Artykuł prezentuje szeroko rozumiane elektroniczne uczestnictwo polityczne na przykładzie Wielkiej Brytanii – od działań oddolnych (ruchy społeczne, protesty), po decyzje rządowe, w wyniku których w tym kraju zorganizowano, wdrożono i realizuje się świadczenie usług publicznych drogą elektroniczną (e-admnistracja, głosowanie elektroniczne). Wśród doświadczeń wymienia się przede wszystkim kwestie związane z frekwencją wyborczą, partycypacją obywatelską w różnych formach protestu (zwłaszcza po 2010 roku), a także osiągnięcia Wielkiej Brytanii w zakresie e-administracji. Jeśli chodzi o zamierzenia, to chodzi przede wszystkim o działania na rzecz wprowadzenia głosowania elektronicznego w tym kraju. Autorka posługuje się metodą analizy przypadku, analizy porównawczej, a także opisową. Sięga po dane dostępne w formie raportów i badań empirycznych, a także posługuje się analizą prasy. Wśród wniosków zwraca się uwagę na ograniczoną otwartość Brytyjczyków na zastosowanie narzędzi elektronicznych w sektorze publicznym, przy jednoczesnym dużym wysiłku organizacyjnym i politycznym elit politycznych w ich wdrażaniu. The present article describes the broad notion of electronic political participation in Great Britain – from grass-roots activities (political movements, protests), to government decisions that lead to the organization and implementation of electronic public services (e.g. e-government, e-voting). Experiences are mostly mentioned as matters related to the turnout, citizen participation in various forms of protests (especially after 2010) as well as Great Britain's accomplishments in terms of e-government. Intentions are first and foremost activities related to the implementation of e-voting in the country. The author of the present article discusses these topics using a case study approach, as well as comparative and descriptive analyses. To do this, the author uses data available in the form of reports, empirical research and press analyses. It has been concluded that the British people are not particularly open to the use of electronic tools in the public sector but there is much organizational and political effort of the elites to implement these solutions. The article describes the analysis of the modern British party system in the age of changes and transformations. In particular, it analyzes the changes in the electorate as well as the legal-institutional conditions which, in consequence, led to a shift in the balance of power between the political parties on the parliamentary level that occurred after the 2010 general election. Forming a coalition in the Parliament and the Cabinet marked the beginning of an ideologically and politically difficult rule of two parties which both politicians and voters alike had to learn. I argue that the above circumstances led to a certain "crisis" not only in the way administration is handled but also in the society's political participation. Simultaneously, it relates to what I view as a change in the British party system. The present article largely focuses on the transformations within the British party system that occurred in the early 21st century, on the genesis of the processes which affects the transformations in the above system, as well as on the causes and effects of these phenomena.

Społeczeństwo informacyjne, w jego oczekiwaniach i dostępie do wiedzy, znacząco wpłynęło na zmianę modelu demokracji, powodując pewien powrót do pierwotnych form komunikacji w relacjach obywatel–rząd. Towarzyszyło temu przesunięcie aktywności społecznej i obywatelskiej z realnego do świata wirtualnego. W literaturze przedmiotu wykorzystanie technologii informacyjnych i komunikacyjnych w systemie demokratycznym nazywa się elektroniczną demokracją. Jedną z jej form jest e-polityka, która jest realizowana na kilku poziomach: instytucjonalnym, systemowym i obywatelskim. Dobrym przykładem ostatniego typu są nowe ruchy społeczne, które w ostatnich latach wywarły znaczący wpływ na politykę. Podstawowy problem badawczy tego artykułu dotyczy e-polityki w perspektywie obywatelskiej, realizowanej poprzez działania nowych ruchów społecznych, zwłaszcza o charakterze politycznym. Głównym celem badawczym jest zatem przedstawienie roli narzędzi sieci sieciowych w wywieraniu wpływu na obywateli i ich aktywność prowadzącą do zmiany w systemie politycznym. Metody zastosowane w artykule to analiza przypadku i analiza porównawcza.

Citizen participation is an essential element of democracy, the contemporary model is based on the participation of citizens in political decision-making processes. In many interpretations of participatory democracy it calls attention to the fact that the local level is conducive to the development of civic participation. Therefore, the city should be a pioneer in the development of electronic forms of participation, which in the era of digitalization and virtualization of life are becoming more common and desirable. Ambitious and modern cities, designed for the purpose of improving the life of citizens by using technology are called Smart Cities. This article is an attempt to critically analyze the functioning of electronic forms of civic participation in the Polish cities, mainly e-governance, but also the public consultation and participatory budgeting. The experience of other countries will be used in the comparative analysis (Japan, Germany, Spain), to identify the challenges and goals for our country. The author calls attention to the view that for the smooth and effective functioning of cities, it is necessary to involve citizens in the process of political decision-making, especially with the use of electronic tools, because then it ensures the criteria to be smart. ; Partycypacja obywatelska stanowi istotny element demokracji, której współczesny model opiera się na udziale obywateli w procesie podejmowania decyzji politycznych. W wielu interpretacjach demokracji uczestniczącej zwraca się uwagę na fakt, że poziom lokalny sprzyja rozwojowi partycypacji obywatelskiej. A zatem miasta powinny być pionierem w zakresie rozwoju elektronicznych form partycypacji, które w dobie cyfryzacji oraz wirtualizacji życia (również publicznego) są coraz bardziej powszechne i pożądane. Miasta ambitne i nowoczesne, mające za cel ulepszanie życia obywateli z wykorzystaniem technologii nazywa się smart cities. Niniejszy artykuł to próba krytycznej analizy funkcjonowania elektronicznych form uczestnictwa obywatelskiego w polskich miastach, głównie narzędzi e-administracji, ale i konsultacji społecznych czy budżetu partycypacyjnego. W analizie porównawczej zostały zaś przywołane doświadczenia innych państw (Japonia, Niemcy, Hiszpania), by wskazać na wyzwania i cele dla naszego kraju. Autorka poddaje pod rozwagę pogląd, że dla sprawnego i skutecznego funkcjonowania ośrodków miejskich typu smart, konieczne jest włączanie obywateli w proces podejmowania decyzji politycznych, zwłaszcza z wykorzystaniem narzędzi elektronicznych, bo tylko wówczas uda się spełniać kryteria miasta inteligentnego.

Liberal Democrats as a co-governing party: between idealism and pragmatism Five years of joint governing by Conservative Party with the Liberal Democrats tends to make the balance, especially such an unusual phenomenon in British politics. This article includes an assessment of motivation and objectives of liberals in the coalition government based on the dyad of idealism - pragmatism. Answering the question whether the decision of the Liberal Democrats to participate in a coalition government with the Conservatives was idealistic or pragmatic, the author argues that the motivation came from two sources. Idealism was provided by defense of electoral reform and several other elements of liberals' program (in the field of economic and European policy), pragmatism was showed by an electoral referendum and the number of ministries headed by the Liberal Democrats. If the measure of effectiveness in politics is to make itself the presence of liberals in the cabinet, five years of joint governance is proof of this. But if this measure would be the volume of support provided to the party, it's such a great outflow of voters which testifies to the failure. The article verifies hypothesis that the participation of the Liberal Democrats in government was a "tragic" decision from the beginning, taking into account the five-year period of rule by the coalition on the eve of the next election. ; Pięć lat wspólnych rządów Partii Konserwatywnej z Liberalnymi Demokratami skłania do dokonania bilansu, zwłaszcza tak nietypowego zjawiska w brytyjskiej polityce. Niniejszy artykuł zawiera ocenę motywacji i celów liberałów w koalicji rządowej w oparciu o diadę idealizm - pragmatyzm. Odpowiadając na pytanie, czy decyzja Liberalnych Demokratów o udziale w koalicji rządowej z Konserwatystami była idealistyczna czy pragmatyczna, autorka twierdzi, że motywacja pochodziła z obu źródeł. O idealizmie świadczy obrona reformy wyborczej i kilku innych elementów programu liberałów (w zakresie polityki gospodarczej czy europejskiej), o pragmatyzmie zaś przeprowadzenie referendum wyborczego czy liczba ministerstw kierowanych przez Liberalnych Demokratów. Jeśli miarą skuteczności w polityce uczynić samą obecność liberałów w gabinecie, to pięć lat wspólnych rządów jest tego dowodem. Jeśli zaś tę miarę stanowić miałaby wielkość udzielanego partii poparcia, to tak wielki odpływ wyborców świadczy o porażce. Artykuł weryfikuje hipotezę, że udział Liberalnych Demokratów w rządzie z Partią Konserwatywną był decyzją od początku "tragiczną", uwzględniając pięcioletni okres rządów koalicji w przededniu kolejnych wyborów.

The proposal to introduce a majority voting system has become one of the most crucial elements of rivalry in the Polish presidential campaign of 2015. It was accompanied by an accusation that the proportional voting system seemingly affects the political life in Poland, making it more and more party-dependant. The aim of the present article is to refute the above accusation and present the weaknesses of the majority voting systems, based on British political system. Comparative, historical and analytical methods will be used in order to substantiate the thesis of the article, i.e. that political parties' influence will not be reduced due to the introduction of the majority voting system. Moreover, the article will also discuss the reasons behind and consequences of using the proportional voting system in Poland, in the light of the so called "crisis of democracy".

The best conditions for the implementation the principle of sustainable development, basing on the dialogue with citizens, are on local level – in the cities. Moreover, using new information and communication technologies opens a number of possibilities to even more fully activation of local communities. As a consequence, the residents have greater impact on the quality of political decisions, that take into account their needs and expectations, it is also a chance to improve the quality of their life. The main research goal of the article is to answer the question – what characterizes sustainable development of the city and how the use of information and communication technologies by public authorities may affect a more complete implementation of the principle of sustainable development.
