As the US-South Korea alliance faces the second Korean nuclear crisis, Seoul & Washington no longer share a common unifying threat perception of North Korea. This divide has allowed North Korea to advance its interests by playing a 'South Korea card' against the US in the nuclear standoff. The divide is not a transient problem that can be ignored or addressed with ad hoc fixes, but a secular phenomenon rooted in South Korea's growing wealth & deepening democracy. What is needed now is more distance in the alliance. The alliance must be restructured to reflect the reality that South Korea can defend itself against North Korea without US help. For both Seoul & Washington, the restructured alliance would produce a more complete & robust set of options to advance their respective North Korea policies. 15 References. An analyst of U.S. foreign economic policy observes that each wave of antiforeign sentiment associated with the surge of foreign direct investment (FDI) coming into the United States washes ashore a flotsam of restrictive and exclusionary laws that recedes slightly or becomes buried and forgotten in the sand only to advance again with a new wave. During the late 1980s, the controversy generated by the sharp rise of Japanese acquisitions in the United States washed ashore the latest flotsam of regulatory measures and further advanced the tangle of rules and regulations targeting inward foreign direct investment (IFDI). Of the various types of FDI, the present study is concerned mainly with the policy change toward foreign investment in an already established domestic business. This type of investment often involves merger or acquisition and is distinct from a "greenfield" investment where the foreign investor establishes "from scratch" a new business in the host economy.

Der Artikel versucht zu erklären, warum die amerikanische Politik gegenüber ausländischen Direkinvestitionen in den USA nach ehemals nachlässiger, eine in den letzten Jahren eher restriktive Haltung angenommen hat. Mit Hilfe eines neuen institutionalistischen Theorieansatzes wird die diesbezügliche Rolle von Politikern, bzw. deren sich verändernde wahrnehmung der nationalen interessen und ihre eigenen politischen Zielvorstellungen, untersucht.Im Mittelpunkt steht dabei Zusammensetzung, Aufgabenstellung und Befugnis des "Comitee on Foreign Investment in the US (CFIUS)", dem institutionellen Herzstück der amerikanischen Investitionspolitik.
