THE WORLD IS DIVIDED BY A DEEP DUALISM, ACUTE DEPRIVATION V. GREAT WEALTH AND OSTENTATION. AN ENDURING BASIS FOR PEACE CANNOT BE LAID UNTIL THE WORLD'S ELITE SHARE THEIR WEALTH AND POWER AND THE WORLD'S POOR ACQUIRE A STAKE IN PEACE. EFFORTS SHOULD BE FOCUSED ON CONCEIVING A NEW TYPE OF PEACE, ONE WHICH IS A MULTI-DIMENSIONAL PROCESS PURSUED IN MULTI-DIMENSIONAL SPACE AND ALONG ARENAS OF INTER-RELATIONSHIP BETWEEN VARIOUS DIMENSIONS.

THE CONTEMPORARY REALITY IS FULL OF PARADOXES - OF OVERPRODUCTION AND SCARCITY, OF INFORMATION EXPLOSION AND INCREASING IGNORANCE, OF POLIFERATION OF COMMODITIES AND SHRINKAGE IN NATURE'S DIVERSITY, OF AFFLUENCE AND POVERTY, OF LIBERALIZATION AND HUMAN RIGHTS VIOLATION, OF STATES THAT ARE AT ONCE TOO STRONG AND TOO VULNERABLE. ECOLOGICAL DAMAGE AND CULTURAL DESTRUCTION ARE CENTRAL TO CONTEMPORARY CHANGE. IN CASES OF EXTREME TENSION, THESE PARADOXICAL SITUATIONS THREATEN THE VERY FOUNDATIONS OF PEOPLE'S LIVES AS WELL AS THE PLANET ITSELF. ECOCIDE AND ETHNOCIDE ARE NO LONGER IMAGINARY SCENARIOS CREATED BY DOOMSDAY PROPHETS. THEY ARE HAPPENING; THEY ARE REAL. TOGETHER WITH MILITARIZATION, THEY CONSTITUTE THE BIGGEST CHALLENGE AND THREAT FACED BY THE WORLD TODAY.

An examination of the changing role of the state in relation to the masses of the Third World. It is argued that the state has been viewed as the protector & liberator of the people; however, as a carrier of modern capitalism & technology, it has also contributed to marginalization. The state has been transformed into an instrument of oppression of the masses, resulting in confrontation between the masses & the SCs. The postcolonial state's failure to create a revolution is traced to the desire to emulate developed countries, faith in market economies, & the greed of the dominant SCs. The new grass-roots orientation of mass politics redefines the scope of politics, based on the idea that people are more important than the state. It is concluded that, with the transformation of civil society, the role of the state as a central apparatus & a source of authoritarianism & class oppression must be diminished. K. Carande
