Ten years after the financial crisis of 2008 there is widespread scepticism about the ability to curb volatile financial markets and achieve international cooperation. Rather than simply a result of the clash of national egoisms, this text explores the structural origins of this failure in the competing models of capitalism across the globe.

South Korea is the seventh largest emitter of CO2and its climate-change mitigation policies are clearly insufficient. At the same time, the country has been very ambitious in implementing industrial policies promoting green technologies and international initiatives to support greenhouse gas mitigation in developing countries. What explains this discrepancy between weak emission goals and strong investments in green technology as well as ambitions to become a green 'global leader'? This article argues that the specific character of Korean climate policies can be understood in the context of Korea's legacy as a developmental state characterized by strong corporatist links between state and business as well as a weak civil society.

Corruption remains one of the key obstacles to democratization and good governance. Given the nature of the subject, corruption is notoriously difficult to study. International comparisons and rankings of good governance such as the World Bank World Governance Indicators, the Bertelsmann Sustainable Governance Index, or Transparency International's Global Corruption Index are very useful for providing the big picture on corruption. To understand trends and mechanisms of corruption, however, it is necessary to conduct case studies on both successful and failed cases of anti-corruption policies. This paper investigates the successes and challenges of the fight against corruption in South Korea since the beginning of democratization in 1987. The investigation shows that Korea has generally been successful in controlling corruption. The paper argues that the remaining problems can be largely explained by the legacy of authoritarian rule and the undermining of state autonomy through the concentration of economic power. This paper contributes to the understanding of the diversity of capitalism by combining approaches from comparative political economy and development studies, notably developmental state theory. We show that different types of capitalism react differently to global shocks and offer some support for the classic varieties of capitalism argument that external pressure leads to the reinforcement of historically evolved institutions. Moreover, we make several departures from established theories on the variety of capitalism, namely, their Eurocentric bias, their under-theorization of the role of the state, and the methodological conservative bias of institutionalist approaches. At the empirical level, this paper studies the reaction of East Asian countries (China, Japan and Korea) to the global financial crisis with a focus on fiscal stimulus packages that were implemented from 2008 to 2010. Unlike in the West, where a (short-lived) revival of Keynesianism could be observed, East Asian governments implemented large fiscal stimulus packages with strong elements of industrial policies. This paper argues that the size and character of fiscal stimulus packages can be explained by a path dependency of developmental state capitalism. In addition, the paper examines the substantial changes in the transformation from an old-style developmental state to a neo-developmental state. ; Dieses Diskussionspapier trägt zur Diskussion über unterschiedliche Spielarten des Kapitalismus bei, indem Theorieansätze aus den Bereichen Vergleichende Politische Ökonomie und Entwicklungstheorie miteinander verbunden werden. Ich stelle in diesem Papier dar, wie verschiedene Spielarten des Kapitalismus unterschiedlich auf den externen Schock der Weltfinanz- und Wirtschaftskrise seit 2008 reagiert haben. Das Papier stützt in gewissem Maße die Behauptung der Debatte über die varieties of capitalism, dass externe Herausforderungen tendenziell zu einer Stärkung historisch gewachsener institutioneller Arrangements führen. Gleichzeitig versucht der Beitrag, einige Schwachstellen der bisherigen Forschung zur Diversität von Kapitalismus zu überwinden - insbesondere den eurozentrischen Ansatz, die mangelnde Konzeptualisierung der Rolle des Staates und die zu enge Auslegung des Begriffs der Pfadabhängigkeit. Auf der empirischen Ebene untersucht dieses Diskussionspapier das Krisenmanagement ostasiatischer Länder (China, Japan und Südkorea) seit 2008. Der Fokus liegt dabei auf der Fiskalpolitik und der Implementierung von Konjunkturpaketen. Im Unterschied zum (kurzlebigen) Revival keynesianischer Nachfragepolitik im Westen lässt sich in Asien ein Rückgriff auf Elemente der Infrastruktur- und Industriepolitik beobachten. Diese Stärkung von Institutionen des klassischen ostasiatischen Entwicklungsstaates zeigt eine pfadabhängige Entwicklung an. Gleichzeitig lassen sich jedoch auch Elemente des Wandels feststellen, und das Papier beschreibt diese pfadabhängige Transformation des ursprünglichen Ostasiatischen Entwicklungsstaates in einen Entwicklungsstaat der zweiten Generation.

In this paper, I put the ongoing G20 process of improving the regulation of international finance into a historically informed perspective. To understand the driving forces behind and obstacles to international cooperation in governing finance I combine concepts from international political economy and comparative political economy (IPE and CPE) that have previously been only loosely connected. Building on the IPE literature that highlights the historical and political embeddedness of financial regulation I depart from the IPE focus on the globalization of US-UK financial market capitalism. CPE studies show that, since the 1970s, different variations of capitalism have reacted in distinct ways to the collapse of the Bretton Woods system, lower growth rates and saturated domestic markets. Most notably, there has been a divergence between the approaches of financializing countries (US, UK) and export-oriented countries (Germany, East Asian nations). The interdependence between financialized and export-oriented variations of capitalism has contributed to the dynamics and crises of international finance for the past four decades. This 'imbalance of capitalisms' also became an obstacle to international cooperation in regulating finance. Faced with the 'trilemma of economic policies,' the financialized and export-oriented variants of capitalism have chosen different combinations of macroeconomic policies, currency policies, and the regulation of financial flows and financial firms. This divergence has led to conflicting preferences with regard to international cooperation to regulate finance. ; Dieses Papier betrachtet die historischen Hintergründe der Schwierigkeiten und Konflikte bei der (Re-)regulierung der internationalen Finanzbeziehungen in der G20. Diese Konflikte lassen sich besonders gut bei dem Versuch der Koordinierung von Fiskal- und Geldpolitik, der Regulierung von Banken und Finanzströmen sowie der Reduzierung globaler wirtschaftlicher Ungleichgewichte beobachten. Hierzu werden bisher nur unzureichend verbundene Ansätze aus der Internationalen und der Vergleichenden Politischen Ökonomie (IPÖ/VPÖ) kombiniert. Die IPÖ-inspirierte Betrachtung internationaler Kooperation verbunden mit dem VPÖ-inspirierten Fokus auf die pfadabhängig unterschiedlichen Spielarten des Kapitalismus ermöglicht ein besseres Verständnis der Hintergründe von Konflikten bei der Regulierung internationaler Finanzbeziehungen. Besonders berücksichtigt werden hierbei die unterschiedlichen Entwicklungen verschiedener Spielarten des Kapitalismus seit dem Zusammenbruch des Bretton-Woods-Systems Anfang der 1970er-Jahre. Die Interdependenz von finanzmarktorientiertem Kapitalismus in den Vereinigten Staaten und Großbritannien sowie exportorientierter Kapitalismusvarianten in Europa und Ostasien haben die internationalen Finanzbeziehungen in den letzten vier Jahrzehnten entscheidend geprägt. Beide Modelle unterscheiden sich ganz erheblich bezüglich der institutionellen Arrangements bei der Regulierung von Finanzbeziehungen und der Fiskal-, Geld- und Währungspolitik. Diese Unterschiede wiederum führen zu divergierenden Präferenzen und Konflikten bei der internationalen Koordinierung der Regulierung von Finanzbeziehungen.
