This open access book gathers the results of an interdisciplinary research project led by the Swiss Competence Centers for Energy Research (SCCER CREST) and jointly implemented by several universities. It identifies political, economic and legal challenges and opportunities in the energy transition from a governance perspective by exploring a variety of tools that allow state, non-state and transnational actors to manage the transition of the energy industry toward less fossil-fuel reliance. When analyzing the roles of these actors, the authors examine not only formal procedures such as political and democratic processes, but also market behavior and societal practices. In other words, the handbook focuses on both the behavior and the positive and normative frameworks of political actors, bureaucracies, courts, international organizations, lobby groups, civil society, economic actors and individuals. The authors subsequently use their findings to formulate specific guidelines for lawmakers and other rule-makers, as well as private and public actors. To do so, they draw on approaches stemming from the legal, political and management sciences.

L'Agenda 2030 de l'ONU avec ses 17 objectifs mondiaux de développement durable (Objectifs de Développement durable, ODD) constitue le cadre d'orientation déterminant pour une politique axée sur le développement durable tant au niveau mondial que national. En raison de leurs compétences dans de nombreux domaines politiques pertinents pour les ODD, les cantons jouent un rôle central dans la mise en œuvre de l'Agenda 2030 et des ODD en Suisse. À date, on sait peu de choses sur la question de savoir si et de quelle manière les cantons mettent en œuvre l'Agenda 2030 et les ODD et relèvent les défis et opportunités qui en découlent. C'est pourquoi un sondage sur l'état de la mise en œuvre de l'Agenda 2030 et des ODD dans les offices cantonaux a été mené à l'Université de Bâle dans le cadre d'un projet de recherche subventionné par le Fonds national suisse. L'objectif du sondage est d'obtenir un aperçu aussi complet que possible de la notoriété, de l'importance et des activités pour la mise en œuvre de l'Agenda 2030 et des ODD ou des thèmes du développement durable correspondants dans les offices cantonaux. Les questions portaient également sur comment la mise en œuvre des ODD pouvait être renforcée. Le sondage en ligne a été réalisé entre l'été et l'automne 2021 et s'adressait à tous les responsables d'office au niveau cantonal. Sur un total de 1006 d'unités administratives contactées, 397 ont participé (taux de réponse : 40 %). Le sondage montre que le développement durable et les ODD sont bien connus et pertinents dans les services administratifs cantonaux. La moitié des responsables d'office connait les ODD et presque tous les offices (94%) indiquent que les thèmes de durabilité ou les ODD sont pertinents. Les ODD 5 (Éducation), 12 (Consommation et production durables), 13 (Lutte contre le réchauffement climatique) et 17 (Partenariats pour la réalisation des objectifs) sont particulièrement pertinents pour le travail des offices. Die Agenda 2030 der UN mit ihren 17 globalen Nachhaltigkeitszielen (Sustainable Development Goals, SDGs) ist auf globaler und nationaler Ebene der massgebliche Orientierungsrahmen für Nachhaltigkeitspolitik. Aufgrund ihrer Kompetenzen in vielen Politikfeldern, die für die SDGs von Bedeutung sind, spielen die Kantone eine zentrale Rolle bei der Umsetzung der Agenda 2030 und der SDGs in der Schweiz. Bislang ist wenig darüber bekannt, ob und wie die Kantone die Agenda 2030 und die SDGs umsetzen und die damit verbundenen Herausforderungen und Chancen bewältigen. Daher wurde an der Universität Basel im Rahmen eines vom Schweizerischen Nationalfonds geförderten Forschungsprojekts eine Umfrage zum Stand der Umsetzung der Agenda 2030 und der SDGs in Kantonsverwaltungen durchgeführt. Das Ziel der Umfrage besteht darin, einen möglichst umfassenden Überblick über Bekanntheit, Stellenwert und Aktivitäten zur Umsetzung der Agenda 2030 und der SDGs bzw. entsprechender Nachhaltigkeitsthemen in kantonalen Verwaltungen zu gewinnen. Zudem wurde abgefragt, wie die Umsetzung der SDGs gestärkt werden kann. Die Online-Umfrage wurde zwischen Sommer und Herbst 2021 durchgeführt und richtete sich an alle kantonalen Amtsleiter*innen. Von den insgesamt 1003 angeschriebenen Verwaltungsstellen nahmen 397 teil (Antwortrate: 40%). Die Umfrage dokumentiert eine hohe Bekanntheit und Relevanz von Nachhaltigkeit und der SDGs. Die Hälfte der Amtsleiter*innen kennt die SDGs und fast alle Ämter (94%) geben an, das Nachhaltigkeitsthemen oder SDGs relevant sind. Insbesondere die SDGs 5 (Bildung), 12 (Nachhaltige/r Konsum und Produktion), 13 (Massnahmen zum Klimaschutz) sowie 17 (Partnerschaften zur Erreichung der Ziele) sind für die Arbeit der Ämter relevant. Recent instances of political backlash against global governance efforts as well as conventional wisdom suggest that there is a link between shifting authority from the domestic to the global level, on the one hand, and the legitimacy of global governance institutions as perceived by citizens and other stakeholders on the other. We thus investigate whether and how increasing the authority of a global governance institution affects citizens' legitimacy perceptions, using a population-based survey experiment in Germany and the United States (N=1600 each). The empirical focus is on climate change, a costly and paradigmatic global governance effort. The results show that certain shifts of political authority, such as changes to majority decision making at the international level and automatic implementation of international decisions domestically, do not significantly affect "average" citizens' legitimacy perceptions of global governance institutions. This result is not due to citizens' incapacity to understand the implications of increasing authority, namely, that increasing authority results in a loss of control over climate policy in Germany and the United States. Rather, legitimacy perceptions appear to be shaped by citizens' perceptions of procedural and performance quality of such efforts as well as by their level of cognitive mobilization, namely their interest in international politics. In brief, we find that citizens relate perceived procedural and performance quality of global governance with their evaluation of its legitimacy, but that subtle shifts of authority from the domestic to the global level do not per se affect citizens' legitimacy perceptions.

Powerful political actors in the international system quite frequently adopt unilateral policies whose implications extend beyond their respective borders. Examples include financial market regulation as well as taxation, trade and environmental policies. They do so to avoid lowest common-denominator outcomes in areas where they desire more ambitious international policies, and to motivate or coerce other countries to shoulder a part of the burden associated with problem solving. This article explores whether and how such unilateralism affects public opinion in other countries, arguing that such analysis can point to external constraints on unilateralism and is worthwhile also for normative reasons. Empirically, we examine the effect of a major unilateral European Union (EU) climate policy initiative, which regulates emissions from aircraft, on public opinion in India and the United States, the two largest democracies outside the EU. Based on survey experiments, we study the effects of cost and sovereignty considerations on people's evaluation of the EU's new policy. The results show that both types of concern play a significant role and may act as a constraint on unilateral European climate policy.
