The article deals with the protection of labour relations as the main responsibility of the state in relation to citizens performing the labour function. The legislation of any country provides that the highest value of the state is the person, his rights and freedoms, and the recognition, observance and protection of such rights and freedoms is the most important duty of the state. The authors consider the concept of labour rights protection in relation not only to Russian citizens but also with foreign participation. Citizens' labour rights are intended to be protected by all jurisdictional bodies that have jurisdiction over labour disputes, including the courts. One of the fundamental national sources of labour activity in the Russian Federation, namely the Labour code of the Russian Federation, contains a necessary provision providing for the protection of labour rights of workers.

The purpose of the article is to analyze the socio-philosophical and cultural aspects of power. This article discusses political culture as a structural element of culture. Power is the central element of culture. Power in the article refers to public administration, which is an intangible, but practical form of activity and culture. This form of activity depends on the material processes in society, but at the same time it forms all other spheres of life. In this regard, the article defends the thesis that power is the second form of culture after material production. Power as a culture is a culture of social management, the culturological status of power is determined by how public administration fits into the system of people's life, as well as by the positive impact it has on the development of society. Power is the main element of the intangible superstructure of society, which, in turn, determines the vector of development of the entire spiritual superstructure. Precisely because power determines the entire non-material superstructure of society, it is itself a cultural phenomenon.

In October 2021, the first school on digital epigraphy was held by the Sefer center. During the school, important questions were raised by the participants: how digital methods can help researchers, where they can be applied, what limitations may arise when applying them. At the seminar part, the participants got acquainted with some techniques for data processing - crowdsourcing, visualization, and data analysis using R programming language, regular expressions. During the lecture sessions at the school, such questions were actively discussed, as in which aspects of epigraphy and for what purpose it is appropriate to use certain digital methods, as well as what are the prospects for this direction. The use of digital methods was considered when working with visual, textual data, mapping. Digital methods can help a researcher both at the stage of data collection and primary processing and during academic analysis. However, the use of digital technologies is only a tool though effective, and the main task of the researcher is to ask proper questions that can (or cannot) be answered using one method or another. These and other issues and considerations are briefly summarized in this paper as a summary.

The subject of the research is the correlation of civil and tax law institutions in the scope of legal nature of such social relations.The purpose of the article is to confirm or refute the hypothesis that when qualifying civil legal relations with tax elements, the law enforcement officer should proceed from the priority of analysis of tax legislation over civil legislation.Methodology. Methods of analysis and synthesis are used. The scientific analysis focuses on decisions of the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, and courts of general jurisdiction.The main results and scope of their application. The influence of civil law on tax law is carried out at the level of law-making and law enforcement. We study the law enforcement paradigms that are relevant for law enforcement activities. The current tasks of tax law-making are emphasized. Establishing the influence of tax law institutions on civil law allows us to improve some civil law institutions, create a comprehensive theory of the relationship of these legal phenomena, see trends in their development and, of course, outline ways to develop tax legislation in the aspect of tax law autonomy. The legislator should strive for maximum unification of legal terminology in tax and civil legislation so that subjects of legal relations feel legally comfortable and easily construct civil transactions based on the predicted tax consequences. Subjects of civil legal relations, before entering into certain civil transactions, should already plan their tax consequences in advance focusing not only on civil legislation, but also on tax legislation, in particular, on the classification of transactions as investment or non- investment.Conclusions. The impact of tax law on civil law is multidimensional. At least, we can talk about the impact on the levels of law-making, law enforcement, and the use of civil law institutions. When qualifying civil legal relations with tax elements, the analysis of tax legislation in comparison with civil legislation has priority. ; Анализируется влияние налогового права на гражданское право. Подчеркивается, что такое влияние осуществляется на уровне правотворчества и правоприменения. Исследуются правоприменительные парадигмы, которые актуальны для правоприменительной деятельности. В контексте рассматриваемой тематики подчеркиваются актуальные задачи правотворчества. В центре научного анализа находятся решения Конституционного Суда РФ, Верховного Суда РФ и судов общей юрисдикции.

The article substantiates a set of proposals for amending housing legislation aimed at building effective financial models of various ways to manage apartment buildings in modern Russia. The implementation of the proposals will allow the creation of financially sustainable management organizations in the housing and utilities sector, who receive their remuneration in legal form and are interested in the results of their financial and economic activities. The study was carried out with the financial support of the Russian Foundation for Basic Research in the framework of the research project No. 18-010-00090 "Study of the financial and economic aspects of the activities of management companies in the housing and utilities sector and the development of proposals to improve their financial sustainability." ; El artículo respalda un conjunto de propuestas para enmendar la legislación de vivienda con el objetivo de construir modelos financieros efectivos de varias maneras de administrar edificios de apartamentos en la Rusia moderna.
