The economy of the Kaliningrad exclave is not sufficiently stable and is heavily affected by external factors. This work aims to estimate the current economic situation in the region and explore possible ways to increase the stability of regional economy. The study employs economic statistical methods and identifies factors affecting regional development. The author analyses the dependence of the manufacturing industry on customs and tax privileges under the law On the Special Economic Zone in the Kaliningrad region and federal programmes supporting the development of manufacturing and social infrastructure. The article stresses that the abolition of customs privileges in 2016 will result in a significant reduction in industrial output, since a lot of production is heavily dependent on imported raw materials and components. It is expected that the companies enjoying customs privileges to produce goods for the national market will receive government support for reequipment. Effective use of the allocated funds would require setting up a regional programme identifying priority areas of regional economic development thus ensuring economic stability. There is also a need to support companies ensuring the economic including food security of the region.

The research problem of the thesis is the role of the Russian speaking population as the internal other in the relations between the Baltic States and Russia through comparison of all the three situations. The theoretical foundation of the research is the "self -other" dichotomy considered on the fundamental, theoretical and empirical levels that are presented by the positions of Carl Schmitt, Benedict Anderson and Iver Neumann. The analysis of the dichotomy provides the basis for the research of the position of the Russian speaking population as the internal other in Lithuania, Latvia and Estonia. In the thesis the rhetorical methodology is applied to the articles of the national newspapers of the Baltic States published in large editions since May, 2004 in order to outline the rhetorical techniques, interpret them and thus to analyze the perception of the Russian speaking population and Russia in Lithuania, Latvia and Estonia. The role of the factor of the Russian speaking minority in the relations between the Baltic States and Russia is defined through the affirmation of the correlation between the situation over the Russian speaking population and the foreign policy of the country in relation to Russia in the context of the "self - other" dichotomy. The comparison of the situations over the position of the Russian speaking population and the foreign policy in relation to Russia in the Baltic States enables to state that the Lithuanian case is atypical. The research demonstrates that the negative perception of both objects dominates in Latvia and Estonia while it is not typical of Lithuania. The analysis of the ?self ? other? dichotomy and the results of the rhetorical analysis of the articles of the newspapers of the Baltic States lead to the conclusion that in Lithuania the positive perception of the Russian speaking minority since it is not the internal other and the absence of the necessity to protect the self corresponds to the domination of the positive presentation of Russia and the positive trends in the foreign policy in relation to it in contrast to Latvia and Estonia. Consequently, the minority plays a particular role in the relations between the Baltic States and Russia. Inquiry into the case of the Baltic States enables to conclude that the issue of identity influences the foreign policy of a country in a variety of ways.

In this article the authors detail the methodology of regional development forecasting with the balance method. They provide with an overview and assessment of the existing models and systems, and their use for the purposes of public administration at the regional level. The article underlines the need to develop a balance approach models for specific territorial conditions. In particular, the authors identify the possibilities of studying the connections between the proportions of material and cash flows within the regional system, and reconciling the needs of a regional economy with the production and resource potentials. The long-term sustainability balance model -a simulation of event-based forecasting- has been developed for the Russian exclave. The authors provide a general description of the balance model, its elements and simulation algorithm. The results of calculations using the balance model for forecasting regional development are provided for three alternative scenarios for the Kaliningrad region for the period until 2018.

The depletion of traditional organic energy sources and aggravated environmental problems are the reasons why the level of energy efficiency is an important factor in the competitiveness of the national economy. Russia ranks third in the world in terms of total energy consumption and its economy is distinguished by a high level of energy intensity (amount of energy per unit of GDP). In 2019, this figure was 9.62 tons of oil equivalent (toe) per 1 million rubles, which is 40% higher than the world average. The low energy efficiency of the Russian economy is a widely recognized problem. A special decree of the Government of Russia in 2018 sets the task of increasing the level of energy efficiency of the Russian economy by 23% by 2030. One of the ways to solve this problem is the development of nuclear energy, and increasing the competitiveness of nuclear energy is one of the key issues for the national economy. In this connection, solving the problem of assessing the competitiveness of the nuclear industry and its leading companies occupies a key place among the practical scientific problems, the solution of which is facilitated by the results presented by the authors in this article. Rosenergoatom Concern JSC is the leading energy generating company in the Russian nuclear industry. The results of the study of the competitiveness of Rosenergoatom Concern JSC were obtained on the basis of the authors' methodology for assessing the competitiveness of an energy generating company. The novelty of the presented methodology lies in the developed normative and evaluative model and the coefficients of competitiveness of an energy generating company. The advantages of the authors' model are that it allows (1) obtaining integral assessments of the competitiveness of a power generating company at short time intervals for a large number of indicators and (2) quantitatively measuring the effects of different factors on the competitiveness of a power generating company, provided that the grouping of indicators of competitiveness of a power generating company is justified by influencing factors. The two factors considered by the authors were: the general market factor and the industry factor. According to the results of the study, it was found that Rosenergoatom Concern JSC demonstrates positive increase of the competitiveness indicator mainly due to the industry factor. With this regard, it was concluded that, within the framework of state policy, it is advisable to strengthen support for the Russian nuclear industry by creating additional conditions and opportunities for its energy generating companies on the domestic energy market.

The Kaliningrad region is developing in complicated exclave conditions, which results in insufficient resilience of its economy to external impacts. There is a need for constant monitoring of the economic situation in the region and the adaptation of the regional strategy to changing conditions. This article sets out to evaluate the stages of regional economy development and the methods of its modernisation and restructuring in view of accumulated experience in reacting to changes in conditions of regional development. The authors analyse complex statistical data from 1990—2012 and the modern condition of the Kaliningrad regional economy compared to the national average. The article relies heavily on the results of the survey of specialists working in regional companies. Russian accession to the WTO and the abolition of certain customs privileges planned for 2016 form the basis for the import substitution manufacturing and will significantly affect the conditions of regional economy development. Implementation of the Strategy for the Socioeconomic Development of the Region will contribute to the innovativeness of economy, its export orientation, development through an increase in labour productivity, and cooperation with both Russian and international partners. It will reduce the dependence of production on imported raw materials and semi-finished produces, as well as its energy intensity. The formation of a new more stable economy will be facilitated through federal support and implementation of a number of regional programmes.
