Bu makalede, Türkiye'deki yoksullukla mücadele politikalarının hukuki yapısı ele alınmaktadır. Bu kapsamda yoksullukla mücadeleye yönelik Türkiye'de benimsenen sosyal politikaların hukuki mevzuatı ve doğrudan sosyal yardımlardaki yasal düzenlemelere yer verilmiştir.
Makalede yoksullukla mücadele kapsamındaki politikaların temelini oluşturan Kanunlar irdelenmiştir. Bu kapsamda 2022 Sayılı 65 Yaşını Doldurmuş Muhtaç, Güçsüz ve Kimsesiz Türk Vatandaşlarına Aylık Bağlanması Hakkında Kanun ve 3294 sayılı Sosyal Yardımlaşma ve Dayanışmayı Teşvik Kanunlarının yoksullukla mücadeleye yönelik sosyal politikalardaki yeri ele alınmıştır.
Makalenin ana materyalini yoksullukla mücadeleye yönelik politikaları doğrudan ve dolaylı şekilde düzenleyen yasal mevzuat, Aile, Çalışma ve Sosyal Hizmetler Bakanlığı'nın raporları, Anayasa ve bu alanda yazılan makale ve raporlar oluşturmaktadır.
Pandemics have been seen in many periods throughout history. Pandemics are diseases that cause millions of people to die and have great negative effects on the psychological health of society. It also disrupted the students ' educational process. Pandemics such as Middle East Respiratory Syndrome (MERS), severe acute respiratory syndrome (SARS) and Spanish flu which have appeared in the past and threatened the health of people, have also led to negative consequences in people's psychology. Today, people are struggling with a pandemic COVID-19, which was first seen in Wuhan, China. COVID-19, like other pandemics, affected a large number of people in a very short time after it appeared and caused many people to die. The COVID-19 pandemic affects people psychologically because the spread of it still continues, death rates increase day by day, life comes to a halt and its control time is unpredictable. Like the traumatic experiences that have caused many psychological problems on humans throughout history, COVID-19 will have a negative psychological effect on every person. Scientific research on COVID-19 is of great importance in order to prevent the destructiveness of it in social, political, psychological, educational and economic dimensions. After the COVID-19 epidemic has been controlled over time, the psychological effects on people will be clearer. It is estimated that its effect will cause many problems in the short and long term. In this study, the possible psychological effects of COVID-19 on children, youth, elderly people and healthcare staff were discussed in the light of theoretical information. In order to minimize negative psychological effects, some recommendations were presented. ; Pandemiler milyonlarca insanın ölmesine neden olan hem toplumun psikolojik sağlığı üzerinde hem de eğitim süreçlerine olumsuz etkileri olan hastalıklardır. Pandemiler tarih boyunca birçok dönemde görülmüştür. Geçmişte ortaya çıkan Orta Doğu Solunum Sendromu (MERS), şiddetli akut solunum sendromu (SARS) ve İspanyol gribi gibi salgın hastalıklar hem insanların sağlığını tehdit etmiş hem de insanların psikolojisinde olumsuz sonuçlara yol açmıştır. Günümüzde neredeyse dünyadaki tüm insanlar Çin'in Wuhan kentinde ortaya çıkan bir pandemi olan COVID-19 ile mücadele etmektedirler. COVID-19, diğer pandemiler gibi ortaya çıktıktan kısa bir süre sonra çok sayıda insanı etkiledi ve birçok insanın ölmesine neden oldu. Hâlihazırda bu etki hala sürmektedir. COVID-19 salgını insanları psikolojik olarak etkiler çünkü yayılımı hala devam etmekte, ölüm oranları her geçen gün artmakta, hayat durmakta ve kontrol süresi tahmin edilememektedir. Tarih boyunca insanlar üzerinde birçok psikolojik soruna neden olan travmatik deneyimler gibi COVID-19'un da her insan üzerinde olumsuz bir psikolojik etkisi olacaktır. COVID-19 ile ilgili gerçekleştirilecek olan bilimsel araştırmalar; sosyal, politik, psikolojik ve ekonomik boyutlarda COVID-19'un yıkıcılığını önlemek için büyük önem taşımaktadır. COVID-19'un kısa ve uzun vadede birçok soruna yol açacağı tahmin edilmektedir. Bu çalışmada COVID-19'un çocuklar, gençler, yaşlılar ve sağlık personeli üzerindeki olası psikolojik etkileri teorik bilgiler ışığında tartışılmıştır. Aynı şekilde COVID-19'un eğitim sürecine ve paydaşlarına olan yansımaları da ele alınmıştır. COVID-19'un olumsuz etkilerini en aza indirmek için bazı öneriler sunulmuştur.
The aim of this research is to examine the views of teachers, who take postgraduate education, regarding culturally responsive education. The research was carried out with 25 teachers who are from various branches and take postgraduate education in a big university in South-Eastern Anatolia Region of Turkey in spring semester of 2014-2015. The pattern of the research is case study of qualitative patterns. The views of teachers joined the research were taken via semi-structured open-ended questionary form. According to the findings of the research, they emphasize that the education process should be maintained considering the cultural values. Besides, they think that will serve to development of cognitive and affective characteristics of the individual and social peace and integration. Therefore they advise to develop teaching programs that quicken cultural diversity. Lastly, the most of teachers utter that they don't have enough self-sufficiency to give culturally responsive education. It is thought the reason is that teachers can't expose their potential due to the training teacher system and teaching programs are deprived of providing that kind of education. Consequently, the education system, with its all components, should be such as to provide needs of people from various cultures.
Femicide is experienced almost every day in Turkey due to male violence; tens of thousands of families and children who are affected by the violence are, at the same time, left behind. In this study, in-depth interviews were conducted, using a qualitative method, with 6 children and 17 caregivers who were left behind following 10 cases of femicide, and the problems and needs experienced by these people are revealed.
This study aimed to predict the culturally responsive teacher roles based on cultural intelligence and self-efficacy using machine learning classification algorithms. The research group consists of 415 teachers from different branches. The Bayes classifier (NaiveBayes), logistic-regression (SMO), lazy-classifier (KStar), meta-classifier (LogitBoost), rule-learner (JRip), and decision-tree (J48) were employed in the assessment of the predictive model. The results indicated that JRip rule-learner had a better performance than other classifiers in predicting the culturally responsive teachers based on six attributes used in the study. The JRip rule-learner classified the culturally responsive teachers as low, medium, or high with an accuracy of 99.76% (CCI: 414/415) [Kappa statistic: 0.996, Mean Absolute Error (MAE): 0.003, Root Mean Square Error (RMSE): 0.043, Relative Absolute Error (RAE): 0.663, Relative Squared Error (RRSE): 9.244]. The results indicated that all classifiers had an acceptable performance but JRip rule-learner had a better performance than the other classifiers in predicting the culturally responsive teachers.
Çocuğa yönelik cinsel istismar, çocuk ve aile ile kapsamlı bir sosyal hizmet müdahalesi yapılmasını gerektirmektedir. Bu araştırmada, çocuğa yönelik cinsel istismarın bildirimi sonrasında hazırlanan adli görüşme raporları, sosyal inceleme raporları ve koruyucu-destekleyici tedbir kararları uygulama raporlarını içeren dosyalar üzerinden cinsel istismara maruz kalan Türk vatandaşı ve mülteci çocuklar ile ilgili durum değerlendirmesi yapmak amaçlanmıştır. Betimleyici araştırma modeli çerçevesinde nicel araştırma yöntemi ile tasarlanan araştırmada, Aile, Çalışma ve Sosyal Hizmetler Bakanlığı Ankara İl Müdürlüğünde bulunan toplam 207 farklı dosyada yer alan 181 çocuk hakkında elde edilen bilgiler taranmıştır. Belge incelemesi yöntemi ile elde edilen verilerin, araştırmacılar tarafından oluşturulmuş SPSS 23 programında veri tabanı üzerine işlenerek istatistiksel analizi yapılmıştır. Analiz sonucunda elde edilen bilgiler, çocukların ve ebeveynlerin uyruklarına göre sosyo-demografik bilgiler, çocukların uğradığı cinsel istismara dair bilgi, çocukların bazı risklere açık olma durumu ve cinsel istismara müdahale süreci başlıkları altında çözümlenmiştir. Belirlenen sorunların çözümüne yönelik olarak çocuk koruma alanında sosyal hizmet müdahalelerine ilişkin öneriler dile getirilmiştir.
