The prestige of the civil service affects the quality of attracting resources to the public administration, and the civil service is considered as part of the public administration connected with the realization of the goals, tasks and functions of the state. The study of the factors of prestige and the attempt to formulate its model are necessary to manage the process of raising the prestige of socially important spheres of life, one of which is the protection of national interests. The article identifies and analyzes that influence the formation of the prestige of the civil service of Ukraine and leading countries. They are based on the use of official position not in the interests of society: protectionism, mutual services, use of state property for personal purposes, as well as bribes, kickbacks and other illegal mechanisms of "transformation of power into money". Also, criteria have been selected to take into account the prestige, which are a result of the efficiency of public administration and the macroeconomic environment, because they reflect the possibilities and freedom of realization of activity. Updating the prestige of the civil service is a prerequisite for successful European integration and good and efficient public administration that meets the requirements of modern times and European standards and principles of good governance. The detail analyzes the main factors influencing the prestige of the civil service. After evaluating all possible factors, we can distinguish those that most accurately and accurately reflect the results of the question under study. Measures justified to increase the level of prestige of the civil service.The effectiveness of the reform of the Ukrainian civil service must be accompanied by the creation of a professional, politically impartial, stable, highly efficient, authoritative and prestigious civil service capable of meeting the challenges of today and providing quality administrative services that meet European standards.

Updating the prestige of the public service is a prerequisite for successful European integration and good and efficient public administration that meets the requirements of modern times and European standards and principles of good governance. The aim of the article is to study the prestige of public service through cluster analysis. The article considers the directions of increasing the prestige of public service and highlights the main advantages. The research is based on the analysis of indicators that directly affect the formation of the prestige of the public service of Ukraine and leading countries. Also, to take into account the prestige, international indices were selected, which are the result of the effectiveness of public administration and the macroeconomic environment, as they reflect the opportunities and freedom of activity. With the help of cluster analysis, the classification of indicators that characterize the level of prestige of the civil service in different countries is carried out. As a result, the formation of clusters of prestige of the civil service in different countries of the world is considered and practical recommendations for its increase are presented. It is established that the prestige of the public service is of paramount functional importance, as it is civil servants who are the real leaders of publicity ideas in practice. The article concludes that the prestige of public service largely depends not only on the availability of highly qualified staff, but also on efficiency, but also on the trust, respect of the population, on how the laws and regulations of public authorities will be perceived in public opinion. The prestige of public service is a key indicator of the efficiency and strength of the state in the international environment. It also directly affects the state's ability to provide services to the population, promote competition and growth.

The article aims to highlight the latest approaches to the introduction of countries gender budgeting. The authors propose the application of the method of ranking countries based on 4 key indicators related to the gender gap (Economic participation and opportunity, Educational attainment, Health and survival, Political empowerment) of the Global gender gap index and then analyse the result considering the level of socio-economic development of each country. Ten sample countries were randomly chosen. The results of the study confirmed the mutual influence between the gender gap and socio-economic development. The proposed method of ranking countries compared to socio-economic, political and environmental development allows countries with a high value of the gender gap index to offer specific tools to reduce it. Abstract
It had been established that the heads of institutions should form teams of workers of different generations with different expectations and methods of work in the context of reforming the public service. The periods of forming generations have been set on the basis of literary sources, such as: Generation X (the period up to 1980); Generation Y (from 1981 to 1996); and Generation Z (after 1997). The most important criteria which form the characteristics of public servants have been singled out, and common and distinctive traits of Generations X, Y, and Z have been systematized. The distribution of the number of public servants in Ukraine has been analyzed by gender, age and the category of position. Based on the use of correlation-regression analysis, the tendency of changes in the share of state servants of Ukraine by age category up to 2020 was investigated. This made it possible to confirm the suggested hypothesis of the dependence of the effective reform of the Ukrainian public service on the effective interaction and cooperation of all generations of public servants. The main requirements for a public institution in which the employees of the new generation will work have been systematized.

This study aims to establish the advantages and disadvantages of various methods for assessing emotional intelligence by comparing the most common methods in leading countries and a developing country (Ukraine) in business, as a field in which the level of emotional intelligence importance is generally recognized, and in the public administration sphere. The MSCEITV2.0 and Hall tests were chosen as the most accurate tests for determining the emotional intelligence of public managers. For a more detailed comparison of these two tests and the selection of a universal one, 100 respondents were surveyed using a questionnaire developed in Google Forms. The sample included officials of local governments in the western, northern, and central regions of Ukraine, as well as representatives of businesses in the same regions, particularly managers of private enterprises. The results indicate that these two tests show similar results when determining the level of emotional intelligence. However, when allowed to choose the testing method, 80% of public managers and business representatives chose the Hall test, which takes less time than the MSCEITV2.0 test. Considering the obtained results and the permissible error, the study identifies the Hall test as a universal method for determining the emotional intelligence of public managers in a developing country – Ukraine.
