The purpose of article is the research basic principles and conceptual approaches definitions of "war"and the analysis of the present content of the phenomenon. The methodological basis of scientific research is the dialectical method, based on analysis of scientific understanding of essence and the regularity of the phenomenon of war and its impact on the formation of values and protection of human rights in a democratic society. The information revolution changes the world. It does not affect the quantity and quality of conflicts in the world. In the context of international relations theory how to solve this problem were searched. The theoretical basis for democratic countries is the theory of democratic peace. It was found that in democracies there are four reasons to avoid war. But we are talking about peaceful relationship only between democracies countries. The influence of the theory of just war theory to modern democratic peace on the content of the phenomenon of war was evaluated.

Робиться висновок, що теорія демократичного миру, як теоретична основа сучасної ліберальної парадигми, має практичне застосування у стратегії зовнішньої політики США та європейських країн.
The article analyzes the main approaches of scientists to the problem of resolving military conflicts in international relations in the context of the scientific discourse of liberal-idealist and realistic currents. The space of international relations is always evolving and sometimes acquires signs of anarchy. In this regard, the leading players in the international arena have tried and are trying to stabilize and systematize the international system, using the achievements of theoretical concepts. The tendency to humanize international relations is a characteristic feature of the current stage of development of the system of international relations.It is noted that a realistic direction in the theory of international relations regarding the use of military force by the state over other states was a priority. However, the liberal arsenal's empirical attack on the traditional intellectual hegemony of realism periodically took place. At the heart of the first liberal moment in the positions of the realists was the work of the founder of the liberal-ideological paradigm, I. Kant. The second wave is based on the models of democratic peace by M. Doyle and B. Russet.The focus is on the reasons for avoiding wars in democracies. In conclusion, the author argues that the liberal world is still a very active and reliable set of theories and research programs. This presupposes the effectiveness of the theoretical basis of liberalism in the context of the attack on the theoretical hegemony of realism in the field of international relations. Польща є ключовим гравцем у регіоні Центрально-Східної Європи (ЦСЄ). Для України Польща стала стратегічним партнером та надає сприяння у реалізації наших європейських та євроатлантичних устремлінь. З 90-х рр. ХХ ст. офіційна Варшава успішно провела низку важливих реформ, реалізувала інтеграцію до НАТО та ЄС, в цілому провела зміну позицій країни у геостратегічному просторі від пострадянської держави Східної Європи до ключового гравця на Європейському континенті. Україна має розвивати активне співробітництво з Польщею, а дослідження витоків і розвитку зовнішньополітичної діяльності польської держави у новітню добу,розвитку регіональних проектів за її участі є надзвичайно актуальною проблематикою. Метою публікації є ретроспективний аналіз участі Польщі у реалізації окремих проектів у сфері безпекового та економічного співробітництва (НАТО, ЄС, Люблінський трикутник, Вишеградська група та ін.).Проблематика зовнішньої політики Польщі у різних її аспектах широко представлена у наукових дискусіях як в українському просторі так і регіональному та глобальному рівнях. І цьому є своє пояснення, оскільки Польща являє собою доволі важливого, якщо не визначного геополітичного гравця у ЦСЄ та Європі в цілому. В той же час відчувається брак публікацій присвячених практичній реалізації основних регіональних геополітичних проектів за участі офіційної Варшави. Також у процесі аналізу участі Польщі у регіональних проектах активно залучалися і міжнародні документи, угоди, комюніке, офіційні заяви голів держав та дипломатів, що дало широку джерельну базу приведеному дослідженню.Зміни які відбулися у Польщі після 1989 р. кардинально змінили геополітичні пріоритети цієї держави. Це вплинуло як на зовнішньополітичну доктрину так і на практичну реалізацію основних векторів зовнішньої політики офіційної Варшави. Інтеграція Польщі у європейські та євроатлантичні структури, пошук нового місця у змінених реаліях системи міжнародних відносин стали визначальними факторами, які і окреслили такі пріоритети.
In the modern world, situations often arise in which the value-based regulation of human activity weakens and the old requirements lose their relevance. The need for analysis is associated with the "normality" of the state of anormativity as an attribute of a new social status relating to the sphere of government. The purpose of this article is to study the dynamics of the development of values and norms as a possible reason for the inefficiency of managerial decisions. The sociocultural method made it possible to consider the individual, the person and society as a single integral system in which the elements are not reducible to each other, as well as to describe the conflict of values and norms as a complex of sociocultural pathologies leading to ineffective managerial decisions. Value analysis was used to reveal the content of the conflict of values and norms and their manifestations in culture and to describe the axiological mechanisms of sociocultural interactions. The hermeneutical method made it possible to identify and study the factors of conflict between values and norms and to form an idea of value consciousness. The structural-functional approach was used to identify elements of society and culture that contribute to the emergence of a conflict of values and norms. The phenomenological method was useful in the analysis of the conflict of values and norms as a pathological state (deformation) of human consciousness. Methods of comparison, analysis, deduction, induction, generalization, analogy, classification, abstraction were also used. Value-normative and institutional analysis made it possible to clarify the nature of the norm and to define a negative value convention. It was found that the change in values is carried out through value consciousness as a special phenomenological feature of a person, the main pathology of which is fragmentation, which leads to a conflict of values and norms. In particular, the idea of interaction between value-normative and institutional analysis was introduced, which made it possible to clarify the nature of the norm, define a negative value convention, and also distinguish between two ways of thinking and behavior as a prerequisite for a conflict of values and norms: based on common axiological attitudes and particular institutions. It was determined that with the help of norms, society leaves a reflection on values, and social actors are able to initiate the normization of certain actions. If these actions do not correspond to norms and values, a process of denormization takes place, as a result of which anormia arise. Norms break away from values and merge with particular institutional rules, forming an agreement on the methods of obtaining benefits – a negative value convention. The practical value of this scientific work lies in the possibility of using its materials in the process of developing decisions to reform the management decision-making system.
