Researching and Writing about Poverty in Slovakia

The paper gives some insights into the state of research and public debate abot poverty in Slovakia. It suggests that the idea of personal responsibility and the diminution of the state, and the practical need to rduce the public expenditures frame the public debate and the research orientation substantially, and that there is the tendency both of the poor families and politicians to avoid the discussion about everyday livelihood troubles of those living on social support. The author introduces some findings of the family history research History of Poverty in Slovakia that was the part of the international project designed and co-ordinated by Julia Szalai to present survival strategies of poor households and discusses the outcomes of their tendency to veil their poverty and include themselves by trying to pretend major consumption standards.

International audience ; Les transformations politiques amorcées en novembre 1989 étaient à l'origine indissociables des idées de dialogue social et de participation du citoyen. Ces principes devaient supplanter le pouvoir autoritaire et le système des privilèges de l'élite communiste. Cependant, en dépit de toutes les modifications législatives ultérieures et de la garantie des droits civils par la Constitution, les citoyens slovaques retombent apparemment dans un sentiment "d'impuissance civile". L'auteur se pose ici la question de savoir pourquoi, malgré toutes les garanties et les améliorations juridiques fondamentales intervenues en leur faveur, les gens s'accrochent-ils à d'anciennes représentations collectives qui attribuent un rôle décisif aux relations dans la vie publique et considèrent le détournement des postes de la fonction publique à des fins privées comme "allant de soi"? Elle formule ainsi une hypothèse sur les conditions sociales susceptibles de favoriser la reproduction de certaines représentations collectives et s'intéresse aux axes suivants : quelles représentations collectives servent de fondement au débat public sur la privatisation ? Comment ces représentations concourent-elles à attribuer à nos expériences une signification telle que nous continuons (ou recommençons) à endosser une identité de "citoyens impuissants"? Elle tente également de démontrer que ces représentations sociales fondamentales forment une entité logique, qu'elles se confortent mutuellement et que chacune "prouve la validité" de l'autre.

In der Tschechischen Republik und in der Slowakei ist die Ära lebensgeschichtlicher Archive, die einen breiteren Zugang für Sozialwissenschaftler bieten, erst im Kommen. Das Gleiche gilt für Diskussionen über ethische und methodologische Probleme bezüglich der Wiederverwendung von Forschungsdaten. Dennoch haben die Autoren – wie viele andere Kollegen – die Sammlungen ihrer lebensgeschichtlichen Interviews immer wieder verwendet, um neue Themen zu untersuchen, die oft sehr weit von den ursprünglichen Forschungsfragen und -zielen entfernt liegen. In diesem Beitrag diskutieren wir methodologische Probleme, die bei einer solchen Praxis auftreten. Wir zeigen, dass die ethnomethodologische Perspektive auf der einen Seite eine besondere Qualität und Exaktheit der Interviews erfordert sowie eine Beschreibung der Interviewsituation (ggf. kann die Unzulänglichkeit eines Transkripts mit Hilfe der archivierten Tonbänder korrigiert werden). Auf der anderen Seite müssen die Wissenschaftler jedoch aufgrund der ethnomethodologischen Perspektive ihre Forschungsziele so formulieren, dass sie dem entsprechen, was die Daten selber bieten. Das methodologische Problem, das sich aus der Wiederverwendung von Daten ergibt, kann weder im voraus noch generell gelöst werden.
