The Brainpower Forum was established as an industry-education-government forum which had the objective of brining together representatives of ISF's members in these three categories for the purpose of developing policy on common problems in the area of scientific manpower. One of the Foundation's military members, the U.S. Naval Postgraduate Schoo. offered its facility to the Forum and the first conference in the series was held in Monterey, October 24-25 1956.
