"The goal of this chapter is to Sketch the contours of the relationship between citizenship and welfare. In order to do so, the author will use the concept of 'welfare citizenship', which has had a limited use in the scholarly debate so far. In the following section he will first discuss the nexus of welfare and citizenship. Next, he will explore the conceptual dimensions of citizenship, by disaggregating it into three components of rights, obligations and compliance. Following this, the author will use this disaggregation of citizenship as a point of departure for the models of citizenship. He will use each of these components of citizenship to construct generic models of citizenship, to which he will ascribe types of welfare citizenship. These three models of citizenship include the republican, the liberal and the caesarean citizenship." (author's abstract)

This Living Review presents an overview of the research on European identity in the context of EU governance by focusing on central debates in the political science literature. It departs from the problems of disagreement between European citizens and their elites as well as the lack of a European demos. Against this background, the article discusses the functions of collective identity including the legitimation function and solution of collective dilemmas. Here, two perspectives pertaining to these functions are depicted: first, the issue of European public space and second, the integrative workings of European citizenship. Next, the article explores the conceptual and methodological problems of the research on European collective identity. In particular, it focuses on the conceptual ambiguity of the collective identity term, causes of confusion in European identity research and problems of operationalization and measurement. Following this, the article discusses the literature on identity technologies of the EU and identifies the shortcomings of identity technologies with regard to EU governance. AbstractWhat impact has the Russia–Ukraine crisis had on the EU as a foreign policy actor? Most studies examine how the EU has evolved as an actor over time of its own initiative, but tend to discount the role that the external context or structure of the international system might play in constraining or enabling the EU's exercise of power. This Special Issue seeks to understand the EU's influence in the world through recognizing its embeddedness in an unpredictable and uncertain international system. Specifically, we ask whether and to what extent the Russia–Ukraine crisis serves as a critical juncture and catalyst for shaping the EU's power.

AbstractThe article presents conclusions of this Special Issue. It first summarizes the empirical findings of the individual contributions to this Special Issue in terms of whether EU power was enabled or constrained in response to the crisis. Second, the article synthesizes these findings to advance some overarching arguments about the EU as an actor in this crisis, and the types of power that were evident in this case. Third, it examines the significance of the study overall, and highlights some key policy implications. Finally, the article takes a broader perspective, and suggests that this framework is valuable more generally for understanding how various crises might impact the EU as a foreign policy actor.
