Abstract: Ensuring the accessibility of education based on the development of online learning as one of the tasks of the global educational policy is acquiring key importance today. This task is complicated by different levels of economic development of countries and digital divide, problems of modernization of national education systems in the context of the spread of IT technologies. The development of education is closely related to technological advances (artificial intelligence, augmented and virtual reality, robotics), but such changes are not actively manifested in education due to its conservatism, and are also associated with the level of development of countries and access to new technologies for citizens. An analysis of investment activity in the education sector shows that investors are wary of financing the development of education and, in particular, online education, but trends over the past five years show a fourfold increase in total investment. The article concludes that: 1) despite the emergence of both universal and specialized educational online platforms, they cannot create an individual trajectory for acquiring knowledge and mastering competencies, as this can still be done on the basis of classical university education; 2) online platforms broadens the choice among the many offered educational programs and courses, however objectivity of this choice tends to be decreasing.
Today in Russia the system of the state scientific certification undergoes significant changes: the powers of federal executive authorities are delegated to the educational and scientific organizations. As a result, independence in the choice of mechanisms, orders and procedures of formation of dissertation committees and criteria of awarding academic degrees is allowed. At the same time reinterpretation of axiological bases of dissertation culture through overcoming the problems connected with authenticity and quality of dissertation researches, by increase in reputation responsibility of the organizations and scientists takes place. On May 31, 2019 it will be a year to the moment of transition of the MGIMO University to a new model of the state scientific certification. According to the model developed by the MGIMO University, awarding an academic degree comes by the results of the defense of a thesis at a meeting of the dissertation committee of 5 doctors of science, three of which are employees of the MGIMO University, and two are invited scientists from other organizations. Two of five are experts with publications in the scope of the research combining the role of a member of the dissertation committee and an official opponent. The result of the defense is politically variable: alongside with the possibility of taking the negative decision awarding an academic degree without completions of the text and also under the condition of insignificant and considerable completions of the text of a research is allowed. The lack of such opportunities in the practice of awarding academic degrees existing in the domestic dissertation culture excluding modification of the manuscript submitted to defence after holding a meeting of dissertation committees, as well as other defects of the historically developed model of awarding academic degrees, defined the fastest transition of the MGIMO University to a new model of certification. «MGIMO Review of International Relations» discussed the main milestones of formation and key problems of development of the domestic dissertation culture with P. Kasatkin and E. Antyukhova.

There are also the prospects of the system given and analyzed. What is more, the article draws analogies with Russia and scrutinizes them.

German Diaspora played and plays significant role in Russian-German relations. It is very important for cooperation in humanitarian sphere, education and culture. Key actors are Germany as «the external homeland», German diaspora and Russia as «the accommodation country». In the activity concerning the Russian Germans all three parties are guided by various principles and purposes that sometimes leads to tensions and the conflicts. But as a whole we have to note that the Russian Germans became a constructive link between Germany and Russia.
Для академического сообщества специалистов в области международных отношений высшее образование выступает двойственным образом. С одной стороны, как сфера, влияющая на политическое развитие мира и даже формирующая его: выпускники вузов, получившие образование по международным отношениям, действуют на практике, исходя из приобретенных во время обучения представлений о политическом устройстве мира, внешней политике различных стран, основных проблемах международной повестки дня. С другой стороны, сама образовательная сфера должна быть объектом анализа тех, кто занимается исследованиями в области международных отношений и мировой политики: это и изучение вопросов международного сотрудничества в области образования, и анализ интеграционных процессов, которые сейчас интенсивно идут в сфере высшего образования, и сравнительный анализ образовательных систем различных стран, и наконец, оценка возможностей высшего образования как ресурса «мягкой силы» государства. Вместе с тем, политологами-международниками исследования по всем этим проблемам систематически не ведутся ни в России, ни за рубежом, область фактически отдается на откуп специалистам других профилей. Так, есть исследования по правовым и экономическим аспектам образования в международном ракурсе. Педагоги затрагивают данную проблематику, в частности, анализируя Болонский процессi. Однако можно назвать буквально единицы работ специалистов в области международных отношений и мировой политики (за исключением, пожалуй, представителей МГИМО (У)), в которых обсуждаются данные вопросыii. Впрочем, в последние годы к обсуждаемой проблематике начал проявляться все больший интерес. В частности, вопросы образования стали рассматриваться в качестве одного из направлений анализа Французского института международных отношений (ИФРИ) - исследовательского института Франции, ориентированного на изучение стратегических вопросовiii. Данный факт весьма примечателен: он показывает, какую роль играет образование в современном мире.
