The delivery of justice is a core function of the modern state. The recent introduction of jury/lay judge systems for criminal trials in Japan, South Korea, Spain, and perhaps soon Taiwan represents a potentially major reform of this core function, shifting decision making authority from professional judges to ordinary citizens. But the four countries chose to empower their citizens to markedly different degrees. Why? Who Judges? is the first book to offer a systematic account for why different countries design their new jury/lay judge systems in very different ways. Drawing on detailed theoretical analysis, original case studies, and content analysis of fifty years of Japanese parliamentary debates, the book reveals that the relative power of 'new left'-oriented political parties explains the different magnitudes of reform in the four countries. AbstractDaniel P. Aldrich's Building Resilience: Social Capital in Post‐Disaster Recovery (University of Chicago Press, 2012) is a major addition to the study of how societies recover in the wake of natural disasters. In this book, Aldrich challenges conventional claims that successful reconstruction from natural disasters is about the quality of governance, sufficient funding, extent of physical damage, or levels of human capital. Instead, he points to social capital as a crucial determinant of a society's post‐disaster recovery over the medium to longer term. The book also raises important issues as to how we might think about the independence of observations in the wake of disaster, the concepts of bridging and social capital, how to fruitfully integrate societal‐based accounts of post‐disaster with state‐based accounts, and about moving toward more systematic comparisons not only within but also across different disasters.

This article develops and tests a general framework for explaining variations in the extent of postwar reconstruction. Existing studies point to the importance of economic resources and a coherent state apparatus in promoting effective reconstruction. This study argues that because reconstruction inherently requires coordination between numerous societal actors as well as between state and society, a full explanation for the extent of reconstruction must examine the linkages among those actors, especially civil society. By generating greater amounts of information, a more vibrant civil society leads to (a) better identification of needs, (b) more efficient implementation, and (c) more effective monitoring. Statistical analyses of newly assembled data from 46 Japanese prefectures lend support to the propositions advanced in the article.

Analysts have long sought to understand whether women and men have different ethical orientations. Some researchers have argued that women and men consistently make fundamentally different ethical judgments, especially of corruption; others have found no such disparities. This study considered whether an individual's age may also play a role in determining his or her moral judgment. A statistical investigation of interactive effects between gender and age in a nationally representative data set from Japan shows that this interaction functions better as a predictor of moralism than do education or gender alone. Older individuals of both sexes were found to have similar strict moral perceptions; as women and men age, their ethical judgments converge.

Scholars have argued that there is a broad gender gap in support for the long-ruling Liberal Democratic Party (LDP) in Japan. We uncover strong evidence that age, rather than gender, along with rural or urban location, serves as the most critical determinant of party support. Through logistic regression, propensity score matching and simulation techniques applied to four large-scale datasets; we demonstrate that age effects are consistent but slowly diminishing across cohorts between the mid-1970s and the early 2000s. As Japanese women and men age, they come to support the LDP at similar rates controlling for education, income and other demographic factors. We argue that this age gap is a result of socialization and redistribution and not educational levels or socio-economic status, as is often suggested.
