The author researches the process of overcoming the legacy of many years of totalitarian oppression by Romania on the example of counteracting the rooted corruption practices in all spheres of the social and political role. The important role of the national civil society in the democratization of Romania is emphasized. The study examines the dynamics of civic activism since 1989 and notes that the strict authoritarianism of the period of N. Ceaușescu rule, when the elements of civil society were practically absent, had a decisive influence on the formation of Romanian civil society. The author notes that this circumstance distinguished Romanian from the other Central and Eastern European states (especially from Poland and Czechoslovakia).The article draws attention to the fact that the democratic transit in Romania and the movement towards European integration contributed to the gradual formation of Romanian civil society, but at the same time the population had a low civic competency, weak interest in politics, and tolerated corruption practices. It analyzes one of the first major actions ("The Coalition for a Clean Parliament", 2004), which resulted in determination of the criteria for the Romanian parliament candidates and withdrawal of those candidates who did not comply with them. It is emphasized that in the absence of transparent state policy, the public disclosure of politicians became an effective anti-corruption mechanism, used by the civil society institution in cooperation with the media. It is stated that at that time the civil society was in fact a movement of the most active Romanian non-government organizations, but it did not include the broad masses of the population and did not involve them in unconventional forms of political activity.The author notes that the Romanian civil society as a community, united by common interests of collective development, has gone through four stages of formation. They were caused by the events that triggered massive popular protests: 1) protests against the government health care reform project (January 2012); 2) protests against the anti-environmental Roșia Montană project (September 2013 – February 2014); 3) anti-government protests after the fire in the Colectiv nightclub; 4) anti-government protests against corruption (January 2017 – January 2018). ; Автор досліджує процес подолання Румунією спадщини багаторічного тоталітарного гноблення на прикладі протидії укоріненим корупційним практикам у суспільно-політичному житті. Чаушеску, за якої елементи громадянського суспільства були практично відсутні. Автором підкреслено, що ця обставина відрізняла Румунію від інших тогочасних держав Центрально-Східної Європи (найперше Польщі та Чехословаччини).Звернено увагу, що демократичний транзит у Румунії, рух до євроінтеграції сприяв поступовому формуванню румунського громадянського суспільства, але водночас населення характеризувала низька громадянська компетентність, невиражений інтерес до політики та толерування корупційним практикам. Вони були зумовлені подіями, які викликали масовий народний протест: 1) виступи проти урядового проекту реформи охорони здоров'я (січень 2012 р.); 2) протести проти антиекологічного проекту Рош'я Монтане (вересень 2013 – лютий 2014 рр.); 3) антиурядові протести після пожежі в нічному клубі «Colectiv», зумовленої корупцією інспектуючих організацій (жовтень – листопад 2015 р.); 4) антикорупційні антиурядові протести (січень 2017 ‒ січень 2018 рр.).

The article investigates the role of the constructive informal institution of civil society in anticorruption counteraction. It emphasizes that the civic activism can become a driving force in preventing dishonesty in politics, while the inertia of civil society leads to "shadowing" of politics, causing a corruption "capture" of the state by interested political and economic actors. The potential of the civil society in the implementation of anti-corruption mechanisms is shown on the example of Poland. The author studies: the formation of the Polish civil society and factors that influenced its evolution; the scale of political and other types of corruption in this country; changes in the dynamics of corruption practices; the specific role of the civil society institutions in counteracting corruption in Poland.Attention is paid to the level of corruption in Poland and its main manifestation. The study investigates the activities of the Polish civil society institution as anti-corruption counteraction actors. It is noted that there are few associations and foundations focusing on the anti-corruption activity. The political parties and media pay more attention to the issue of corruption. It reports the projects of the Stefan Batory Foundation, Helsinki Foundation for Human Rights, Association of the Leaders of Local Public Groups, and Transparency International Poland. The successful anti-corruption projects of the civil society include the "Responsible State" program of the Stefan Batory Foundation (the "Barometer of corruption risk in government procurement" monitoring, "Monitoring of candidates for public offices" etc.). It is noted that the Polish "third sector" does not have stable funding; government funds dominate in the budgets of organizations, which is a disadvantage for anti-corruption NGOs. It is emphasized that the Polish citizens were rarely mobilized specifically against corruption, although some other issues (such as the judicial reform, tightening of the abortion law etc.) caused mass protests. The author notes a low level of involvement of the Polish "third sector" in the development of anti-corruption policy. At the same time, it is emphasized that Poland is a good example for Ukraine of how the vector of state development changes thanks to the active civil society and attention is drawn to the problems of good governance. ; Досліджується роль в антикорупційній протидії неформального конструктивного інституту громадянського суспільства. Акцентовано, що громадянський активізм може стати рушійною силою в запобіганні недоброчесності в політиці, а інертність громадянського суспільства тінізує політичну систему, зумовлює корупційне «захоплення» держави зацікавленими політикоекономічними акторами. На прикладі Польщі показано можливості громадянського суспільства в реалізації антикорупційних механізмів. Досліджено: як відбувалося становлення польського громадянського суспільства та які чинники вплинули на його еволюцію; якими є масштаби політичної та ін. видів корупції у цій країні; як змінювалася динаміка корупційних практик; якою є роль саме інституцій громадянського суспільства Польщі у протидії корупції.Звернено увагу на рівень корупції у Польщі та основні її прояви. Досліджено діяльність інституцій польського громадянського суспільства як акторів антикорупційної протидії. Відзначено, що антикорупційну активність характеризує лише одиничні з асоціацій, фондів у Польщі; більше уваги теми корупції приділяють партії та медіа. Відзначені проекти Фундації ім. С. Баторія, Гельсінського Фонду з прав людини, Асоціації лідерів локальних громадських груп та Transparency International – Polаnd. До успішних антикорупційних проектів громадянського суспільства віднесено програму «Відповідальна держава» Фундації ім. С. Відзначено, що польський «третій сектор» не має стабільного фінансування; домінують державні кошти у бюджеті організацій, що є певним недоліком для антикорупційних НУО. Акцентовано, що польські громадяни дуже зрідка мобілізовувалися саме проти корупції, хоча інші теми (реформа судоустрою, жорсткішання законодавства про аборти тощо) викликали масові акції протестів. Констатовано невисокий рівень залученості польського «третього сектора» до вироблення антикорупційної політики Водночас акцентовано, що Польща для України є добрим прикладом того, які завдяки активному громадянському суспільству змінюється вектор розвитку держави та привертається увага до проблем належного урядування.

The author notes that despite the rapid pace of reforms in the Czech Republic during the last three decades, the high level of corruption constrains effective modernization of the country. It is emphasized that the Czech civil society is an active lobbyist for anti-corruption initiatives. The article: 1) determines the level of development, the degree of formation of the civil society of the Czech Republic; 2) investigates the extent of damaging impact of the destructive institution of corruption on the country; 3) studies the influence of the constructive institution of the Czech civil society on the destructive institution of corruption. It is noted that, despite the high level of corruption in the Czech Republic, unlike some other Central and Eastern European countries, mass anti-corruption protests are rare in this country. On the other hand, there are significant anti-corruption initiatives of the Czech "third sector", particularly the anti-corruption platform Rekonstrukce STATU (RotS), Transparency International ‒ Česká republika, Frank Bold, Zindex, Oživení, etc. The article analyzes the activities of the anti-corruption platform RotS, which unites over 20 NGOs and is focused on the development of anti-corruption bills. It is noted that the legislative proposals of RotS led to the emergence of a number of public initiatives in other Central and Eastern European countries (for example, Ez a minimum a korrupció ellen in Hungary, Štrngám za zmenu! in Slovakia, etc.). The article analyzes the anti-corruption initiatives of the Frank Bold human rights organization, which provides legal counseling, legal protection in corruption cases, lobbies for bills aimed at controlling the government and ensuring transparency of public decision-making, primarily when it comes to state contracts. It studies the activities of Zindex (specialized on detecting corruption in government procurements) and Oživení (providing anti-corruption counseling, anti-corruption audit, development of anti-corruption etc.). It is argued that the experience of the Czech Republic demonstrates the significant potential of the civil society in corruption counteraction. Without the civil society actors in Czech Republic it would be impossible to publicly discuss the corruption issues, or to force politicians to consider these issues relevant. ; Відзначено, що попри швидкі темпи реформування Чехії в останні три десятиліття, високий рівень корупції стримує ефективну модернізацію країни. Акцентовано, що чеське громадянське суспільство виступає активним лобістом антикорупційних ініціатив. У статті: 1) визначено рівень розвитку, ступінь сформованості громадянського суспільства Чехії; 2) досліджено міру руйнівного впливу деструктивного інституту корупції в цій країні; 3) з'ясований вплив конструктивного інституту чеського громадянського суспільства Чехії на деструктивний інститут корупції. Зауважено: попри високий рівень корупції в Чехії, тут, на відміну від низки країн Центрально-Східної Європи, антикорупційні масові акції протесту мають поодинокий характер. Натомість значними є антикорупційні ініціативи чеського «третього сектора», зокрема, антикорупційної платформи «Rekonstrukce STATU» (RotS), Transparency International ‒ Česká republika, «Frank Bold», «Zindex», «Oživení» та ін. Проаналізовано діяльність антикорупційної платформи «RotS», яка об'єднує понад 20 чеських НУО та сконцентрована на розробці антикорупційних законопроектів. Відзначено, що законотворчі пропозиції «RotS» зумовили появу низки громадських ініціатив у інших країнах Центрально-Східної Європи (наприклад, «Ez a minimum a korrupció ellen» в Угорщині, «Štrngám za zmenu!» у Словаччині та ін.). У статті досліджено антикорупційні ініціативи організації правозахисного типу «Frank Bold», яка забезпечує юридичне консультування, захист у справах про корупцію, лобіює законопроекти, спрямовані на контроль за урядом, забезпечення прозорості прийняття публічних рішень, найперше ‒ щодо державних контрактів. Вивчено діяльність НУО «Zindex» (спеціалізується на виявленні корупції в державних закупівлях) і «Oživení» (здійснює антикорупційне консультування, антикорупційний аудит, вироблення антикорупційних стратегій тощо). Аргументовано: досвід Чехії засвідчує значний потенціал громадянського суспільства в протидії корупції. Без акторів громадянського суспільства в Чехії унеможливилося б публічне обговорення теми корупції та змушування політиків уважати ці питання релевантними.

The article studies the participation of Bulgarian civil society in corruption counteraction on the national levels. It determines the extent of the "capture" of the state by corruption and underlies the systemic character of corruption in this country despite over a decade of EU membership. It is emphasized that the modern corruption practices in Bulgaria originated in the late 1980s and early 1990s: the overthrow of the communist regime and transition to market economy caused the emergence of informal groups of the former communist nomenklatura. It is noted that these groups still control the decision-making processes in the country by their activities in the "shadow zone" of politics, economy, and justice. Corruption significantly reduces the effect of the EU financial assistance and is an obstacle to Bulgaria's accession to the Schengen Area. The author notes that corruption counteraction has been included in the agenda of public policy only since the formation of I. Kostov's democratic government in 1997. The final decision concerning the European integration vector in Bulgaria's development led to the government and civil society cooperation in defining the national anti-corruption policy.The analysis of the pace of reforms in Bulgaria made it possible to conclude that this country has fallen into a post-communist trap, being in the "grey zone" between socialism and capitalism: de facto, several families form the Bulgarian politics; the media owners usually have close ties with the political elite, leading to lack of quality investigative journalism and to pronounced self-censorship of journalists; none of the Bulgarian ex-government officials have been convicted of corruption crimes. What makes Bulgaria significantly different from the other Central and Eastern European countries (especially Romania and Slovakia) is that the protest actions are not strong enough to force the authorities to take them into account. The largest surge in anti-corruption protests (three "waves") was noted in 2013: 1) protests of socio-economic nature, complemented by anti-corruption demands (January – February); 2) protests against corruption and oligarchic political system (June – July); 3) student anti-corruption protests (November). The author emphasizes that currently the Bulgarian civil society remains relatively weak in its anti-corruption activities. The main obstacles to the effective work of the non-governmental sector include a rather limited participation of the NGOs in the public and political life, lack of solidarity etc. ; Досліджується участь громадянського суспільства Болгарії в протидії корупції на національному рівні. Акцентовано, що новітні корупційні практики в Болгарії своїм корінням сягають кінця 1980-х ‒ початку 1990-х рр.: повалення комуністичного режиму та перехід до ринкової економіки зумовили появу неформальних угруповань колишньої комуністичної номенклатури. Звернено увагу, що ці угруповання донині контролюють процеси прийняття рішень у державі, діючи в тіньовій зоні політики, економіки й юстиції. Відзначено, що корупція істотно знижує ефект фінансової допомоги ЄС та є перешкодою приєднанню Болгарії до Шенгенської зони. Зауважено, що протидія корупції включена в порядок денний публічної політики лише з 1997 р. із приходом демократичного уряду І. Костова. Констатовано, що остаточна визначеність щодо євроінтеграційного вектора розвитку Болгарії зумовила співпрацю уряду та громадянського суспільства у виробленні національної антикорупційної політики.Аналіз темпів реформ у Болгарії уможливив висновок, що ця країна потрапила в посткомуністичну пастку, опинившись у «сірій зоні» між соціалізмом і капіталізмом: фактично кілька родин формують болгарську політику; власники медіа переважно тісно пов'язані з політичною елітою, тому бракує якісних журналістських розслідувань, увиразнена самоцензура журналістів; жоден із болгарських екс-урядовців не відбуває покарання за вчинені корупційні злочини. Звернено увагу, що Болгарія істотно відрізняється від інших держав Центрально-Східної Європи (найперше, Румунії та Словаччини) тим, що протестні акції тут не настільки потужні, аби влада була вимушена прислухатися до них. Відзначений найбільший в історії Болгарії сплеск антикорупційних протестів (три «хвилі») 2013 р.: 1) протести соціально-економічного спрямування, доповнені антикорупційними вимогами (січень – лютий); 2) протести проти корупції та олігархічної політичної системи (червень ‒ липень); 3) студентські антикорупційні протести (листопад). Підкреслено, що нині болгарське громадянське суспільство залишається порівняно слабким у своїй антикорупційній протидії. Перешкодами ефективній роботі неурядового сектора визначено доволі обмежену участь НУО в громадсько-політичному житті, відсутність солідарності та ін.

The article studies the participation of Bulgarian civil society in corruption counteraction on the national levels. It determines the extent of the "capture" of the state by corruption and underlies the systemic character of corruption in this country despite over a decade of EU membership. It is emphasized that the modern corruption practices in Bulgaria originated in the late 1980s and early 1990s: the overthrow of the communist regime and transition to market economy caused the emergence of informal groups of the former communist nomenklatura. It is noted that these groups still control the decision-making processes in the country by their activities in the "shadow zone" of politics, economy, and justice. Corruption significantly reduces the effect of the EU financial assistance and is an obstacle to Bulgaria's accession to the Schengen Area. The author notes that corruption counteraction has been included in the agenda of public policy only since the formation of I. Kostov's democratic government in 1997. The final decision concerning the European integration vector in Bulgaria's development led to the government and civil society cooperation in defining the national anti-corruption policy.The analysis of the pace of reforms in Bulgaria made it possible to conclude that this country has fallen into a post-communist trap, being in the "grey zone" between socialism and capitalism: de facto, several families form the Bulgarian politics; the media owners usually have close ties with the political elite, leading to lack of quality investigative journalism and to pronounced self-censorship of journalists; none of the Bulgarian ex-government officials have been convicted of corruption crimes. What makes Bulgaria significantly different from the other Central and Eastern European countries (especially Romania and Slovakia) is that the protest actions are not strong enough to force the authorities to take them into account. The largest surge in anti-corruption protests (three "waves") was noted in 2013: 1) protests of socio-economic nature, complemented by anti-corruption demands (January – February); 2) protests against corruption and oligarchic political system (June – July); 3) student anti-corruption protests (November). The author emphasizes that currently the Bulgarian civil society remains relatively weak in its anti-corruption activities. The main obstacles to the effective work of the non-governmental sector include a rather limited participation of the NGOs in the public and political life, lack of solidarity etc. ; Досліджується участь громадянського суспільства Болгарії в протидії корупції на національному рівні.
