The post-Cold War era saw an unexpected increase in intra-state violence against ethnic and religious groups, brutal civil wars and asymmetric conflicts. Those crises posed fundamental questions for the European Union and its member states, to which Europe has so far proven unable to develop satisfactory answers. This book contends that public debates over wars and humanitarian military interventions after the Cold War represent an evolving process of comprehension and collective interpretation of new realities. Employing innovative computer-linguistic methods, it examines the dynamics of this debate across Europe and compares it to that of the United States. In doing so, it argues that transnational political communication has shaped European identity-formation in significant ways and that, in trying to come to terms with important crises and institutional events, shared understandings of Europe have emerged. Looking at evidence from a wide range of countries, including Austria, France, Germany, Ireland, the Netherlands and the United Kingdom, and spanning a continuous period of 16 years, this book empirically analyses these shared understandings of the EU as a problem-solving and ethical community. This book will be of interest to students and scholars of international relations, EU politics, security studies, comparative politics, political communication and European integration.--

In dem Beitrag versucht die Autorin zu zeigen, dass Gehlen vor den Hintergrund der Weltkriegserfahrung und in Polemik gegen die Institutionenskepsis der späten 1960er-/ 1970er Jahre der Sicherheit Priorität vor der Freiheit einräumte, jedoch nicht, weil er wie Hobbes jede noch so ungerechte Ordnung als das kleinere Übel ansehen würde, sondern, weil er auf der Grundlage anthropologisch fundierter Prämissen über das "Mängelwesen" Mensch meinte, dass Freiheit nur in und nie außerhalb oder gegen die gesellschaftlichen Institutionen möglich sei. Die Autorin rekonstruiert Gehlen folglich nicht als schlichten Hobbesianer, sondern als "liberalen Konservativen", der in Bezug auf Auseinandersetzungen um die Wahrung unseres demokratischen Selbstverständnisses und unserer demokratischen Prinzipien beim Umgang mit neuen und sich tendenziell verschärfenden Sicherheitsproblemen noch viel zu sagen hat. Der Beitrag diskutiert drei Positionen zum Zielkonflikt zwischen Sicherheit und Freiheit: 1. die Hobbesche Tradition; 2. die liberale Tradition und 3. die Positionen Adornos versus Gehlens. (ICA2)

What kind of democracy might fit the developing Common Security and Defence Policy (CSDP) given the political developments and the evolution of public debate on security and defence issues over the last twenty years? Different model-designs for a more democratic European Union (EU) in general and a democratized Common Security and Defence Policy (CSDP) in particular have been proposed. This paper contributes to answering this question by investigating whether and in which ways Europeans were included in a transnational European debate on humanitarian military interventions after the Cold War (1990-2005/2006). The paper analyses a full sample of 108 677 newspaper articles published in the leading conservative and liberal newspapers of six EU member states, and the US as a comparative case. It demonstrates that the 'national' arenas of political communication are thematically intertwined and allow ordinary citizens to make up their minds about common European issues in this highly controversial and normatively particularly sensitive realm. Transnational political communication is currently not satisfyingly fed into representative democratic institutions. However, 'hermetic communicative borders' between national publics are non-existent and are a poor excuse for a lack of political will to democratise the EU – one way or the other.

In the discussion on the prospects for democratic reform in the European Union, a collective European identity features prominently among the preconditions of greater democracy. The lack of a common European identity in the realm of foreign, security and defence policy has often been lamented. This paper contributes to this discussion by distinguishing conceptually between two dimensions of collective identity: the pragmatic problem-solving dimension of being members of a commercium on the one hand, and the ethical dimension of being members of a communio on the other. This paper also presents data from a long-term, cross-national empirical investigation of the issue. Do the 'Europeans' refer to themselves as Europeans when speaking from the participant perspective? If they do, what do they mean – the EU as a problem-solving commercium or an ethical communio? The paper presents analyses of a full sample of 489,508 newspaper articles on wars and humanitarian military interventions published in the leading conservative and liberal newspapers of six EU member states, and the US as a comparative case, between January 1990 and March 2006. While most of the scientific discourse centres around the communio-dimension, I highlight the importance and empirical presence of the commercium-dimension of European identity.

Die Autorin untersucht die Europaberichterstattung in den Massenmedien der Mitgliedstaaten der EU und fragt dabei nach den sich entwickelnden Strukturen europapolitischer Kommunikation und nach der deliberativen Qualität der transnationalen Öffentlichkeit. Sie gibt zunächst einen kurzen Überblick über die Diskussion zu den Hindernissen für die Entstehung einer europäischen Öffentlichkeit, um anschließend empirische Befunde vorzustellen, die nähere Auskunft über den Umfang, die Strukturen und Akteure europapolitischer Massenkommunikation geben. Sie diskutiert auf dieser Grundlage die Frage, welchen Einfluss die massenmediale politische Kommunikation über europäische Fragen auf die Europapolitik hat. Die vorliegenden vergleichenden Medienanalysen zeigen insgesamt ein überraschendes Bild: Es gibt zahlreiche Belege dafür, dass in den nationalen Medien thematisch verschränkte europäische Debatten stattfinden. Auf die politischen Entscheidungen in Brüssel hat die massenmediale Debatte allerdings bislang keinen nennenswerten Einfluss. (ICI2)

Against the common view that a European identity is a functional precondition for legitimate EU governance, this article argues that conceptual weaknesses of the term 'collective identity' have led to a confusion of several analytic dimensions of 'identity' and to an overestimation of strong forms of collective identity. Insights provided by analytic philosophy will be introduced in order to redefine and differentiate 'collective identity'. The ways in which people refer to themselves as members of we-groups will be outlined and illustrated in order to contribute to an innovative model of the problem and therefore the policy-related formation of collective identities. The article concludes that a strong European identity is not a functional precondition for legitimate everyday democratic governance in the EU. Only in extraordinary situations and in order to institutionalize integration in ethically sensitive policy fields is it necessary that EU citizens discursively agree on an ethical self-understanding of their way of life.

Die Autorin geht den Fragen nach, in welchem Umfang in der Europäischen Union politische Massenkommunikation über Sprach- und Ländergrenzen hinweg anzutreffen ist, welche Strukturen sich dabei abzeichnen und wie es um die demokratische Qualität der transnationalen massenmedialen Öffentlichkeit bestellt ist. Es wird ein hermeneutisch-pragmatistisches Verständnis von Öffentlichkeit dargestellt. Es wird argumentiert, dass dieses für die Problematisierung multisprachlicher, medienvermittelter Kommunikationsprozesse entscheidende Vorteile gegenüber den am Nationalstaat orientierten Modellen aufweist und eine empirisch anschlussfähige Perspektive für die Analyse transnationaler Kommunikationsprozesse eröffnet. Die These wird anhand der Präsentation von Ergebnissen einer vergleichenden Medienanalyse zur europapolitischen Kommunikation erläutert. Abschließend werden eventuelle Effekte der Transnationalisierung auf die demokratische Qualität öffentlicher politischer Kommunikation thematisiert. (ICG2)
