Aim. To assess the effectiveness of QMS implemented by Research Institute for Complex Issues of Cardiovascular Diseases (NII KPSSZ) in 2020 and determine the impact of force majeure event (COVID-19 pandemic) on the achievement of the goals and objectives of the organization.Methods. 11 QMS processes of the NII KPSSZ in 2020 were analyzed according to 98 performance criteria. The following general scientific methods were used for the assessment of QMS: analysis, synthesis, structural and systems analysis.Results. The overall effectiveness of the QMS in 2020 was 83.5%, for the individual processes it varies from 57% to 100%. Achievement of target indicators in accordance with the criteria reflects the effectiveness of risk management in QMS processes. 27 criteria were added (9 of which were reformulated) as a result of the development of the system and the analysis of work experience in unusual circumstances for year 2021. At the end of 2021, QMS will be analyzed according to 117 criteria for the processes effectiveness.Conclusion. The presented experience of quality management system functioning in 2020 highlights the significant roles of monitoring of the main processes and performance indicators analysis of scientific and medical organization in the ongoing COVID-19 pandemic. Such analysis is a necessary for decision-making because it allows the organization to fulfill the obligations, maintain conditions for increasing stakeholder satisfaction, monitor risks and assess opportunities associated with the environment and objectives of the organization, and ensure compliance with the standard requirements, regulations and legislation. ; Цель. Оценить результативность системы менеджмента качества (СМК) НИИ КПССЗ в 2020 г. и определить влияние пандемии COVID-19 на выполнение отдельных мероприятий и целей организации.Материалы и методы. Проанализировано 11 процессов СМК НИИ КПССЗ в 2020 г. по 98 критериям результативности. В исследовании применены общенаучные методы анализа и синтеза, структурный и системный анализ.Результаты. Результативность СМК в 2020 г. составила 83,5%, тогда как по отдельным процессам варьировала от 57 до 100%. Достижение целевых показателей по критериям отражает эффективность управления процессными рисками. В результате естественного развития системы и анализа опыта работы в необычных обстоятельствах на 2021 г. добавлено 27 критериев, 9 из которых переформулированы. По итогам 2021 г. СМК будет проанализирована по 117 параметрам результативности процессов.Заключение. Представленный опыт функционирования системы менеджмента качества в 2020 г. свидетельствует о значимой роли мониторинга основных процессов научно-медицинской организации и анализа показателей их результативности в условиях пандемии COVID-19. Подобный анализ является базовым для принятия решений и позволяет выполнять обязательства, поддерживать условия для повышения удовлетворенности заинтересованных сторон, отслеживать риски и оценивать возможности, связанные со средой и целями организации, обеспечивать соответствие стандартам, нормативно-правовым актам.

Ultra-Luminous X-ray sources (ULXs) are accreting black holes for which their X-ray properties have been seen to be different to the case of stellar-mass black hole binaries. For most of the cases their intrinsic energy spectra are well described by a cold accretion disc (thermal) plus a curved high-energy emission components. The mass of the black hole (BH) derived from the thermal disc component is usually in the range of 100-105 solar masses, which have led to the idea that this can represent strong evidence of the Intermediate Mass Black Holes (IMBH), proposed to exist by theoretical studies but with no firm detection (as a class) so far. Recent theoretical and observational developments are leading towards the idea that these sources are instead compact objects accreting at an unusual super-Eddington regime instead. On the other hand, gravitational waves have been seen to be a useful tool for finding (some of these) IMBHs. We give a brief overview about the recent advent of the discovery of gravitational waves and their relationship with these so far elusive IMBHs.© 2017 Universidad Nacional Autonoma de Mexico. 5 pags., 7 figs. -- The Universe under the Microscope – Astrophysics at High Angular Resolution, 21–25 April 2008, Bad Honnef, Germany ; We report on recent near-infrared (NIR) and X-ray observations of Sagittarius A* (Sgr A*), the electromagnetic manifestation of the ∼4x106M⊙ super-massive black hole (SMBH) at the Galactic Center. The goal of these coordinated multi-wavelength observations is to investigate the variable emission from Sgr A* in order to obtain a better understanding of the underlying physical processes in the accretion flow/outflow. The observations have been carried out using the NACO adaptive optics (AO) instrument at the European Southern Observatory's Very Large Telescope (July 2005, May 2007) and the ACIS-I instrument aboard the Chandra X-ray Observatory (July 2005). We report on a polarized NIR flare synchronous to a 8x1033 erg/s X-ray flare in July 2005, and a further flare in May 2007 that shows the highest sub-flare to flare contrast observed until now. The observations can be interpreted in the framework of a model involving a temporary disk with a short jet. In the disk component flux density variations can be explained due to hot spots on relativistic orbits around the central SMBH. The variations of the sub-structures of the May 2007 flare are interpreted as a variation of the hot spot structure due to differential rotation within the disk. © 2008 IOP Publishing Ltd. ; Part of this work was supported by the German Deutsche Forschungsgemeinschaft, DFG via grant SFB 494. SgrA* shows strong variability from the radio to the X-ray wavelength domains. Here we report on simultaneous NIR/sub-millimeter/X-ray observations from May 2007 that involved the NACO adaptive optics (AO) instrument at the European Southern Observatory's Very Large Telescope, the Australian Telescope Compact Array (ATCA), the US mm-array CARMA, the IRAM 30m mm-telescope, and other telescopes.
