The perceptions of the Indian elite about South Asian regional cooperation are not similar. Hardliners advocate an Indian-sponsored South Asian route, "centrists" stick to status quo while moderates opt for a South Asian Association for Regional Cooperation (SAARC) route to a South Asian order, through which India could ultimately become the acceptable predominant power in the region. No scheme of farreaching cooperation can thrive in an environment of domination, political mistrust and excessive economic nationalism. The other constituent nations have to reciprocate Indian goodwill to make SAARC a success. The Indian government's position on SAARC is very cautious and even ambiguous.
