Western memory and Western media do not appear to foster social peace. Academics are disappointed with the effects of the self-critical memory of the Holocaust that they have championed for three decades and that has been adopted by the UN and the EU. The cosmopolitan memory of the Holocaust has neither prevented a series of troublesome human rights violation since the 1980s nor averted the rise of right-wing, nationalistic movements in democratic societies. It might be time to retire cosmopolitan memory and develop new mnemonic strategies of violence prevention. At the same time, politicians, political activists, and journalists, inspired by the Black-Lives-Matter, the Me-Too, and the new ecological movement are frustrated with the highly efficient, digitally supercharged communication loops that reproduce racism, sexism, and climate change denial in contemporary societies. The frustrations of academics and activists point towards the need for new memory cultures that can effectively curb the social reproduction of violence, prejudice, and propaganda, for example by way of censorship. Both frustrations raise the question of how to forget the past responsibly. A look at ambitious censorship regimes in Nazi Germany, Communist China, and inside the social media giant Facebook reveals that social forgetting is an attainable goal although mnemonic censorship is a blunt, unpredictable political tool and undermines democratic exchange. The exasperation with cosmopolitan memory and digital media and the call for political intervention thus raise a veritable and frightful conundrum: does the goal of using purposeful forgetting to reduce rates of collective violence and to save the planet require dismantling basic human rights?

The essay presents analyses of the content and the reception of three particularly successful TV broadcasts about Nazism and World War II that the Zweite Deutsche Fernsehen (ZDF) first offered its viewers in the 1960s and 1970s. The programs deal with topics that German television executives and audiences found particularly intriguing: the bourgeois resistance against Hitler, the military history of World War II, and everyday life in Nazi Germany. The discussions about the programs between television makers, reviewers, and viewers illustrate that the construction of German collective memories has become a complex and multi-layered process since the 1960s, primarily as a result of political competition and generational strife.

As the most important medium of memory, German television has refracted intellectual debates about the burden of the past and influenced the popular perception of nazism for generations of viewers since the 1960s. However, limited access to archives and intellectual prejudice have so far prevented a full appreciation of television's role in the evolution of German collective memory. This article addresses this gap in the scholarship on contemporary Germany by taking a closer look at the historical coverage broadcast by the West German public television station ZDF between 1963 and 1993. In the course of our analysis the development of the contents of three decades of programming on the history of the Third Reich is linked to the available qualitative and quantitative television reception data for the same period. The evidence suggests that West German viewers were quite interested in the history of nazism and the second world war. With the exception of the mid-1970s there is no indication that the audience systematically avoided the historical coverage of the ZDF. But the data also indicates that this surprising willingness to engage with the burden of the past reflects significant changes in media content and political disposition. In the 1960s, television recycled the apologetic plot structures of West Germany's postwar historical culture. As a result, the programmes all but ignored the Holocaust and provided a very schematic, self-serving image of the past for the benefit of viewers who had themselves experienced the Third Reich. In the 1980s a more complex and self-critical vision of the nazi past appeared on the screen and was appreciated by a more diverse audience, including a majority of viewers who shared no personal responsibility for the crimes of the regime. But even the improved programming of the 1980s for the most part avoided any direct confrontation with the perpetrators and bystanders of the 'Final Solution'.

Thema des Beitrags ist die radikale Bildästhetik der von Guido Knopp und einer kleinen Gruppe von Fernsehmachern des ZDF entwickelten Geschichtsdokumentationen und Miniserien zum Dritten Reich. Die Dokumentationen haben bisher in ihrer besonderen visuellen Darstellung sehr viel Anklang beim Publikum gefunden, sind jedoch bei vielen professionellen und akademischen Kritikern auf Unverständnis gestoßen. Diese Kritik richtet sich vor allem darauf, dass eine äußerst ansprechende, provokante und Tabus brechende visuelle Darstellung des Nationalsozialismus entstanden ist, die Identifikationsmöglichkeiten schafft, die revisionistischer, ja sogar faschistischer Natur sind. Der Autor befasst sich daher mit der Frage, wie das sorgfältig abgestimmte Ensemble von Zeichen auf der visuellen Ebene funktioniert und welche Deutungen der NS-Ideologie den Zuschauern nahe gelegt werden. Er fragt, wie sich diese Botschaften von denen der Bildkultur der Nazis unterscheiden, auf die sich die Programme so entscheidend stützen? Der Verfasser skizziert den Werdegang Knopps, gibt einen Überblick über dessen filmisches Schaffen und analysiert die verschiedenen Dokumentationen zum Dritten Reich. Knopps besondere Innovation besteht darin, Dokumentationen mit Breitenwirkung zu schaffen, die eine attraktive Kombination aus Harmonie und Gewalt schaffen. Diese Darstellungen sind vor allem für jugendliche Zuschauer, die die bisher selbstkritischste Phase des deutschen Kollektivgedächtnisses in den 1980er Jahren nicht miterlebt und daher keine Möglichkeit haben, ein Gegengewicht gegen Knopps ambivalente Verherrlichung der NS-Gewalt herzustellen, wenig geeignet. Since the 1960s, Germany's historical culture has continually reprocessedthe Nazi past and later the Holocaust for the purposes of education,remembrance, and entertainment. The objective of this process,Vergangenheitsbewältigung, is the self-centered and self-designedtherapeutic treatment of the descendants of the perpetrators andbystanders of Nazism. It seems that Germans, who were better fasciststhan other Europeans, are also determined to excel at the task ofworking through Nazism and the World War II era. Therefore,attempts at mastering the past have given rise to hectic cultural activityas the field of contemporary history illustrates: "[I]ncessantly theGerman business for contemporary history generates fast-food products.It is based on a perpetual mobile of commissions, projects andmini-grants, temporary employment and welfare-to-work subsidies,conferences and lecture series—a perpetual mobile of pedagogical historiographyand history obsessed pedagogy."
