Polityka państwa wobec przemysłu stoczniowego po 2015 r. była ukierunkowana na jego odbudowę m.in. poprzez realizację programu "Batory". Celem artykułu jest zbadanie założeń i realizacji jednego z projektów rządowych, a mianowicie "Batory", który zakładał m.in. innowacje w sektorze stoczniowym i stymulowanie budowy polskich jednostek pływających (promów pasażersko-samochodowych dla polskich armatorów — Polskiej Żeglugi Morskiej (PŻM) i Polskiej Żeglugi Bałtyckiej SA (PŻB SA). Dążąc do osiągnięcia powyższego celu badawczego, starano się odpowiedzieć na następujące pytania badawcze: (1) Jaka była kondycja przemysłu stoczniowego w kontekście produkcji statków i liczby osób zatrudnionych? (2) Jakie decyzje podjął rząd w zakresie budowy promów dla polskich armatorów? (3) Jakie czynniki miały wpływ na niepowodzenie realizacji projektu "Batory"? W badaniach zastosowano następujące metody: decyzyjną, porównawczą, dogmatyczną i statystyczną. Artykuł oparto na eksplikacji aktów prawnych, stenogramów z posiedzeń Sejmu RP, raportów Najwyższej Izby Kontroli (NIK) oraz dotyczącego sytuacji w przemyśle stoczniowym w Polsce opublikowanym na stronie internetowej gospodarkamorska.pl. Jest on zatem analizą politologiczną.

Innym problemem jest brak wykwalifikowanej kadry, zdegradowana i wymagająca doinwestowania infrastruktura po byłej stoczni w Szczecinie, brak wskazania źródła finansowania programu "Batory" oraz trwający od 2016 r. kryzys branży stoczniowej na świecie związany z redukcją zamówień.

In 2015, Polish government announced the reconstruction of the shipbuilding industry, involving among others the companies established after the collapse of the shipyard in Szczecin in this process consisting in the construction of big modern ships. The aim of the article is to present the assumptions and realization of the policy of Polish government in the scope of the development of shipbuilding industry in Poland after the year 2015. Particular attention was paid to government's decision aiming at the realization of shipbuilding industry development program in the context of the situation on global shipbuilding market. The attempts were undertaken to answer the following questions: What are the assumptions of the policy of Polish government in the context of the development of Polish shipbuilding industry after the year 2015?; What is the scope of realization of the assumptions of Polish governmental program addressed to the shipbuilding industry in the years 2016-2018? Is current policy of the government going to influence the establishment of a powerful center for the construction of ships within the premises of the former Szczecin shipyard? While aiming at finding the answers to research questions formulated in this way, the decision method was applied for the analysis of decisions made by the Council of Ministers concerning the implementation of the "Batory" program. The institutional and legal method was used while presenting the establishment of institutional conditions of the environment of maritime economy. In turn, thanks to the comparative method it was presented to what extent the assumptions of the governmental program concerning the development of the shipbuilding industry were realized in the years 2016-2018. Basing on the conducted research it should be stated that the establishing of a powerful center for the construction of big ships within the premises of the former Szczecin shipyard may constitute a difficult task due to insufficient experience of MSR Gryfia in the construction of such specialized vessels as passenger and freight ferries. The paper presents the differences and similarities in the economic platforms of candidates for presidency of Poland. An attempt is also made to assess which promises made by the candidates in the realm of economy generated support, and which were responsible for the conflicts arising between them. Economic problems were the subject of the electoral declarations of many candidates. Privatization, the tax system and the development of businesses attracted most attention. The visions of the Polish economy presented by the candidates were similar. Only Janusz Korwin-Mikke advocated a minimum of state intervention in economic life. The commercialization of the national health system and agricultural subsidies were the centre of the disputes between Bronisław Komorowski and Jarosław Kaczyński. The fact that the former won a judicial argument about the privatization of the health system did not help him to win over undecided voters, which was clearly evidenced in the opinion polls conducted before the election. Komorowski was elected Poland's president by a small majority. Kaczyński's defeat was due to the fact that he commanded a significant negative electorate.

Between 2004 and 2009, Stocznia Szczecińska Nowa Sp. z o.o. (SSN) was one of the largest state-owned Polish companies in the shipyard sector. The privatization of the shipyard was a pivotal element of the economic plans put forward by the Governments of Marek Belka, Kazimierz Marcinkiewicz, Jarosław Kaczyński and Donald Tusk. However, this postulate was not implemented by their respective Cabinets. The difficulties in privatizing the shipyard were due to a change in the policy towards the shipbuilding industry, delays in preparing economic plans which followed from the fact that the European Commission (EC) did not accept the restructuring plans made by the companies interested in taking over the property and the assets of the shipyard, and also because the authorities responsible for finding investors were incompetent in doing so. Marek Belka's government plan to consolidate the shipbuilding industry, aimed at selling all the property and assets of SSN within the framework of the Corporation of Polish Shipyards, was rejected by the government of Marcinkiewicz. The guidelines for privatizing the shipbuilding industry promised by the Marcinkiewicz government were never formulated or defined for the sector. The program was later accepted by the Kaczyñski Government, which despite earlier promises failed to privatize the shipyard. Donald Tusk's Cabinet was not able to live up to the challenges connected with the shipyard industry crisis. Negotiations between the Polish Government and Amber Sp. z o.o. over the privatization plan for the shipyard failed. The shipyard's restructuring plan produced by Mostostal Chojnice SA was not accepted by the EC. The Tusk government failed to find an investor in the public tenders announced for the property and assets of the shipyard – a Qatar company withdrew its initial proposal to buy the shipyard and there were no other investors willing to take it over. This was the main reason for the ensuing bankruptcy of the Szczecin shipyard.

Problematykę tę przedstawiono w kontekście zobowiązań Polski wobec polityki klimatyczno-energetycznej Unii Europejskiej do 2020 r. i 2030 r. Zwrócono uwagę na przyczyny niechęci polskich rządów wobec zielonej energii oraz jej rozwój w krajach UE. Uwzględniono konsekwencje, jakie Polska może ponieść w wyniku niewywiązania się z unijnych zobowiązań. ; The paper presents the assumptions and implementation of the energy security policy realized by Beata Szydło's and Mateusz Morawiecki's government. The decisions of the Polish government were limited to coal mining restructuring, the share of coal and brown coal in the structure of primary energy consumption in Poland, the reduction of greenhouse gases emission in the atmosphere and the development of renewable energy sources. The issue was presented in the context of Poland's obligations arising from the European Union climate and energy policy by 2020 and 2030. The author noted the reasons of Polish government's reluctance towards green energy and its development in the EU countries. The consequences that Poland may incur as a result of its failure to satisfy the EU's condition were examined.

Przekształcenia własnościowe przedsiębiorstw państwowych były jednym z elementów transformacji ustrojowej Polski, która rozpoczęła się pod koniec lat osiemdziesiątych XX wieku. Zmiany własnościowe objęły stocznie produkcyjne, które miały wpływ na poziom rozwoju gospodarczego państwa oraz były symbolem wydarzeń politycznych. Przebieg procesu przekształceń własnościowych stoczni był uzależniony od decyzji rządu. Nie bez znaczenia była też sytuacja na światowym rynku stoczniowym oraz przystąpienie Polski do Unii Europejskiej. Z tego też powodu proces ten był przedmiotem szczególnej uwagi wśród polityków, badaczy oraz społeczeństwa, budząc spory i kontrowersje. Celem artykułu jest przeanalizowanie polityki poszczególnych rządów w zakresie przekształceń własnościowych przedsiębiorstw państwowych w przemyśle stoczniowym, ukazując czynniki które miały wpływ na przebieg procesu prywatyzacji stoczni. Przeprowadzając analizę polityki Rady Ministrów w zakresie przekształceń własnościowych stoczni produkcyjnych, dążono do uzyskania odpowiedzi na następujące pytania badawcze: Czy rząd polski wypracował spójną koncepcję przekształceń własnościowych przedsiębiorstw państwowych w przemyśle stoczniowym? Jakie decyzje podejmowały poszczególne rządy w celu prywatyzacji stoczni? oraz Jakie czynniki miały wpływ na proces zmian własnościowych stoczni? W badaniach wykorzystano metodę komparatystyczną, decyzyjną, instytucjonalno- prawną i statystyczną. Szczególną uwagę zwrócono na przebieg procesu prywatyzacji stoczni po wejściu Polski do Unii Europejskiej. Polityka prywatyzacyjna została zaprezentowana na przykładzie stoczni w Szczecinie, Gdańsku i Gdyni. ; Ownership changes in state-owned companies were part of the political transformation that started in Poland in the late 1980s. Ownership changes affected the production shipyards, which influenced Poland's economic development and earlier had been symbols of political importance. The ownership changes taking place in the Polish shipyards depended on the decisions made by Polish governments, but also on the situation on the global shipbuilding market and the fact that later Poland was to join the EU. Therefore, the changes attracted the attention of many politicians, academics and Polish society, arousing emotions, disputes and controversy. The aim of this paper is to analyze the policies of successive governments in terms of ownership changes in the shipbuilding sector. Attention is focused on the factors that affected the privatization of the Polish shipyards. While analyzing the policies of Polish cabinets concerning the ownership changes in the shipyards, we wanted to find the answers to the following questions: did the Polish government work out a coherent concept for changing the ownership structure in the shipbuilding industry? What decisions were made by successive Polish governments in order to reprivatize the shipyards? The study used comparative, decision-based, institutional, legal and statistical methods. Particular attention is paid to the process of reprivatization of the shipyards after Poland joined the EU. The examples of reprivatization in the shipyards of Szczecin, Gdańsk and Gdynia are given.
