Purpose – to review and analyze problematic issues related with the ICANN's (Internet Corporation for Assigned Names and Numbers) role in the Internet administration and the interaction between national governing institutions. Design/methodology/approach – based on the comparison and systematic analysis of scientific literature, the authors discuss problematic issues related with the Internet governance model, where the ICANN takes the biggest part in the Internet administration. Its current legal status is causing controversies among different stakeholders, so the analytical approach towards the issue may help to facilitate the reach of the compromise in this area. Findings – the authors accentuate problematic phenomena, which are related with the Internet government structure. The current international legal state of the ICANN is highlighted in the article as well as the factors which influence the ICANNs struggle for independence. Research limitations/implications – the international legal status of the ICANN is a hard topic, where many interests from different parties collide. Because of that, it is impossible to convey the objective and impartial analysis of the problem. Different attitudes, political interest and even political views may influence the understanding of the issue. That is why the authors present their subjective opinion and suggest one of the possible Internet governance narratives as a basis for further discussion. Practical implications – the authors accentuate main sources of international friction between other state governing institutions and the ICANN. If the Internet administration structure will is left at the same status, there may be more upcoming hazards. The insights and recommendations in this article may be used as a basis for further problem analysis. Value – the article emphasizes current Internet governance problems and the role of the ICANN, while trying to moderate the interests of different parties. The expansion of the Internet allows implementing new service and business models. As a political tool, it is also attracting attention from different groups of interests and oversteps the boundaries of widely accepted values, such as freedom of speech, accessibility of information or economic interests. This question has a clear geopolitical context, for that reason, decision related with the future of the ICANN and the Internet governance should be solved responsibly. The authors give their insights about the topic by determining the main presumptions for the transformation of the ICANN's legal status and by analyzing positive and negative sides of such hypothetical outcome. ; Šio straipsnio tikslas ‒ apžvelgti bei išnagrinėti ICANN (Internet Corporation for Assigned Names and Numbers) sąveiką su kitų šalių valdančiomis institucijomis interneto infrastruktūros bei taisyklių administravimo kontekste. Remiantis literatūros lyginamąja bei sistemine analize nagrinėjami autorių darbai šioje srityje, analizuojami praktiniai pavyzdžiai, pateikiamos išvados, siūlymai bei numatomos galimos valdymo tendencijų prielaidos administruojant internetą. Autoriai nagrinėja ICANN veiklos teorinius bei praktinius niuansus, jos esamo teisinio statuso privalumus bei trūkumus, konkurenciją tarp suinteresuotų šalių siekiant svaresnio vaidmens administruojant interneto infrastruktūrą. Taip pat nagrinėjamas GAC (Governmental Advisory Committee) santykis su ICANN bei interesų tarp skirtingų šalių derinimo niuansai. Purpose—to review and analyse the problematic aspects related to domain name allocation and further usage processes, highlighting legal regulation of a domain name system. Design/methodology/approach—based on the comparison analysis of scientific literature, authors discuss problematic issues related to the legal regulation of domain name allocation and usage processes, analyse practical approaches and collision cases in the context of a domain name system. The authors examine the positive and negative aspects of a domain naming system and conflicting regulatory specifics. This paper describes the development of institutional bodies responsible for DNS management, supervision approaches and inner functionality policies. Findings—the authors examine domain naming system models and dispute resolution mechanisms, their evolution in the context of Internet development and the structural changes of the Internet governance institutions. The authors analyse tendencies related to DNS regulation and the possible effect of new regulation models in practice, while reflecting interests of stakeholders in the subject field. Research limitations/implications—agreements on the registration of domain names are based on self-regulation principles. A number of different interests may collide when speaking about domain name registration or usage and this issue becomes a major challenge to scientists and lawyers who are seeking an optimal domain-naming regulatory mechanism. The article does not address trademark conflicts within domain names in this respect. This should be considered as an object for separate study, which requires deeper analysis. Practical implications—the authors review key aspects of the domain name system and describe tendencies for the regulatory models. Value—the article emphasizes potential domain naming conflicts and disputes concerning the usage of common terms and phrases in order to manipulate information for illicit purposes. The legal and ethical aspect related to the limitation of domain name usage is reviewed when various combinations of top level domains and second level domains may arise due to newly-created generic top-level domain names. The usage of these methods may inflict potential threats for the legitimate interests of institutions, individuals or other legal subjects. The reasonable limitations of domain naming system could possibly help to protect the legal interests of individuals and to secure the legitimate expectations arising from a historical, cultural and legal perspective. The growth and impact of the internet influences global economic, political and business processes. The emerging of internet of things and other adaptations of the technology determine the necessity to liberalize the governance of a domain name system. ; Per pastaruosius dvidešimt metų interneto technologija tapo viena pažangiausių bei greičiausiai besivystančių pasaulyje. Internetas tampa bendravimo, informacijos sklaidos bei verslo arterija, su kuria siejamos paslaugos bei galimybės iš esmės transformuoja darbo, poilsio bei saviraiškos procesus. Dvidešimtojo amžiaus paskutiniame dešimtmetyje į interneto rinką žengus privatiems žaidėjams atsirado poreikis keisti interneto valdymo bei administravimo struktūrą. Domeno vardų suteikimo sistema buvo per daug gremėzdiška ir nelanksti. Interneto fronte susidūrė tiek intelektinės nuosavybės saugotojų, tiek laisvos informacijos prieigos šalininkų interesai. Jungtinių Amerikos Valstijų Komercijos departamentas, spaudžiamas skirtingų interesų grupių bei tarptautinės bendruomenės, įkūrė organizaciją ICANN (angl. Internet Corporation for Assigned Names and Numbers), kurios pagrindinis tikslas buvo padėti išspręsti probleminius interneto administravimo klausimus, susietus su naujų aukščiausio lygmens domeno vardų įvedimu, ginčų dėl domeno vardų sprendimo problematika, domeno vardų užgrobimu bei intelektinės nuosavybės apsauga. Formaliai ICANN veikdama kaip nepriklausoma institucija išliko JAV jurisdikcijoje ir siekia plėsti nepriklausomumą, kartu inicijuodama naujų aukščiausio lygmens domenų patvirtinimą, ginčų politikos pokyčius bei interneto reguliavimo tendencijas. Tačiau sulig naujų aukščiausio lygmens domeno vardų atsiradimu bei interneto pokyčiais balanso išlaikymas tarp skirtingų interesų grupių tampa sudėtingu uždaviniu. Iki ICANN sukūrimo vyravęs pirmumo teisės į domeno vardą principas kėlė daug sumaišties tarp domeno vardų savininkų bei pretenduojančių tokiais tapti. Pasikeitus ginčų sprendimo politikai atsirado daugiau lankstumo fiziniams bei juridiniams asmenims išspęsti nesutarimus neteisminiu būdu. Nepaisant to, kad dabartinis ginčų sprendimo mechanizmas pažangesnis bei lankstesnis, neišvengiamai atsiskleidžia silpnosios naujų aukščiausio lygmens domeno vardų atsiradimo pusės. Aukščiausio ir antrinio lygmens domeno vardų dermių priimtinumas gali tapti rimtu galvosūkiu tiek mokslininkams, tiek paprastiems interneto naudotojams. Pavykus užregistruoti tokius domeno vardų derinius kaip "church.xxx" gali kilti tam tikrų visuomenės grupių nepasitenkinimas dėl termino prasmės iškraipymo. ICANN šiuo atveju vadovaujasi sąžiningų ketinimų principu ir išbraukia panašius derinius iš galimų rezervuoti domenų sąrašo, tačiau neatmestina galimybė, kad išradingesni bei gudriau užslėpti domeno vardų deriniai anksčiau ar vėliau prasiskins kelią į interneto erdvę. Ginčų tvarkos supaprastinimas bei pigumas taip pat sudaro sąlygas piktnaudžiauti domeno vardo užginčijimo sistema turtingiems rinkos žaidėjams, tad balansas tarp ginčų sprendimo operatyvumo, tikslingumo bei teisingumo dar nėra nusistovėjęs. ICANN stiprina savo pozicijas, todėl neatmestina galimybė, jog anksčiau ar vėliau ši organizacija atsikratys JAV Komercijos departamento šešėlio. Kita vertus, tarptautinės organizacijos statuso suteikimas prie Jungtinių Tautų vargu ar padėtų padidinti interneto laisvę dėl didžiulės biurokratijos, su kuria neišvengiamai susidurtų ICANN. Purpose: To define the Internet of things and to analyze it as a background for the internet of services. Design/methodology/approach: The article discusses potential possibilities and problematic issues concerning the Internet of things (IoT) and Internet of services (IoS). The debates concerning IoT and its possible application fields have continued for more than ten years. The technological background is there and the fields of application are broad. However, there is still a lack of understanding about the possible benefits that technology could give to various bodies if applied correctly. This article is based on comparison and analysis of scientific articles, research papers and case studies related to the potential for IoT and its implementation in IoS. Theoretical findings: IoT is a logical evolutionary step for the internet. Despite the technological background, the concept of objects which are aware of their surroundings, allow to manipulate them by defining different rule patterns and ensuring interaction possibilities with other objects or human beings. The necessity for web-based services is increasing along with the technological gadgets which support them. Applying things, which are connected in a network, could revolutionize many industry and service sectors and create new service provision and administration methods based on information technology. However, there are many problematic issues and research challenges related to the IoT. Few of the most significant are related to standardization of technology, legal regulation and ethical aspects concerning the IoT technology. Research limitations/implications: The IoT is a popular trend promoted by the business sector and governmental bodies. There are few comprehensive studies and projects which talk about the benefits that business and society could gain from the IoT. There is a lot less information about the possible risk and problematic aspects, and a lack of agreements between the developers of technologies. In the scientific community arguments are also varied depending on the technologies used and regulation models adopted. For that reason it is possible to review the topics only focusing on narrow, but most comprehensively analyzed spectrum of problematic issues. Practical implications: Theoretical framework for future research in the field was developed. ; Internetas, kaip tinklas, sudarytas iš tinklų, užtikrina efektyvų panašiais standartais grįstą informacijos perdavimą skirtingiems subjektams. Šiuo metu internetu naudojasi daugiau nei du milijardai žmonių visame pasaulyje. Interneto technologija sudaro sąlygas sudėtingų tinklinių sistemų atsiradimui, kurios evoliucionuoja, keičiasi bei leidžia nustatyti ryšius tarp skirtingų duomenų vienetų. Kita pakopa, leidžianti žengti dar vieną žingsnį interneto technologijos pritaikymo kontekste – daiktų internetas. Buitinių prietaisų, automobilių, energijos sąnaudų daviklių ar miesto transporto sistemų sujungimas į bendrą tinklą, skirtą vieningai prietaisų bei sistemų komunikacijai, leistų gerokai išplėsti funkcinę jų taikymo sritį. Daiktų interneto technologijų plėtojimas gali padėti spręsti nūidienai aktualius socialinius uždavinius, tokius kaip tvarus bei efektyvus energijos išteklių naudojimas, transporto srautų modeliavimas, sveikatos būklės stebėjimas, aplinkos pokyčių sekimas ir pan. Europos Komisijos komunikate, kuris apibrėžia Europos veiksmų planą daiktų interneto plėtros kontekste, išskiriamos prioritetinės gairės bei daiktų interneto technologijos vystymo kryptys. Šiame dokumente pabrėžiama, jog daiktų internetas tik iš dalies remiasi šiandienos internetu. Tai greičiau naujos atskiros sistemos, veikiančios savo infrastruktūroje, kūrimas. Daiktų internetas siejamas su naujų paslaugų atsiradimu bei prietaisų ir įrenginių ryšio užtikrinimu, kuris galėtų sieti 50–70 milijardų kompiuterių. Straipsnio tikslas – apžvelgti bei išnagrinėti daiktų interneto vystymosi kryptis, panaudojimo būdus bei problematiką, susijusią su technologiniais, socialiniais bei teisiniais veiksniais. Daiktų internetas – technologija, siekianti sujungti fizinį ir virtualų pasaulius pasinaudojant sensoriniais įrenginiais bei sujungiant juos į tinklus, kurie komunikuoja tarpusavyje. Daiktų internetas, kai kurių autorių vadinamas kita interneto evoliucijos pakopa, glaudžiai siejasi su paslaugų internetu. Plintant nešiojamiems bei interneto prieigos galimybę turintiems įrenginiams, vystosi ir internetinių paslaugų sritis. Prognozuojama, jog daiktų interneto technologijų naudojimas stipriai paveiks paslaugų interneto plėtrą bei padidins internetu teikiamų paslaugų apimtis ir generuojamas pajamas. Žvelgiant iš technologinės pusės, daiktų interneto kūrimas apibūdinamas kaip kompleksiškas procesas, susiduriantis su standartizacijos bei teisinio reglamentavimo trūkumo problematika. Šiuo metu daiktų interneto kūrimui plačiai naudojama radijo dažnių atpažinimo (RDA) technologija sukelia teisines ir etines problemas, susijusias su privatumo ir asmens duomenų apsauga. Daiktų interneto vystymasis keičia visuomenės įpročius, todėl šios technologijos naudotojai turėtų būti informuoti apie grėsmes bei galimybes. Šiai sričiai nagrinėti yra parengta nemažai studijų apie ateities interneto perspektyvas. Straipsnio autoriai siekia išskirti svarbiausias daiktų interneto vystymosi tendencijas bei suteikti medžiagos diskusijoms ir moksliniams tyrimams plėtojant daiktų interneto pritaikomumo idėją.

This work investigates the implementation of the European Union (EU) Floods Directive (FD) in Lithuania. First, it analyzes the requirements set in the EU law for the correct and effective implementation of the directive. Second, it addresses the implementation of the FD in the national law of Lithuania and the practical application of it, particularly in regard to the amendments of the land use regulations. The assessment revealed that Lithuanian authorities comply with the deadlines and requirements set in the FD. However, not all measures are considered to be effective. The distribution of tasks, among particular authorities, especially the potential role of the river basin district council, is not clear, which can lead to an inconsistent decision-making process. The urbanization in the flood hazard territories is still growing, and the usage of hazardous chemicals in agriculture in these areas is allowed. Therefore, the legal limitations of construction and intense agriculture were not sufficiently effective. These drawbacks in the effectiveness of the implementation of the FD can significantly affect the contribution of Lithuania in achieving European and global sustainable development goals.

The development of information and communication technologies (ICT) and the expansion of information systems encourage increased usage of electronic payment methods. Electronic banking systems provide fast, safe enough and relatively low-cost service operations. Reimbursement for goods and services using e-instruments is increasing. The paper analyzes new ICT which ensure the development of new security means in e-payment operations and the risk rising in possible security disturbances. Safety support systems—authenticity, authorization, confidentiality, control, auditing, integrity, and minimal benefits for e-payment—must be designed and applied according to the safety requirements and standards that must be always updated and improved. The European Union (EU) focuses on the protection of the data of natural and legal persons in order to keep e-services safe and sound. EU legal acts which determine the financial payment involving data and information security standards and criteria are important for all EU Member States. E-banking systems ensure a prompt and adequate performance of safe financial transactions. Statistical data are analyzed in order to evaluate the situation, i.e. to find out how virtual currency transfers and payments for goods and services using e-instruments are increasing on a large scale. Technological development of e-payment increases the possibilities of quick and qualitative transfers, but cyber-security requirements and their implementation technologies are essential issues to be considered. Despite all security measures, threats to the security of e-payments are real and very serious. Systems 'cracking' tools and techniques are no less technologically advanced than their countermeasures. Most developed countries around the world pay much attention to the security of 'sensitive' information. One of the categories of this kind of information is financial data. The article discusses risk factors in assessing safety measures for financial payment. The authors analyze some ways in which software and hardware measures can be used for retrieving personal data by falsifying e-payment instruments, misleading the users of financial systems and directing them to websites with dangerous content. ; Elektroninės bankininkystės sistemos užtikrina greitą bei pakankamai saugų transakcijų atlikimą finansiniuose atsiskaitymuose. Europos Sąjungos teisės aktai, apibrėžiantys finansiniuose atsiskaitymuose naudojamų duomenų ir informacijos saugumo kriterijus ir standartus, yra svarbūs visoms ES šalims narėms. Virtualūs valiutų pervedimai bei atsiskaitymai už prekes ir paslaugas, naudojant elektroninius instrumentus, įgyja vis didesnį mastą. Nepaisant to, grėsmės elektroninių atsiskaitymų saugumui yra realios ir labai rimtos. Sistemų "nulaužimo" įrankiai bei metodai technologiškai beveik tokie pat pažangūs kaip ir apsaugos priemonės. Labiausiai išsivysčiusios pasaulio šalys daug dėmesio skiria "jautrios" informacijos saugumui. Prie tokios informacijos kategorijos priskirtini su finansinių atsiskaitymų operacijomis susiję fizinių bei juridinių asmenų duomenys. Straipsnyje nagrinėjami rizikos veiksniai vertinant saugos reikalavimų priemones finansiniuose atsiskaitymuose. Analizuojami kai kurie būdai, kaip elektroniniams nusikaltimams sukurtą programinę bei techninę įrangą galima panaudoti nuskaitant asmens duomenis, klastojant elektroninio mokėjimo instrumentus, klaidinant elektroninių finansinių sistemų naudotojus.
