why does the crisis of war never go away? Is it possible to realize peace in the world? First published in 1966, this introductory text on international politics by eminent Japanese political scientist Kōsaka Masataka (1934–1996) has gone through more than 50 printings in his home country and remains in print today. In this work, framed by his interest in the problems of war and of peace, Kōsaka eschewed simply schematizing or idealizing international relations, let alone—as prewar Japanese diplomats and politicians had—giving up on developing an accurate understanding of the issue by simply dismissing it as too complex to understand. Kōsaka drew on the specific cases of arms reduction, economic exchange, and international mechanisms to analyze ongoing issues that are intertwined with national interests and ideologies. By doing so, he painted a systematic portrait of the problem of peace and how to achieve it.

Elf Autoren untersuchen in diesem Sammelband den Stand der internationalen Politik der 80er Jahre in Ostasien, die innenpolitischen Entwicklungstendenzen der ostasiatischen Staaten und Perspektiven einer regionalen Kooperation. Dabei stehen die kleineren ostasiatischen Staaten, weniger die UdSSR und die VR China, im Vordergrund. Sieht man von ASEAN und den engen Verbindungen zwischen den Staaten Indochinas ab, so hat die regionale Kooperation bisher kaum organisatorische Formen gefunden. Das liegt zum einen an ausgeprägtem Regionalismus, aber auch am Fehlen einer starken, gemeinsam empfundenen Bedrohung, wie sie z.B. für die Gründung der NATO ein wichtiges Motiv war. Wachsende gleichgelagerte Probleme bieten aber mehr und mehr Raum für kooperative Lösungen. (BIOst-rsg)
