Although both researchers and practitioners have been using the Internet to communicate information on disasters, few systematic studies have assessed the type of information that is or should be communicated via this medium. This paper presents an exploratory, yet systematic study of the Federal Emergency Management Agency (FEMA)'s coverage of the 1995 hurricane season via e-mail and the World Wide Web. An overview analysis of the 1995 season shows that FEMA distributed 184 e-mail messages of which 138 were hurricane-related and 46 were nonhurricane-related. Following this overview analysis, a case study is presented on FEMA's coverage of Hurricane Opal, which was associated with significant impacts in Florida. The focus of analysis in the case study is a type of e-mail message called the situation report (sitrep) which is used by FEMA to communicate information on disasters. The number, timing, and content of sitreps issued by FEMA for Hurricane Opal are analyzed and the results used to discuss the agency's communication efforts via the Internet.

We live in a 'risk society' where the identification, distribution and management of risks, from new technology, environmental factors or other sources are crucial to our individual and social existence. In The Social Contours of Risk, Volumes1 and 2, two of the world's leading and most influential analysts of the social dimensions of risk bring together their most important contributions to this fundamental and wide-ranging field. Volume II centres on the analysis and management of risk in society, in international business and multinationals, and globally. The 'acceptability' of risk to an individual depends on the context, whether the larger society or in, for example, a corporate framework. Their work clarifies the structures and processes for managing risks in the private sector and the factors that produce or impede effective decisions. The authors demonstrate that corporate culture is crucial in determining risk management. They analyse the transfer of corporate risk management systems from industrial to developing countries, and how globalization is spreading and creating new kinds of risk - the combination of traditional and modern hazards presented by climate change, technology transfer and economic growth. They describe the new priorities and capacities needed to deal with these enhanced vulnerabilities around the globe.

Risk is a complex phenomenon that involves both biophysical attributes and social dimensions. Existing assessment and management approaches often fail to consider risk in its full complexity and its social context. The concept of the social amplification and attenuation of risk provides an approach that recognizes that how social institutions and structures process a risk will shape greatly its effects upon society and the responses of management institutions and people. Examples of both amplification and attenuation are provided from recent risk experience.

A significant problem in radioactive waste facility siting is that apparent small risks or minor risks events produce substantial public concern and social impacts. The reasons for this difference in public health and societal impacts is not well understood. This paper explores the issues involved in the social amplification of risk, using the risk associated with site characterization as the example. Noteworthy as sources of amplification are the infomation flow associated with risks and risk events including the large volume of information, the extent of dispute, and misinformation and rumor. Such information passes through the mass media and interpersonal networks. The major mechanisms involved in risk amplifications are discussed and their likely impacts on society described.

A comprehensive approach to managing risk must draw on both the descriptive insights of the behavioral sciences and the prescriptive clarity of the management sciences. On the descriptive side, this study develops structural models to explain how the impact upon society of an accident or other unfortunate event is influenced by the physical consequences of the event, perceived risk, media coverage, and public response. Our findings indicate that the media and public response play crucial roles in determining the impact of an unfortunate event. Public response appears to be determined by perceptions that the event was caused by managerial incompetence and is a signal of future risk. On the prescriptive side, we briefly discuss how these findings based upon structural models can be incorporated into a decision‐analytic procedure known as an influence diagram.

One of the most perplexing problems in risk analysis is why some relatively minor risks or risk events, as assessed by technical experts, often elicit strong public concerns and result in substantial impacts upon society and economy. This article sets forth a conceptual framework that seeks to link systematically the technical assessment of risk with psychological, sociological, and cultural perspectives of risk perception and risk‐related behavior. The main thesis is that hazards interact with psychological, social, institutional, and cultural processes in ways that may amplify or attenuate public responses to the risk or risk event. A structural description of the social amplification of risk is now possible. Amplification occurs at two stages: in the transfer of information about the risk, and in the response mechanisms of society. Signals about risk are processed by individual and social amplification stations, including the scientist who communicates the risk assessment, the news media, cultural groups, interpersonal networks, and others. Key steps of amplifications can be identified at each stage. The amplified risk leads to behavioral responses, which, in turn, result in secondary impacts. Models are presented that portray the elements and linkages in the proposed conceptual framework.
